On Thursday, the company announced a new tier system for its Store Services fee that\u2019s applied to purchases made outside apps, and it will only give developers access to the full set of App Store features if they give Apple a larger commission.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\"><a href=\"https:\/\/developer.apple.com\/help\/app-store-connect\/reference\/store-services-tiers\" target=\"_blank\" rel=\"noopener\">Tier 1 of the Store Services<\/a> fee will provide developers with only basic App Store features for a cheaper, 5 percent commission on in-app purchases, including app reviews, privacy nutrition labels, and access to Apple Support. This tier lacks many of the features developers benefit from on the App Store today, including automatic app updates, automatic app downloads, and other tools that could help developers promote their app. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">For full access to the App Store features, developers will need to use Tier 2 of the Store Services fee, which comes with a 13 percent commission. Apps on the App Store will be on Tier 2 by default, but developers can move their apps to Tier 1.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Apple is also introducing a new fee: <a href=\"https:\/\/developer.apple.com\/support\/dma-and-apps-in-the-eu\/#core-technology-commission\" target=\"_blank\" rel=\"noopener\">the Core Technology Commission<\/a>. With the update, Apple will take a 5 percent commission on outside purchases made in apps distributed on the App Store. However, developers who signed on to Apple\u2019s alternate business terms will continue to pay the Core Technology Fee (CTF), a \u20ac0.50 per download fee that applies to apps for each annual install over 1 million.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">The iPhone maker says that on January 1st, 2026, it\u2019s going to move to a \u201csingle business model\u201d for developers in the EU. That means it\u2019s going to transition the Core Technology Fee to the 5 percent Core Technology Commission on digital goods and services sold on the App Store and alternative marketplaces.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">The changes come in response to the <a href=\"https:\/\/www.theverge.com\/news\/627522\/apple-meta-eu-dma-antitrust-fines\" target=\"_blank\" rel=\"noopener\">\u20ac500 million (about $570 million) penalty<\/a> the EU served Apple with on April 23rd after ruling that its App Store \u201canti-steering\u201d practices \u2014 which restrict how developers can direct users to make external purchases \u2014 violated DMA rules. Apple will face interest payments on the $570 million fine if it fails to pay it by next month. The EU also <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_1086\" target=\"_blank\" rel=\"noopener\">issued preliminary findings<\/a> for a separate DMA probe into Apple\u2019s Core Technology Fee and other restrictions for alternative iOS app stores, ruling that Apple failed to demonstrate they were \u201cnecessary and proportionate.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Apple still plans on appealing the penalty. \u201cThe European Commission is requiring Apple to make a series of additional changes to the App Store,\u201d the company <a href=\"https:\/\/9to5mac.com\/2025\/06\/26\/apple-announces-sweeping-app-store-changes-in-the-eu\/\" target=\"_blank\" rel=\"noopener\">said in a statement to 9to5Mac<\/a>. \u201cWe disagree with this outcome and plan to appeal.\u201d Apple didn\u2019t immediately respond to The Verge\u2019s request for comment.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">The EU Commission will now assess the changes that Apple has proposed before making a final decision on additional non-compliance fines.<\/p>\n","protected":false},"excerpt":{"rendered":"Apple has introduced new App Store changes in the EU in an attempt to avoid being further penalized&hellip;\n","protected":false},"author":3,"featured_media":17483,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[6],"tags":[239,64,50,153,242,67,132,68],"class_list":{"0":"post-17482","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-business","8":"tag-apple","9":"tag-business","10":"tag-news","11":"tag-policy","12":"tag-tech","13":"tag-united-states","14":"tag-unitedstates","15":"tag-us"},"share_on_mastodon":{"url":"https:\/\/pubeurope.com\/@us\/114752123292585903","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/posts\/17482","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/users\/3"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/comments?post=17482"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/posts\/17482\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/media\/17483"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/media?parent=17482"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/categories?post=17482"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/tags?post=17482"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
