JACKSONVILLE, Fla.<\/strong> \u2013 On Thursday, the Jacksonville City Council will swear in its new president and vice president. <\/p>\n

The installation ceremony is taking place at Deerwood Castle on Centurion Parkway. <\/p>\n

In May, Kevin Carrico was named the council\u2019s next president<\/a>, replacing current president Randy White.<\/p>\n

\u201cI\u2019m ready to lead this body. I\u2019m ready to move this city forward,\u201d he said.<\/p>\n

Carrico will be joined by Nick Howland, who was selected to become the council\u2019s next vice president. He said first responders, youth programs and downtown developments are three areas of focus under his leadership.<\/p>\n

Although Carrico and Howland have had their run-ins with Mayor Donna Deegan\u2019s office, Howland discussed how he wants to move the city forward.<\/p>\n

\u201cA good, healthy government, when there\u2019s a balance of power, there should be tension between the executive branch and the legislative branch and there has been,\u201d Howland said. \u201cThat\u2019s part of our charge from the electorate is to provide oversight and the government, not only financial but also legislative oversight.\u201d<\/p>\n

One hot topic that falls under Carrico\u2019s downtown development focus is the conversation surrounding the Duval County Jail<\/a>.<\/p>\n

The issue of whether to renovate or relocate the jail has been debated for years, and the cost of constructing a new jail is estimated to be around $1 billion.<\/p>\n

\u201cIt\u2019s no secret that jail is in the wrong place and that it is past its life, so the jail needs to go, but we can\u2019t just build a new jail anywhere,\u201d he said. \u201cThere\u2019s a couple things holding that back. That\u2019s the price of the and where do you put it? You gotta put it in a place that doesn\u2019t impact people\u2019s everyday lives.\u201d<\/p>\n

He also emphasized that the decision on the jail\u2019s next location is not entirely up to him, acknowledging the final vote will involve the city council.<\/p>\n
