(Photo by Evan Diaz\/U.S. Navy)<\/p>\n<p>Navy Secretary John Phelan called for managing the service like a business to improve readiness and innovate faster during a visit to <a href=\"https:\/\/cnrsw.cnic.navy.mil\/Installations\/NAVBASE-San-Diego\/\" target=\"_blank\" rel=\"noopener\">Naval Base San Diego<\/a>.<\/p>\n<p>\u201cWarfare is a business, and we need to understand that,\u201d he told the personnel gathered Tuesday on the flight deck of the USS Somerset, an amphibious transport dock.<\/p>\n<p>\u201cMy North Star is readiness,\u201d he said. To do that I\u2019m focused on three priorities: strengthening shipbuilding and the maritime industrial base;  fostering an adaptive, accountable and innovative warfighting culture; and insuring the health, welfare and training of our people.\u201d<\/p>\n<p>He cited artificial intelligence, advanced software and other technologies that will \u201cdefine the next era of warfare.\u201d<\/p>\n<p>The visit came just a day after <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2025\/08\/26\/phelan-establishes-new-naval-rapid-capabilities-office\/\" target=\"_blank\" rel=\"noopener\">reports<\/a> that Phelan has established a Naval Rapid Capabilities Office to develop \u201cstate-of-the-art capabilities\u201d and \u201censure maritime supremacy\u201d within three years. <\/p>\n<p>He also addressed the Navy culture, promising better living conditions on ships and in barracks.<\/p>\n<p>\u201cWe need safe and habitable barracks, and a culture that values you and your contributions,\u201d he said.<\/p>\n<p>Other stops planned for his San Diego visit include Naval Special Warfare Command, Naval Air Station North Island and a tour of Marine barracks at Camp Pendleton.<\/p>\n","protected":false},"excerpt":{"rendered":"Secretary of the Navy John C.
