{"id":183071,"date":"2025-08-28T20:42:12","date_gmt":"2025-08-28T20:42:12","guid":{"rendered":"https:\/\/www.europesays.com\/us\/183071\/"},"modified":"2025-08-28T20:42:12","modified_gmt":"2025-08-28T20:42:12","slug":"dallas-renames-council-committees-dropping-equity-from-one-and-bans-virtual-attendance","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/183071\/","title":{"rendered":"Dallas renames council committees, dropping \u2018equity\u2019 from one, and bans virtual attendance"},"content":{"rendered":"<p class=\"body-text-paragraph\">Dallas is renaming two of its City Council committees \u2014 one of which closely resembles President Donald Trump\u2019s recently formed federal Department of Government Efficiency \u2014 and now requires council members in all eight <a href=\"https:\/\/dallascityhall.com\/government\/Pages\/city_council_committees.aspx\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/dallascityhall.com\/government\/Pages\/city_council_committees.aspx\">of its standing committees<\/a> to attend in person. <\/p>\n<p class=\"body-text-paragraph\">The changes, proposed by Mayor Eric Johnson, include renaming the Committee on Government Performance and Financial Management to the Committee on Finance, and the Committee on Workforce, Education, and Equity to the Committee on Government Efficiency.<\/p>\n<p class=\"body-text-paragraph\">The City Council approved the resolution without discussion on Wednesday, although council member Jaime Resendez attempted to speak. Resendez attended the first half of the meeting, but he told The News he participated during the afternoon portion from home due to a family emergency.<\/p>\n<p class=\"body-text-paragraph\">The mayor explained in an Aug. 22 memo to City Manager Kimberly Bizor Tolbert that his proposal to rename the two committees emphasized his priorities for the city to focus more on fiscal responsibility and government efficiency. He also said virtual participation for council committee members should only be permitted if they\u2019re away for official city business. <\/p>\n<p class=\"body-text-paragraph\">\u201cSince the termination of the emergency regulations that provided for hybrid meetings, there is no clear basis for council members appearing via videoconference.\u201d Johnson wrote.<\/p>\n<p class=\"body-text-paragraph\">Workforce development has been a focus for Johnson, who <a href=\"https:\/\/www.dallasnews.com\/news\/education\/2025\/08\/27\/does-dallas-need-to-import-workers-no-way-says-workforce-czar\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/education\/2025\/08\/27\/does-dallas-need-to-import-workers-no-way-says-workforce-czar\/\">appointed a workforce czar in 2022 to help expand the skills of local workers and improve job opportunities<\/a>. Although the city government doesn\u2019t oversee the local education system, racial equity has been a focus in recent city programs and policies. But recent federal mandates targeting diversity, equity and inclusion initiatives have led <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/08\/11\/dallas-community-leaders-urge-city-to-honor-commitment-to-dei-racial-equity\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/08\/11\/dallas-community-leaders-urge-city-to-honor-commitment-to-dei-racial-equity\/\">city officials to distance themselves from promoting DEI-related efforts<\/a>.<\/p>\n<p>Related<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"aspect-ratio:190 \/ 127\" class=\"dmnc_features-article-body-embeds-related-story-module__2UraD flex-none object-cover dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain dmnc_images-modern-image-module__P3kZ4 w-full\" width=\"190\" height=\"127\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/1756413732_132_CW77SREBZZEAVCF75E5C2I22NE.jpg\" alt=\"People attend a federal compliance community engagement session at the Latino Cultural...\"\/><\/p>\n<p class=\"body-text-paragraph\">This isn\u2019t the first time Johnson has <a href=\"https:\/\/www.dallasnews.com\/news\/2023\/08\/21\/dallas-mayor-johnson-sets-new-committee-assignments\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/2023\/08\/21\/dallas-mayor-johnson-sets-new-committee-assignments\/\">changed the name of a council committee<\/a>. In 2023, he renamed the council\u2019s Environment and Sustainability Committee to the Parks, Trails and the Environment Committee. At the time, he said it would better help Dallas in its goals of \u201cbecoming the major city with the best park system in Texas.\u201d<\/p>\n<p class=\"body-text-paragraph\">When asked if speaking before the vote would have changed the outcome, Resendez replied, \u201cAbsolutely not,\u201d but said he felt it was still important that he voice his concerns. <\/p>\n<p class=\"body-text-paragraph\">\u201cOnce a vote is called for, it ends the discussion, I get all that,\u201d the council member said. \u201cBut it was clearly a rushed vote.\u201d<\/p>\n<p>\u2018The irony is hard to miss\u2019<\/p>\n<p class=\"body-text-paragraph\">Resendez criticized both changes. He argued that removing workforce, education and equity from committee titles sends the wrong message to Dallas residents, minimizing the visibility of those topics as city values. <\/p>\n<p class=\"body-text-paragraph\">\u201cRenaming a committee in a way that suggests a shift in priorities deserves transparency and meaningful engagement, not just an internal adjustment,\u201d he said.<\/p>\n<p class=\"body-text-paragraph\">Resendez also called the in-person attendance rule backward and hypocritical, noting that virtual participation has become standard in courts, businesses and families. He highlighted benefits, such as reducing travel, pollution and health risks, while allowing council members to stay engaged even when they are sick. <\/p>\n<p class=\"body-text-paragraph\">\u201cDallas residents didn\u2019t send us here to play attendance police,\u201d he said. \u201cThey sent us here to solve problems, and this is not a solution; it\u2019s a power grab.\u201d<\/p>\n<p class=\"body-text-paragraph\">He added that he felt \u201cthe irony is hard to miss\u201d with the mayor proposing the attendance policy. <\/p>\n<p class=\"body-text-paragraph\">\u201cThis proposal is coming from someone who routinely arrives late, rarely stays for the entire meeting and has too often walked out when the tough business begins,\u201d Resendez said. \u201cBefore we start policing how other council members show up, maybe we should start by looking in the mirror and asking ourselves if we\u2019re currently following the very standard this item would impose, and let\u2019s not pretend that this will magically build trust or integrity.\u201d<\/p>\n<p class=\"body-text-paragraph\">Johnson has a history of spotty attendance for City Council meetings and DFW International Airport board meetings. City records show that Johnson missed portions of 26 out of 40 City Council meetings between June 26, 2024, and June 16, 2025, including a four-hour, 29-minute absence from a nine-hour meeting in December 2024. Only three of those missed minutes were excused, city records show.<\/p>\n<p class=\"body-text-paragraph\">Under Dallas city rules, elected officials must attend at least half of each meeting to be marked present and 90% of all assigned meetings to stay in good standing. Johnson\u2019s attendance record was at 94% over that time period, city records show<\/p>\n<p class=\"body-text-paragraph\">The News reported in 2024 that <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2024\/01\/31\/dallas-mayor-eric-johnson-rarely-attends-dfw-airport-board-meetings-records-show\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2024\/01\/31\/dallas-mayor-eric-johnson-rarely-attends-dfw-airport-board-meetings-records-show\/\">Johnson missed nearly 70% of 32 DFW Airport board meetings<\/a> between January 2021 and December 2023, often sending other council members in his stead. Even since then, meeting minutes show he missed four of 15 meetings between January 2024 and April 2025. As Dallas mayor, he holds a permanent seat on the airport board.<\/p>\n<p>The mayor\u2019s authority<\/p>\n<p class=\"body-text-paragraph\">Johnson, now in his second and final four-year term as mayor, publicly <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2023\/09\/22\/dallas-mayor-eric-johnson-announces-he-is-switching-to-republican-party\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2023\/09\/22\/dallas-mayor-eric-johnson-announces-he-is-switching-to-republican-party\/\">announced switching from the Democratic Party to the Republican Party<\/a> in 2023, just four months after <a href=\"https:\/\/www.dallasnews.com\/news\/2023\/05\/06\/dallas-mayor-seems-poised-for-second-term-faces-write-in-challenger\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/2023\/05\/06\/dallas-mayor-seems-poised-for-second-term-faces-write-in-challenger\/\">winning reelection<\/a>. Before the declaration, he had identified as a Democrat for decades, including during his nearly 10 years as a state legislator in Texas before <a href=\"https:\/\/www.dallasnews.com\/news\/elections\/2019\/06\/09\/state-rep-eric-johnson-easily-defeats-council-member-scott-griggs-to-become-dallas-mayor\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/elections\/2019\/06\/09\/state-rep-eric-johnson-easily-defeats-council-member-scott-griggs-to-become-dallas-mayor\/\">becoming Dallas mayor in 2019<\/a>.<\/p>\n<p class=\"body-text-paragraph\">Johnson has been a vocal supporter of Trump, announcing that he <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2024\/03\/06\/dallas-mayor-eric-johnson-says-he-voted-for-donald-trump-for-president\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2024\/03\/06\/dallas-mayor-eric-johnson-says-he-voted-for-donald-trump-for-president\/\">voted for Trump in the 2024 primary elections<\/a>. There was speculation last year that Johnson <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2024\/11\/08\/is-dallas-mayor-eric-johnson-angling-for-a-job-in-the-trump-administration\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2024\/11\/08\/is-dallas-mayor-eric-johnson-angling-for-a-job-in-the-trump-administration\/\">might have been seeking a position in the Trump administration<\/a>.<\/p>\n<p class=\"body-text-paragraph\">The new Committee on Government Efficiency echoes DOGE, a temporary federal agency created by Trump in January to \u201cmodernize federal technology and software to maximize governmental efficiency and productivity.\u201d Initially led by tech billionaire Elon Musk, DOGE is not a permanent department but absorbed an existing White House unit.<\/p>\n<p class=\"body-text-paragraph\">As Dallas mayor, Johnson holds the authority to appoint, remove and reassign council committee members, as well as designate each committee\u2019s chair and vice chair. Since the new City Council took office in June, Johnson has not yet assigned members to any committees, except for the Ad Hoc Committee on Legislative Affairs, whose lineup was announced in July following Gov.
