She said that most murals aren\u2019t forever, but this one in particular was personal to her.<\/p>\n<p>Mural at San Marco Boulevard and Nira Street (Copyright 2025 by WJXT News4JAX &#8211; All rights reserved.)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI got an email from the cultural council to tell me what was happening and it\u2019s upsetting because of how much effort they put in for the City of Jacksonville to put this mural up&#8230;,\u201d Randall said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">She also designed a mural in New York City around a school designed to slow down traffic.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt\u2019s a permanent effect to slow traffic down around schools and here [Jacksonville] I found out all the stuff that they\u2019re taking down these murals,\u201d Randall said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">David Nackashi is an artist who lives in Springfield. He works with the Blue Zone Project for pedestrian safety and had a design class for kids who designed a crosswalk mural at R.L. Brown School.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe kids had a hand in putting up some artwork at the school, instilling some pride and it was fun. They learned a lot, it was hard work which is fun to me,\u201d Nackashi said.<\/p>\n<p>Crosswalk mural removal at R.L. Brown School (Copyright 2025 by WJXT News4JAX &#8211; All rights reserved.)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The city described the change as a \u201cperplexing reversal,\u201d<a href=\"https:\/\/assets.bbhub.io\/dotorg\/sites\/43\/2022\/04\/Asphalt-Art-Safety-Study.pdf\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/assets.bbhub.io\/dotorg\/sites\/43\/2022\/04\/Asphalt-Art-Safety-Study.pdf\"> citing a Bloomberg study that revealed a 50% reduction in crashes<\/a> due to painted streets. However, it stated that it would follow suit with the updated requirements, even though the change would take a toll on taxpayers.<\/p>\n<p>Rainbow crosswalk makes debut in lively 5 Points (Copyright 2024 by WJXT News4JAX &#8211; All rights reserved.)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWhile the perplexing reversal will be costly to our taxpayers, we will be complying with the state\u2019s request to remove these paintings and working with local artists to recreate them on a different canvas that is on private property and not on a roadway,\u201d a statement from the city read.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Mayor Deegan stressed that while the city is complying with the directive, there are plans to keep the art flowing through Jacksonville.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe are going to comply because we have to comply,\u201d Deegan said. \u201cWe are an inclusive community that wants everybody to feel welcome. That does not include security at each site, the city noted.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Nackashi said it cost them only $3,000 to paint and all the money was raised from outside sources and the neighborhood. It didn\u2019t cost taxpayers anything.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cTo have the state, big government come in and push that to the side is frustrating, especially when it doesn\u2019t make the road safer,\u201d Nackashi said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Richards said they could the money could be used for fixing other things like potholes.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI literally just got a flat tire last week by hitting one,\u201d Richards said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Read the city\u2019s full statement below:<\/p>\n<blockquote class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 bqJyUE iQviKm block-quote\">\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 ewwUYq\">A 2022 Bloomberg study found that decorated crosswalks actually made streets safer, showing a 50% drop in pedestrian crashes and big decreases in accidents overall. In fact, these traffic calming measures were once encouraged by the State of Florida.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 ewwUYq\">While the perplexing reversal will be costly to our taxpayers, we will be complying with the state\u2019s request to remove these paintings and working with local artists to recreate them on a different canvas that is on private property and not on a roadway. In Jacksonville, we welcome everyone and believe that public art beautifies the city while driving economic development.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 ewwUYq\">Public Works will hire contractors to remove the road paintings. We do not know the costs or have a schedule yet. <\/p>\n<p>City of Jacksonville<\/p><\/blockquote>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">If the city fails to comply, FDOT said it would withhold state funds.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">All locations must be removed by Thursday, Sept. 4.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Jacksonville Councilman Jimmy Peluso said he was disappointed in a statement to News4JAX.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt\u2019s a disappointment that some of the people who were elected to the highest offices in our state and federal government have determined this is a priority,\u201d he wrote. \u201cIt\u2019s a shame and it\u2019s weak leadership. But hey, if beautification on our streets and pride in our communities are something the government is so interested in fighting, I guess that means they\u2019ve abandoned fixing property insurance and keeping people in their homes.
