This weekend is meant to highlight culture, music and Caribbean pride, and it should not be overshadowed by headlines about bloodshed or chaos.\u201d<\/p>\n<p>The J\u2019Ouvert and the West Indian American Day Parade has often been overshadowed by violence. Paul Martinka<\/p>\n<p>There will be police officers \u201con the streets where we know that gang violence or gang violence has occurred in the past,\u201d NYPD Commissioner Jessica Tisch said. William Farrington<\/p>\n<p>The annual twin events unfolding Monday \u2013 which begin with an early bird tradition dubbed J\u2019Ouvert \u2013 jubilantly celebrate Caribbean culture and heritage along the streets of Brooklyn.<\/p>\n<p>But the joyous carnival atmosphere\u00a0on Labor Day\u00a0has often been overshadowed by violence, such as when then-<a href=\"https:\/\/nypost.com\/2020\/08\/31\/ex-con-hit-with-new-rap-related-to-jouvert-slaying-of-carey-gabay\/\" target=\"_blank\" rel=\"noreferrer noopener\">Gov. Andrew Cuomo aide Carey Gabay was fatally shot in the head<\/a>\u00a0during\u00a02015\u2019s J\u2019Ouvert\u00a0after getting caught in gang crossfire.<\/p>\n<p><a href=\"https:\/\/nypost.com\/2020\/09\/07\/jouvert-celebration-has-a-history-of-bloodshed\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bloodshed regularly marred J\u2019Ouvert<\/a>\u00a0both before and after Gabay\u2019s death, including in 2020 when a\u00a0<a href=\"https:\/\/nypost.com\/2020\/09\/07\/6-year-old-shot-at-jouvert-celebration-has-shattered-femur-mom\/\" target=\"_blank\" rel=\"noreferrer noopener\">6-year-old boy was shot in the leg<\/a>.\u00a0<\/p>\n<p>But the pre-dawn celebration fortunately\u00a0<a href=\"https:\/\/nypost.com\/2022\/09\/06\/eric-adams-praises-police-for-safety-at-jouvert-and-west-indian-day-parade\/\" target=\"_blank\" rel=\"noreferrer noopener\">hasn\u2019t been marred by violence<\/a>\u00a0for three years.<\/p>\n<p>The West Indian Day Parade, however, saw carnage as recently as last year \u2013 when a\u00a0<a href=\"https:\/\/nypost.com\/2024\/09\/03\/us-news\/fatal-shooting-leaves-one-dead-at-historically-bloody-west-indian-day-festival-parade-in-nyc\/\" target=\"_blank\" rel=\"noreferrer noopener\">25-year-old Texas man was fatally shot<\/a>, while four others were injured by bullets.<\/p>\n<p>The annual West Indian Day J\u2019Ouvert in Brooklyn gets on the way with festivities as tens of thousands participate in the morning J\u2019Ouvert parade on Flatbush avenue and Empire boulevard in Brooklyn on September 4, 2023. Paul Martinka<\/p>\n<p>During the J\u2019Ouvert parade in 2020, a 6-year-old boy was shot in the leg. Paul Martinka<\/p>\n<p>Tisch said Friday the shooter still hasn\u2019t been arrested.<\/p>\n<p>No specific or credible threats have been made to J\u2019Ouvert or the parade this year, Tisch said.<\/p>\n<p>She said the NYPD has nonetheless worked for months with organizers, community groups, city officials and others to develop a security plan.<\/p>\n<p>\u201cThis weekend, we are going to have 2,500 officers on foot posts, on the streets where we know that gang violence or gang violence has occurred in the past,\u201d Tisch said.<\/p>\n<p>The J\u2019Ouvert parade has not been violent for the past three years. Paul Martinka<\/p>\n<p>The West Indian Day Parade, however, saw violence as recently as last year when a man was fatally shot.
