{"id":189685,"date":"2025-08-31T16:51:31","date_gmt":"2025-08-31T16:51:31","guid":{"rendered":"https:\/\/www.europesays.com\/us\/189685\/"},"modified":"2025-08-31T16:51:31","modified_gmt":"2025-08-31T16:51:31","slug":"fort-worth-isd-needs-reevaluation-as-academic-decline-underserves-students-risks-state-intervention-opinion","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/189685\/","title":{"rendered":"Fort Worth ISD needs reevaluation as academic decline underserves students, risks state intervention | Opinion"},"content":{"rendered":"<p dir=\"ltr\">Fort Worth Independent School District, one of the largest and most prominent K-12 public school systems in Texas, is <a href=\"https:\/\/www.cbsnews.com\/texas\/news\/tea-decision-on-fort-worth-isd-to-come-this-fall-superintendent-says\/#:~:text=Fort%20Worth%20ISD%20kicked,70%2C000%20students%20in%20FWISD.\" rel=\"nofollow noopener\" target=\"_blank\">currently<\/a> at risk of state intervention after it was revealed there has been a pattern of failing academic reports for <a href=\"https:\/\/www.wfaa.com\/article\/news\/education\/state-takeover-of-fort-worth-isd-looms-senator-suggests-replacing-school-board\/287-157275ac-622b-41ef-b894-0f8233df06b6#:~:text=It%20received%20its%20fifth%20consecutive%20failing%20rating%20before%20being%20closed\" rel=\"nofollow noopener\" target=\"_blank\">five consecutive years<\/a>.\u00a0<\/p>\n<p dir=\"ltr\">The lack of education that students in the state are receiving and the extent to which their districts are underserving them needs to be reevaluated, as years of low campus ratings have been allowed to pass with <a href=\"https:\/\/www.cbsnews.com\/texas\/news\/texas-senator-on-fort-worth-isd-tea-takeover\/#:~:text=at%20helping%20students-,Earlier%20this%20year%2C%20Fort%20Worth%20ISD%20and%20city%20leaders%20passed%20a,Abbott%20says%20he%20will%20approve%20contentious%20GOP%20redistricting%20bill,-The%201%20Household\" rel=\"nofollow noopener\" target=\"_blank\">serious improvement<\/a> only showing at the threat of state intervention.\u00a0<\/p>\n<p dir=\"ltr\">State intervention would be the most immediate solution for a district that has consistently had failing Texas Education Agency ratings. However, FWISD and the state should collaborate toward a solution to improve ratings, as state takeovers, such as the one at Houston ISD, have had <a href=\"https:\/\/www.texastribune.org\/2025\/08\/15\/texas-school-districts-takeover-risk\/#:~:text=Most%20recently%2C%20TEA%20took%20over%20control%20of%20Houston%20ISD%2C%20the%20largest%20district%20in%20the%20state.%20Its%20state%2Dappointed%20superintendent%20Mike%20Miles%20has%20had%20a%20controversial%20tenure%20%E2%80%94%20boasting%20a%20boost%20in%20test%20scores%20that%20came%20at%20the%20cost%20of%20drops%20in%20enrollment%20and%20widespread%20staff%20layoffs.\" rel=\"nofollow noopener\" target=\"_blank\">controversial results.<\/a>\u00a0<\/p>\n<p dir=\"ltr\">The <a href=\"https:\/\/tea.texas.gov\/about-tea\/news-and-multimedia\/news-releases\/news-2025\/tea-releases-2025-a-f-accountability-ratings-2024-ratings-now-also-available#:~:text=TEA%20Releases%202025%20A%E2%80%93F%20Accountability%20Ratings%3B%202024%20Ratings%20Now%20Also%20Available\" rel=\"nofollow noopener\" target=\"_blank\">TEA<\/a> released its 2025 A-F Accountability Ratings for schools on Aug. 15, alongside their delayed 2024 ratings. According to the <a href=\"https:\/\/www.star-telegram.com\/news\/local\/education\/article311760138.html\" rel=\"nofollow noopener\" target=\"_blank\">Fort Worth Star-Telegram<\/a>, this year&#8217;s ratings brought good news for the central Fort Worth district, as there were only one-third as many F-rated schools as there were in previous years.\u00a0<\/p>\n<p dir=\"ltr\">The rating is a holistic evaluation of standardized test scores, graduation rates and career readiness. The A-F TEA rating enables parents and taxpayers to access information on individual schools and the overall district performance, as per the <a href=\"https:\/\/tea.texas.gov\/about-tea\/news-and-multimedia\/news-releases\/news-2025\/tea-releases-2025-a-f-accountability-ratings-2024-ratings-now-also-available#:~:text=A%2DF%20Ratings%20provide%20clear%2C%20accessible%20information%20on%20school%20and%20district%20performance%2C%20serving%20as%20an%20essential%20tool%20for%20parents%2C%20educators%2C%20policymakers%20and%20local%20communities%20to%20make%20informed%20decisions%20that%20support%20student%20success.%20%C2%A0\" rel=\"nofollow noopener\" target=\"_blank\">TEA website.<\/a><\/p>\n<p dir=\"ltr\">However, the improved ratings may not be enough to prevent the district from being taken over by the state, given its past failing rating for the FWISD\u2019s middle school, which have maintained low test scores for five years. The campus\u2019s low ratings were only recently made public during the <a href=\"https:\/\/fortworthreport.org\/2025\/04\/24\/heres-why-fort-worth-isd-believes-district-is-not-at-risk-of-state-takeover\/#:~:text=%E2%80%9CEven%20though%20the%20ratings%20were%20not%20released%20publicly%20until%20today%2C%20we%20knew%20our%20data%20and%20responded%20to%20the%20data%20during%20the%202023%2D24%20school%20year%2C%E2%80%9D\" rel=\"nofollow noopener\" target=\"_blank\">2023-2024<\/a> TEA rating period, following a <a href=\"https:\/\/www.star-telegram.com\/news\/local\/education\/article311760138.html\" rel=\"nofollow noopener\" target=\"_blank\">two-year legal<\/a> battle over <a href=\"https:\/\/www.wfaa.com\/article\/news\/education\/texas-school-accountability-ratings-letter-grades-tea-lawsuit\/287-22754f16-fe5e-4cee-9481-73d5460e8234#:~:text=The%20TEA%20made%20changes%20to%20the%20accountability%20rating%20system%2C%20sparking%20a%20lawsuit%20from%20120%20districts%20across%20the%20state%20to%20block%20their%20release\" rel=\"nofollow noopener\" target=\"_blank\">changes<\/a> the TEA made to its rating system. According to the <a href=\"https:\/\/fortworthreport.org\/2025\/04\/24\/heres-why-fort-worth-isd-believes-district-is-not-at-risk-of-state-takeover\/#:~:text=The%20question%20of,finalized%20this%20fall.\" rel=\"nofollow noopener\" target=\"_blank\">Fort Worth Report<\/a>, the campus has since been closed and merged with another middle school, the Leadership Academy of Forest Oak Middle School, within the district.\u00a0<\/p>\n<p dir=\"ltr\">The closure of the campus, formerly known as the Leadership Academy of Forest Oak Sixth Grade, was a <a href=\"https:\/\/fortworthreport.org\/2025\/08\/18\/fwisd-faces-a-state-takeover-heres-what-parents-need-to-know\/#:~:text=The%20school%20board%20closed%20the%20campus%20in%202024%20with%20trustees%20and%20district%20leaders%20citing%20they%20took%20a%20proactive%20approach%20to%20meet%20TEA%20requirements.\" rel=\"nofollow noopener\" target=\"_blank\">preemptive measure<\/a> by the district to avoid state intervention. Concerns remain for the district as <a href=\"https:\/\/www.star-telegram.com\/news\/local\/education\/article311760138.html\" rel=\"nofollow noopener\" target=\"_blank\">reports of low<\/a> standardized testing scores have come to light.\u00a0<\/p>\n<p dir=\"ltr\">\u201cWell, they still are, as I understand it, the lowest performing large school district in the state,\u201d said <a href=\"https:\/\/www.cbsnews.com\/texas\/news\/texas-senator-on-fort-worth-isd-tea-takeover\/#:~:text=Well%2C%20they%20are%20still%2C%20as%20I%20understand%20it%2C%20the%20lowest%20performing%20large%20school%20district%20in%20the%20state%2C%22%20King%20responded.%20%C2%A0%22I%27ve%20got%20more%20Fort%20Worth%20ISD%20than%20any%20senator.%20And%2C%20I%20just%20don%27t%20know%20what%20the%20right%20decision%20is%2C%20but%20if%20I%20had%20to%20bet%20today%2C%20it%27s%20replacing%20the%20board%2C%20so%E2%80%A6.\" rel=\"nofollow noopener\" target=\"_blank\">Republican State Sen. Phil King<\/a> during a Texas Senate Education Committee meeting when discussing whether state intervention is a necessary action for FWISD. \u201cI\u2019ve got more Fort Worth ISD than any senator. And, I just don\u2019t know what the right decision is, but if I had to bet today, it\u2019s replacing the board, so\u2026.\u201d<\/p>\n<p dir=\"ltr\">As a district, FWISD holds an overall <a href=\"https:\/\/www.wfaa.com\/article\/news\/education\/schools\/fort-worth-isd-takeover-decision-expected-coming-months-after-release-of-new-school-ratings\/287-9b51222b-9e2b-4aa0-a24f-1228226aa6d3#:~:text=Overall%2C%20Fort%20Worth%20ISD%20received%20a%20rating%20of%20C%2C%20or%2073%20out%20of%20100%2C%20this%20year%2C%20and%20Forest%20Oak%20Middle%20School%20received%20an%20overall%20rating%20of%20C%2C%20or%2071%20out%20of%20100.%20Fort%20Worth%20ISD%27s%20overall%20rating%20of%2073%20(C)%20is%20up%20from%2070%20(C)%20in%202023%2D2024%20and%2065%20(D)%20in%202022%2D2023.%C2%A0\" rel=\"nofollow noopener\" target=\"_blank\">rating<\/a> of C from the TEA for this year. As one of Texas&#8217;s <a href=\"https:\/\/www.erstrategies.org\/news\/blog-fort-worth-isd-texas-efficiency-audit-in-the-midst-of-revenue-decline\/#:~:text=As%20the%20sixth%20largest%20school%20system\" rel=\"nofollow noopener\" target=\"_blank\">largest<\/a> school districts, with the responsibility of providing nearly <a href=\"https:\/\/www.fwisd.org\/about\/about-fort-worth-isd\/about-fort-worth-isd#:~:text=With%20nearly%2075%2C000%20students%2C%20Fort%20Worth%20ISD%20enjoys%20a%20diverse%20student%20population%20and%20strong%20community%20partnerships\" rel=\"nofollow noopener\" target=\"_blank\">75,000 students<\/a> with a proper education, FWISD should not barely escape a state takeover with C ratings.\u00a0<\/p>\n<p dir=\"ltr\">At the time of writing, the decision regarding a state takeover for FWISD is still pending and will be determined <a href=\"https:\/\/www.keranews.org\/education\/2025-08-19\/fwisd-faces-a-state-takeover-heres-what-parents-need-to-know#:~:text=Morath%20told%20state%20senators%20Aug.%206%20he%20expects%20to%20make%20a%20decision%20this%20fall.\" rel=\"nofollow noopener\" target=\"_blank\">later in the fall<\/a>, allowing the district to implement improvements to enhance its rating in the meantime.\u00a0<\/p>\n<p dir=\"ltr\">The five years of unacceptable TEA ratings are not just statistics, but entire classrooms of students who are not receiving an adequate education and will have to carry those setbacks throughout their lives.\u00a0<\/p>\n<p dir=\"ltr\">According to the <a href=\"https:\/\/www.texastribune.org\/2025\/08\/15\/texas-school-districts-takeover-risk\/#:~:text=A%20record%20five,Tribune%20on%20Friday\" rel=\"nofollow noopener\" target=\"_blank\">Texas Tribune<\/a>, these staggeringly low TEA scores are, unfortunately, not unique to FWISD, as it is only one of a record-breaking five Texas school districts facing a state takeover this year following the release of the ratings.\u00a0<\/p>\n<p dir=\"ltr\">The other districts that are facing state intervention include, Connally, Lake Worth, Beaumont and Wichita Falls, according to the <a href=\"https:\/\/www.texastribune.org\/2025\/08\/15\/texas-school-districts-takeover-risk\/#:~:text=Connally%2C%20Lake%20Worth%2C%20Beaumont%2C%20Wichita%20Falls%20and%20Fort%20Worth%20school%20districts%20have%20all%20amassed%20five%20consecutive%20failing%20grades%20at%20one%20or%20more%20of%20its%20campuses%2C%20the%20threshold%20to%20trigger%20state%20action%2C%20a%20Texas%20Education%20Agency%20spokesperson%20confirmed%20with%20The%20Texas%20Tribune%20on%20Friday.\" rel=\"nofollow noopener\" target=\"_blank\">Texas Tribune.<\/a><\/p>\n<p dir=\"ltr\">This pattern of school districts receiving poor evaluations due to an inability to provide students with a basic education, which often leads to state intervention, should be viewed as a warning sign of a failing state of education in Texas.<\/p>\n<p dir=\"ltr\">There is the weighing factor of the pandemic to consider. The <a href=\"https:\/\/www.aecf.org\/blog\/pandemic-learning-loss-impacting-young-peoples-futures#:~:text=The%20Covid%2D19%20pan%C2%ADdem%C2%ADic%20has%20had%20a%C2%A0wide%2Drang%C2%ADing%20and%20long%2Dlast%C2%ADing%20impact%20on%20edu%C2%ADca%C2%ADtion%20in%20the%20Unit%C2%ADed%20States.%20Not%20only%20are%20stu%C2%ADdents%20still%20con%C2%ADtend%C2%ADing%20with%20years%20of%20learn%C2%ADing%20loss%2C%20but%20they%20also%20must%20rebound%20from%20the%20dis%C2%ADrup%C2%ADtion%20to%20their%20social%20and%20emo%C2%ADtion%C2%ADal%20development.%C2%A0\" rel=\"nofollow noopener\" target=\"_blank\">pandemic<\/a> has presented significant challenges to students, educators and educational systems alike, impacting the K-12 system in ways that are still being discovered. <a href=\"https:\/\/www.aecf.org\/blog\/pandemic-learning-loss-impacting-young-peoples-futures#:~:text=In%202022%2C%20only,time%20in%C2%A0jail.\" rel=\"nofollow noopener\" target=\"_blank\">Literacy and math<\/a> skills among students are worse now than they were before, according to The Annie E. Casey Foundation, making teaching an even more challenging feat now than it has ever been.\u00a0<\/p>\n<p dir=\"ltr\">Despite the pandemic\u2019s impact on K-12 education, other school districts of similar size to FWISD are still managing to not only stay afloat but also academically thrive. According to <a href=\"https:\/\/www.wfaa.com\/article\/news\/education\/dallas-isd-school-ratings-campus\/287-10d30f0c-f18a-4bb2-8481-4f4f2570c9a3#:~:text=DALLAS%20%E2%80%94%20Over%20half,school%E2%80%99s%20rating%20ticked\" rel=\"nofollow noopener\" target=\"_blank\">WFAA<\/a>, Dallas ISD hosts over half of North Texas&#8217; top-rated TEA schools across the metroplex, achieving TEA scores of 99 and above, which would qualify as an <a href=\"https:\/\/www.wfaa.com\/article\/news\/education\/dallas-isd-school-ratings-campus\/287-10d30f0c-f18a-4bb2-8481-4f4f2570c9a3#:~:text=Dallas%20ISD%2C%20School%20for%20the,Academy%3A%20A%20(99%2C%20%2B1%20points)\" rel=\"nofollow noopener\" target=\"_blank\">A rating<\/a>.\u00a0<\/p>\n<p dir=\"ltr\">Moving forward, school districts, educational systems and the state government all need to invest more heavily in the state of education to alleviate the systemic failures of these districts that have left students lacking an education.\u00a0<\/p>\n<p dir=\"ltr\">This investment should begin by properly funding Texas schools, providing them with better resources and an adequate number of teachers per student.
