Loving the freedom that comes with flexible schedules, some have even pushed for four-day workweeks\u2014but for one tiny European nation, that dream\u2019s already a reality.<\/p>\n<p>Workers in the Netherlands between the ages of 20 and 64 worked an average of 32.1 hours per week in 2024, according <a href=\"https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php?title=Actual_and_usual_hours_of_work#:~:text=By%20contrast%2C%20amongst%20the%20EU,Source:%20Eurostat%20(lfsa_ewhan2)\" target=\"_blank\" rel=\"noopener nofollow\" aria-label=\"Go to https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php?title=Actual_and_usual_hours_of_work#:~:text=By%20contrast%2C%20amongst%20the%20EU,Source:%20Eurostat%20(lfsa_ewhan2)\" class=\"sc-4f49155c-0 hLtviE\">to data from<\/a> Eurostat. The country has the highest rate of shorter workweeks in Europe, followed by Austria, Germany and Denmark, all with around 34-hour workweeks.\u00a0<\/p>\n<p>In contrast, Americans employed full-time worked an average of 42.9 hours weekly in 2024, according to a <a href=\"https:\/\/www.gallup.com\/workplace\/658235\/why-americans-working-less.aspx\" target=\"_blank\" rel=\"noopener nofollow\" aria-label=\"Go to https:\/\/www.gallup.com\/workplace\/658235\/why-americans-working-less.aspx\" class=\"sc-4f49155c-0 hLtviE\">Gallup poll<\/a>\u2014and that\u2019s actually an improvement from 2019, when U.S. staffers clocked in 44.1 hours weekly. And it\u2019s not only North Americans putting on the grind, as over a third of employed people in the EU spent nearly 40 to 45 hours on the job weekly last year, according to the Eurostat data.\u00a0<\/p>\n<p>How women in the workforce helped shift the Netherlands to 32 hour workweeks\u00a0<\/p>\n<p>There\u2019s a primary reason why the Dutch have quietly shifted to a four-day workweek: women. After their entrance into the workforce, things would never be the same.\u00a0<\/p>\n<p>Like many other nations around the world, the Netherlands used to operate on a male-centered working model that placed men as the breadwinners. The weeks were longer, more similar to America\u2019s traditional 40-hour workweek\u2014but then women started to join the labor force in part time roles starting in the 1980s.<\/p>\n<p>Over the next few decades, women\u2019s workforce participation would shift the family earning structure and the country\u2019s tax codes. The Netherlands went on to adopt a \u201cone-and-a-half\u201d earning model, where one parent worked full-time and the other part-time. The trending system was bolstered with tax breaks and benefits, and the working pattern became a standard among employees of all genders. Even working dads were taking advantage of the new structure, peeling out of work early to care for their young children.\u00a0<\/p>\n<p>Shorter workweeks could also combat unemployment\u2014and America\u2019s working women need it<\/p>\n<p>Today, the policy change is not only <a href=\"https:\/\/fortune.com\/2024\/09\/20\/amazons-rto-mandate-leaves-working-moms-behind\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/09\/20\/amazons-rto-mandate-leaves-working-moms-behind\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">helping employed parents<\/a> juggling caretaking responsibilities\u2014it\u2019s also keeping people in the labor force, as other countries struggle with unemployment rates.\u00a0<\/p>\n<p>In 1991, just as more women were taking on part-time roles in the Netherlands, the country\u2019s unemployment rate stood at 7.3%, according <a href=\"https:\/\/data.worldbank.org\/indicator\/SL.UEM.TOTL.ZS?locations=NL\" target=\"_blank\" rel=\"noopener nofollow\" aria-label=\"Go to https:\/\/data.worldbank.org\/indicator\/SL.UEM.TOTL.ZS?locations=NL\" class=\"sc-4f49155c-0 hLtviE\">to data from<\/a> The World Bank. Only a decade later, that number shot down dramatically\u2014only 2.1% of the country\u2019s population was jobless. While there have been fluctuations in the years since, the unemployment rate has remained steadily low since 2018, currently resting at just 3.6%. Since its citizens have more flexible workweek options, more are able to stay in the labor force while juggling their personal responsibilities.<\/p>\n<p>Comparatively, the U.S.\u2019s unemployment rate stood at just 4.2% in July, <a href=\"https:\/\/www.bls.gov\/news.release\/pdf\/empsit.pdf\" target=\"_blank\" rel=\"noopener nofollow\" aria-label=\"Go to https:\/\/www.bls.gov\/news.release\/pdf\/empsit.pdf\" class=\"sc-4f49155c-0 hLtviE\">according to the<\/a> U.S. Bureau of Labor Statistics. But with the U.S.\u2019s population encompassing <a href=\"https:\/\/www.census.gov\/popclock\/\" target=\"_blank\" rel=\"noopener nofollow\" aria-label=\"Go to https:\/\/www.census.gov\/popclock\/\" class=\"sc-4f49155c-0 hLtviE\">more than<\/a> 342 million people, compared to the Netherlands <a href=\"https:\/\/www.census.gov\/popclock\/world\/nl\" target=\"_blank\" rel=\"noopener nofollow\" aria-label=\"Go to https:\/\/www.census.gov\/popclock\/world\/nl\" class=\"sc-4f49155c-0 hLtviE\">with just<\/a> 17.8 million citizens, the 0.6% difference in unemployment rates represents millions and millions more Americans out of work. And there\u2019s one group of people who may be most at risk of being unemployed in the U.S.: women.\u00a0<\/p>\n<p>Whether it be the pendulum <a href=\"https:\/\/fortune.com\/2025\/08\/12\/ceo-return-to-office-absent\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2025\/08\/12\/ceo-return-to-office-absent\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">swing back to RTO<\/a>, <a href=\"https:\/\/fortune.com\/2024\/04\/26\/tighter-budgets-fewer-raises-promotions-compensation-cfo\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2024\/04\/26\/tighter-budgets-fewer-raises-promotions-compensation-cfo\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">dwindling promotions<\/a>, or a <a href=\"https:\/\/fortune.com\/2025\/01\/13\/zuckerberg-says-companies-need-more-masculine-energy\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2025\/01\/13\/zuckerberg-says-companies-need-more-masculine-energy\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">changing social landscape<\/a>, women are <a href=\"https:\/\/fortune.com\/2025\/08\/11\/working-moms-leave-american-workforce-return-to-office\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2025\/08\/11\/working-moms-leave-american-workforce-return-to-office\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">being pushed out<\/a> of the workforce in droves: Between January and June this year, 212,000 women aged 20 and older have left the American workforce, <a href=\"https:\/\/time.com\/7306896\/women-leaving-workforce\/\" target=\"_blank\" rel=\"noopener nofollow\" aria-label=\"Go to https:\/\/time.com\/7306896\/women-leaving-workforce\/\" class=\"sc-4f49155c-0 hLtviE\">according to<\/a> a BLS analysis. Meanwhile, 44,000 men entered the labor force in that same time period.
