{"id":193798,"date":"2025-09-02T09:50:21","date_gmt":"2025-09-02T09:50:21","guid":{"rendered":"https:\/\/www.europesays.com\/us\/193798\/"},"modified":"2025-09-02T09:50:21","modified_gmt":"2025-09-02T09:50:21","slug":"baldwin-mayor-sean-lynch-says-a-proposed-jacksonville-budget-cut-would-hurt-his-small-town","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/193798\/","title":{"rendered":"Baldwin Mayor Sean Lynch says a proposed Jacksonville budget cut would hurt his small town"},"content":{"rendered":"<p class=\"mb-4 text-lg md:leading-8 break-words\">Baldwin Mayor <a href=\"https:\/\/www.yahoo.com\/news\/baldwins-unusual-town-owned-operated-102508404.html\" data-ylk=\"slk:Sean Lynch;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener\">Sean Lynch <\/a>says his town would face a dire budget hit if the Jacksonville City Council follows through on zeroing out Jacksonville&#8217;s support for the Northeast Florida Regional Council.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Lynch said when the Jacksonville City Council&#8217;s Finance Committee eliminated $390,673 for the regional council in the 2025-26 budget, that hit home in Baldwin because the town relies heavily on using the <a href=\"https:\/\/www.nefrc.org\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:regional council&#039;s staff;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">regional council&#8217;s staff<\/a> for its own planning services.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Losing the ability to continue that relationship would blow a hole in Baldwin&#8217;s budget because the town would have to hire its own staff, Lynch said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;We&#8217;d be totally lost without the regional council,&#8221; Lynch said Aug. 29 at a meeting convened by City Council member Matt Carlucci.<\/p>\n<p><img alt=\"Baldwin Mayor Sean Lynch, at left, talks to Jacksonville City Council member Matt Carlucci on Aug. 29, 2025 in Jacksonville City Hall.\" loading=\"lazy\" width=\"960\" height=\"693\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/df9bf3e8fa6cf0b227f115bc3d10e0c0.jpeg\"\/><\/p>\n<p>Baldwin Mayor Sean Lynch, at left, talks to Jacksonville City Council member Matt Carlucci on Aug. 29, 2025 in Jacksonville City Hall.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">City Council members Ken Amaro, Michael Boylan and Ju&#8217;Coby Pittman joined Carlucci in saying they want the full City Council to put the money back in for the regional council as Mayor Donna Deegan proposed for her 2025-26 budget.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;We have a fiduciary responsibility to be sure every dollar is well-spent, but it doesn&#8217;t mean you go swinging your axe willy-nilly,&#8221; Amaro said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He said the seven-county regional council &#8220;has done a marvelous job in showing all of its members the return they receive on their investment.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Jacksonville has been part of the regional council for the past half century through an interlocal agreement signed with six other counties: St. Johns, Clay, Nassau, Baker, Flagler and Putnam.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Each county&#8217;s cost of belonging to the regional council is calculated at 41 cents per resident. Jacksonville is the biggest payer because it has the most population. The regional council&#8217;s board draws representatives from all seven counties.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><a href=\"https:\/\/baldwinfl.govoffice2.com\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Baldwin;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Baldwin<\/a>, located on the far Westside with a population of less than 1,500 residents, is both part of Jacksonville&#8217;s consolidate city-county government and separate from it, similar to the relationship the three Beaches cities have with Jacksonville. Property-owners in Baldwin pay property taxes to both Jacksonville and to their town.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Jacksonville Fire and Rescue Department and the Jacksonville Sheriff&#8217;s Office provide public safety services to Baldwin. The town has its own public works department and also decides how to handle the growth that&#8217;s coming from westward development in the county.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The town uses the regional council&#8217;s staff for guidance on those growth-management decisions.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><strong>Property taxes: <\/strong><a href=\"https:\/\/www.yahoo.com\/news\/articles\/jacksonville-might-cut-property-tax-144438026.html\" data-ylk=\"slk:Jacksonville might cut property tax rate.
