{"id":194812,"date":"2025-09-02T18:50:11","date_gmt":"2025-09-02T18:50:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/194812\/"},"modified":"2025-09-02T18:50:11","modified_gmt":"2025-09-02T18:50:11","slug":"no-more-d-or-f-campuses-by-next-year","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/194812\/","title":{"rendered":"No more D or F campuses by next year"},"content":{"rendered":"<p class=\"body-text-paragraph\">Dallas ISD wants to have <a href=\"https:\/\/www.dallasnews.com\/news\/education\/2025\/08\/15\/graphics-how-did-your-dallas-isd-school-fare-in-a-f-ratings\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/education\/2025\/08\/15\/graphics-how-did-your-dallas-isd-school-fare-in-a-f-ratings\/\">zero D and F campuses<\/a> by next year\u2019s public school ratings. <\/p>\n<p class=\"body-text-paragraph\">Dallas students <a href=\"https:\/\/www.dallasnews.com\/news\/education\/2025\/08\/15\/5-dallas-schools-see-a-f-grades-improve-after-district-asked-texas-to-rescore-staar-tests\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/education\/2025\/08\/15\/5-dallas-schools-see-a-f-grades-improve-after-district-asked-texas-to-rescore-staar-tests\/\">posted significant academic gains this year<\/a>, with dozens of struggling campuses improving in the 2025 A-F scores. Only 16 campuses received a D or F rating, the lowest count the district has had since the state began issuing campus grades in 2019. <\/p>\n<p class=\"body-text-paragraph\">Now DISD Superintendent Stephanie Elizalde is aiming to bring all of the district\u2019s schools to an A, B or C grade.<\/p>\n<p class=\"body-text-paragraph\">She expects to achieve it. In the past year, the number of F-rated schools dropped from 24 to 2, while D-rated schools decreased from 41 to 14. <\/p>\n<p>The Education Lab<\/p>\n<p class=\"dmnc_features-cta-social-article-cta-social-module__3beff secondaryRoman secondaryRoman-20 text-center text-gray-dark\">Receive our in-depth coverage of education issues and stories that affect North Texans.<\/p>\n<p class=\"dmnc_features-cta-social-article-cta-social-module__8MgJa flex flex-wrap text-gray-dark secondaryRoman secondaryRoman-20 text-center justify-center\">By signing up, you agree to our\u00a0<a class=\"dmnc_features-cta-social-article-cta-social-module__lU9-l border-b border-gray-dark hover_border-0 focus_border-0 active_border-0\" href=\"https:\/\/www.dallasnews.com\/help\/terms-of-service\/\" rel=\"nofollow noopener\" target=\"_blank\">Terms of Service<\/a>\u00a0and\u00a0<a class=\"dmnc_features-cta-social-article-cta-social-module__lU9-l border-b border-gray-dark hover_border-0 focus_border-0 active_border-0\" href=\"https:\/\/www.dallasnews.com\/help\/privacy-policy\" rel=\"nofollow noopener\" target=\"_blank\">Privacy Policy.<\/a><\/p>\n<p class=\"body-text-paragraph\">That means only 6% of Dallas students attend a campus that received a D or F rating, compared to 26% in 2023 and 24% in 2024. <\/p>\n<p class=\"body-text-paragraph\">Having no D and F schools \u201cbegins to support that, with the right approach, with the right research strategies, all kids can,\u201d Elizalde said. <\/p>\n<p class=\"body-text-paragraph\">\u201cIt makes it kind of hard for other school districts to go, \u2018Well, our kids can\u2019t because we don\u2019t have enough money, because they\u2019re poor, because they don\u2019t speak English,\u2019\u201d she said. \u201cI hope that the message is that there is hope that if we can do it in Dallas \u2026 it starts to make people rethink our deficit philosophy around poverty.\u201d <\/p>\n<p class=\"body-text-paragraph\"><b>\u201cAbsolutely achievable\u201d<\/b><\/p>\n<p class=\"body-text-paragraph\">DISD is the second-largest district in the state, with 228 campuses serving nearly 140,000 students, 90% of whom are economically disadvantaged. <\/p>\n<p class=\"body-text-paragraph\">A number of North Texas districts, including Highland Park ISD and Carroll ISD, already have zero D and F schools. Black STEAM...\"\/><\/p>\n<p class=\"body-text-paragraph\">Achieving zero D and F schools would put Dallas ISD on par with its peer districts. Houston ISD, the largest district in Texas, had zero F schools this year, after two years under a state takeover. None of the 96 campuses in Cypress-Fairbanks ISD, the state\u2019s third-largest district serving nearly 118,000 students in Harris County, scored lower than a C. <\/p>\n<p class=\"body-text-paragraph\">Miguel Solis, president of Commit Partnership and a former DISD trustee, said Dallas\u2019 track record over the past few years suggests that reaching zero D and F schools by next summer is \u201cabsolutely achievable.\u201d <\/p>\n<p class=\"body-text-paragraph\">Elizalde attributes the district\u2019s success in recent years to long-term investments paying off, investments that include early childhood learning, high-quality instructional materials and the pay-for-performance teacher model known as the Teacher Excellence Initiative. <\/p>\n<p class=\"body-text-paragraph\">\u201cWe have to continue to ask, \u2018How did we get here?\u2019 How is it that 49 schools from the original 65 were able to no longer be a D or F?\u201d Elizalde said. \u201cSo we know it\u2019s very possible, and so being able to just look internally, what were the successes for those schools, and ensuring that those are the same things.\u201d<\/p>\n<p>Related<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"aspect-ratio:190 \/ 127\" class=\"dmnc_features-article-body-embeds-related-story-module__2UraD flex-none object-cover dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain dmnc_images-modern-image-module__P3kZ4 w-full\" width=\"190\" height=\"127\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/R5NPUWQAHFCPPLTWVX24APSNVQ.jpg\" alt=\"Principal Willie F. Johnson speaks as he welcomes teachers back at South Oak Cliff High...\"\/><\/p>\n<p class=\"body-text-paragraph\">DISD Board President Joe Carre\u00f3n said the district\u2019s <a href=\"https:\/\/www.dallasisd.org\/about\/about-dallas-isd\/vision-mission-and-goals\/student-outcome-goals\" rel=\"nofollow noopener\" target=\"_blank\">student outcome goals<\/a>, which were developed with community input, have helped guide the district\u2019s trajectory. The measurable goals aim to improve students\u2019 state assessment scores and college, career and military readiness. <\/p>\n<p class=\"body-text-paragraph\">\u201cEnsuring every student is at a great campus is what this Board strives for and we will get there by remaining fiercely focused on our student outcome goals of increasing achievement in reading, mathematics, and college readiness,\u201d Carre\u00f3n said in a statement. <\/p>\n<p class=\"body-text-paragraph\">Solis also pointed to the success of DISD\u2019s signature turnaround model, formerly called Accelerating Campus Excellence. Since 2015, the district has temporarily provided longer days, extra tutoring and additional student support to chronically struggling schools. The district also offers stipends to encourage Dallas\u2019 best educators to work at and lead those campuses.<\/p>\n<p class=\"body-text-paragraph\">District leaders will increase support in, and closely monitor, low-performing schools, as well as any \u201cfragile C\u201d schools that could drop over the next year, Elizalde said. <\/p>\n<p class=\"body-text-paragraph\">She plans to ensure those 16 campuses have no teacher vacancies. The district, which employs nearly 10,000 teachers, had 59 vacancies as of the first day of school \u2014 the lowest number of unfilled teacher slots DISD has seen since 2014. <\/p>\n<p>Related<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"aspect-ratio:190 \/ 127\" class=\"dmnc_features-article-body-embeds-related-story-module__2UraD flex-none object-cover dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain dmnc_images-modern-image-module__P3kZ4 w-full\" width=\"190\" height=\"127\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/K6FZHQFK5BFDBHALHF6MP4WHCM.jpg\" alt=\"Kindergarten student Jayren Contreras, 5, receives a kiss from mom Cesia Cruz as he fears...\"\/><\/p>\n<p class=\"body-text-paragraph\">District leaders are also evaluating whether they need to move teachers from other schools to those campuses or add extra support staff, like a counselor or social worker. <\/p>\n<p class=\"body-text-paragraph\">A math specialist will be transferred from a high-performing school to Ronald McNair Elementary, which received an F this year. The school showed greater declines in math proficiency, Elizalde said. <\/p>\n<p class=\"body-text-paragraph\"><b>A new turnaround model<\/b><\/p>\n<p class=\"body-text-paragraph\">Many of Dallas\u2019 low-performing schools, which district leaders projected would receive a D or F, were chosen earlier this year for DISD\u2019s new campus turnaround model, the District Support Initiative. <\/p>\n<p class=\"body-text-paragraph\">The three-tiered model, which will replace ACE and High Priority Campuses, maintains the district\u2019s signature strategy \u2014 flood struggling schools with extra time, money and some of the best teachers in the district \u2014 but focuses the resources in fewer schools, district leaders say. <\/p>\n<p>Related<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"aspect-ratio:190 \/ 127\" class=\"dmnc_features-article-body-embeds-related-story-module__2UraD flex-none object-cover dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain dmnc_images-modern-image-module__P3kZ4 w-full\" width=\"190\" height=\"127\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/TP447YGGCNE7FIJ5VRQEXFWND4.jpg\" alt=\"Paul L. Dunbar Learning Center in Dallas was one of the schools involved in the ACE...\"\/><\/p>\n<p class=\"body-text-paragraph\">Low-performing elementary schools, many of which are in high-poverty communities, are DISD\u2019s main focus. <\/p>\n<p class=\"body-text-paragraph\">Two D-rated elementary schools, Jos\u00e9 May Elementary and Julian T. Saldivar Elementary, will be among the nine schools that receive the highest level of support this school year. The campuses will get funding for two literary specialists and one math expert. Students will have access to expanded afterschool sessions, a mentoring book club, a home library program and more. <\/p>\n<p class=\"body-text-paragraph\">Highly effective teachers who work at these elementary campuses are eligible for stipends between $4,000 and $12,000. <\/p>\n<p class=\"body-text-paragraph\">Boude Storey Middle School, which received an F, as well as five D-rated elementary and middle schools, are among the 32 campuses that get the second-tier of support. Those campuses will receive literary acceleration specialists, math interventionists and performance-based stipends for teachers. <\/p>\n<p class=\"body-text-paragraph\">Wilmer-Hutchins High School, which received a D, was one of 12 campuses chosen for the third tier of support, which includes staffing help and stipends for some teachers. <\/p>\n<p class=\"body-text-paragraph\">Ronald McNair Elementary, which received an F and was a designated High Priority Campus last year, was not selected for the District Support Initiative in March. Teachers at the school will instead receive a \u201cbridge year stipend,\u201d valued at half of their previous amount. <\/p>\n<p class=\"body-text-paragraph\">\u201cMcNair wasn\u2019t on our radar at all,\u201d Elizalde said, noting the campus received a B last year. <\/p>\n<p class=\"body-text-paragraph\">Solis said he believes Elizalde\u2019s individualized attention on the campuses will be enough to improve their grades. <\/p>\n<p class=\"body-text-paragraph\">\u201cWhen the superintendent is so dialed in to the performance of these campuses, one can only imagine that that additional resource alone is what a school would need to be able to ultimately turn around,\u201d he said. \u201cSo any other additional resources that come in on top of that are just going to be a value add.\u201d <\/p>\n<p class=\"body-text-paragraph\">The district will need to ensure that the dozens of campuses that improved this school year don\u2019t backslide, Solis said, especially because the accountability system prioritizes academic growth. <\/p>\n<p class=\"body-text-paragraph\">\u201cOur students deserve the best in our community.
