Today, let\u2019s talk about the ongoing effort to turn the historic building into apartments.<\/p>\n<p class=\"inq-p text-primary  \">This isn\u2019t the first time someone\u2019s planned to do something different with the former steam plant.<\/p>\n<p class=\"inq-p text-primary  \">Past ideas have included turning the building into<\/p>\n<ol class=\"ml-5  list-disc my-6\">\n<li class=\"ml-5 mb-3 \">\n<p class=\"inq-p text-primary \">a trash-burning power plant<\/p>\n<\/li>\n<li class=\"ml-5 mb-3 \">\n<p class=\"inq-p text-primary \">an indoor amusement park<\/p>\n<\/li>\n<li class=\"ml-5 mb-3 \">\n<p class=\"inq-p text-primary \">a different apartment building<\/p>\n<\/li>\n<\/ol>\n<p class=\"inq-p text-primary  \">Developer James Maransky plans to bring amenities like a golf simulator and a heated yoga room to his 73-unit apartment building. Philly decided to find out.<\/p>\n<p class=\"inq-p text-primary  \">In 2022, a program called PHLHousing+ randomly picked 301 families that were on waitlists for public housing and federal housing subsidies and started giving them cash that they could spend however they wanted.<\/p>\n<p class=\"inq-p text-primary  \">The cash rental assistance pilot program was the first of its kind in the country, and it had its skeptics. But a new report by researchers at the University of Pennsylvania found that the experiment is working. The monthly cash payments are helping families stay in their homes. And the results are better than researchers expected.<\/p>\n<p class=\"inq-p text-primary  \">PHLHousing+ was supposed to end in June, but it\u2019s been extended for another year.<\/p>\n<p class=\"inq-p text-primary  \">Keep reading to learn more about the program and hear from a renter I talked to who <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/real-estate\/housing\/rental-assistance-philadelphia-pilot-program-penn-research-phlhousing-20250903.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/real-estate\/housing\/rental-assistance-philadelphia-pilot-program-penn-research-phlhousing-20250903.html\">called the cash payments \u201clife-changing.\u201d<\/a><\/p>\n<p>The latest news to pay attention to<\/p>\n<p class=\"inq-p text-primary  \">Madhurika Jeremiah and Scott Pesiridis were walking in their South Philly neighborhood in 2017 when they saw a real estate agent hanging a \u201cFor Sale\u201d sign outside a home. They were intrigued.<\/p>\n<p class=\"inq-p text-primary  \">The home was only two stories, so it had less indoor space than their three-story rowhouse down the street. But it had a much bigger backyard with space for their children and a garden.<\/p>\n<p class=\"inq-p text-primary  \">So they bought the house and figured they\u2019d add a third story later.<\/p>\n<p class=\"inq-p text-primary  \">Then they found serious structural problems. So they decided to tear down the house and build new.<\/p>\n<p class=\"inq-p text-primary  \">Jeremiah designed the new home, which includes 10\u00bd-foot-high ceilings, open living and dining rooms, and tall windows.
