Work on security guarantees for Ukraine has accelerated following a gathering<\/a> of European leaders at the White House at the end of August. During that meeting, U.S. President Donald Trump said that a bilateral summit between Ukrainian President Volodymyr Zelenskyy and Putin was<\/a> in the works.<\/p>\n

He also said that the U.S. would be able to provide support for a mission to Ukraine \u2014 although he\u2019s ruled out sending American troops.<\/p>\n

\u201cTrump knows that Ukraine needs real security guarantees, and he\u2019s doing this: not repeating Budapest, not repeating Minsk,\u201d Rutte said, referring to the 1994 Budapest Memorandum<\/a> that saw Ukraine give up its nuclear weapons in return for territorial guarantees from Russia, the U.K. and the U.S., and the Minsk ceasefire agreements<\/a> following Russia\u2019s illegal occupation of Crimea in 2014 \u2014 all deals violated by Russia.<\/p>\n

However, Putin is reluctant to play along<\/a>. The Kremlin had bobbed and weaved about a meeting with Zelenskyy and is continuing its ferocious bombing campaign against Ukrainian cities. <\/p>\n

Moscow has also rejected<\/a> the idea of European troops being deployed to Ukraine.<\/p>\n
