The metaphor carries new meaning as climate change drives an increase in extreme rainstorms in the Northeast.<\/p>\n<p>Twice in July, flash floods hit New York City. On July 14, more than\u00a0<a href=\"https:\/\/www.ncei.noaa.gov\/news\/national-climate-202507\" target=\"_blank\" rel=\"noopener nofollow\">2 inches of rain<\/a>\u00a0fell in a single hour at Central Park, the second-highest amount ever recorded, only trailing the remnants of Hurricane Ida, which\u00a0<a href=\"https:\/\/www.nytimes.com\/2021\/09\/02\/nyregion\/basement-apartment-floods-deaths.html#:~:text=Cramped%20basement%20apartments%20have%20long,Matthew%20Bloch%20and%20Charlie%20Smart\" target=\"_blank\" rel=\"noopener nofollow\">killed 13 people<\/a>\u00a0in 2021. At the end of the month, severe downpours flooded the city again, prompting a\u00a0<a href=\"https:\/\/www.governor.ny.gov\/news\/governor-hochul-declare-state-emergency-and-urges-new-yorkers-prepare-heavy-rainfall-today\" target=\"_blank\" rel=\"noopener nofollow\">state of emergency<\/a>. Social media lit up with scenes of water cascading into subway stations and\u00a0<a href=\"https:\/\/x.com\/Landaeta\/status\/1944930363958288670\" target=\"_blank\" rel=\"noopener nofollow\">shooting up like geysers<\/a>\u00a0from overwhelmed sewer pipes. Cars and trucks were partially submerged on some highways. Intersections in low-lying neighborhoods once again turned into lakes.<\/p>\n<p>Extreme rain events are happening more frequently in New York. According to one study, there has been a\u00a0<a href=\"https:\/\/www.nhpr.org\/nh-news\/2023-11-20\/national-climate-assessment-shows-extreme-precipitation-has-increased-most-in-the-northeast\" target=\"_blank\" rel=\"noopener nofollow\">60% increase<\/a>\u00a0across the Northeast in extreme rain since the 1950s. Emergency management officials said this is New York\u2019s new normal. \u201cA warmer climate means that there\u2019s more moisture in the air. More moisture in the air means you have more rainfall, and it also means you have higher rates of rain,\u201d said Zach Iscol, commissioner of New York City Emergency Management. \u201cOur infrastructure was designed decades ago to handle rainfall rates of 1.7 inches of rain an hour.
