{"id":205544,"date":"2025-09-06T17:43:15","date_gmt":"2025-09-06T17:43:15","guid":{"rendered":"https:\/\/www.europesays.com\/us\/205544\/"},"modified":"2025-09-06T17:43:15","modified_gmt":"2025-09-06T17:43:15","slug":"staten-island-bp-fossella-opposes-nyc-daylighting-bill-that-would-eliminate-parking","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/205544\/","title":{"rendered":"Staten Island BP Fossella opposes NYC daylighting bill that would eliminate parking"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"CLINB37PBVG4JAO4KET5SQQHFQ\">STATEN ISLAND, N.Y. \u2014 Staten Island Borough President Vito Fossella has come out against legislation that would remove parking spaces near intersections throughout New York City, including Staten Island.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YPQJH6CXYVG7TMQRND7QPS6ECI\">On Wednesday, <a href=\"https:\/\/www.facebook.com\/reel\/1970916540116720\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.facebook.com\/reel\/1970916540116720\">Fossella posted a video on social media<\/a> denouncing Intro 1138, a bill proposed by the City Council that would universally <a href=\"https:\/\/www.silive.com\/news\/2025\/04\/nyc-lawmakers-discuss-banning-parking-within-20-feet-of-crosswalks.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/04\/nyc-lawmakers-discuss-banning-parking-within-20-feet-of-crosswalks.html\">remove parking spots near intersections to improve pedestrian visibility when crossing the road<\/a> \u2014 a process known as \u201cdaylighting.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EGMIZW45GNH5NIDDMENDIAHECM\">Originally introduced by Councilmember Julie Won, a Democrat representing parts of Queens, the legislation would ban vehicles from parking within 20 feet of any intersection with a crosswalk.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SRIDM53KBJA4NLHX5EUDM4UDTA\">In the video, Fossella states that the legislation and its supporters would \u201ctake parking away\u201d from intersections all over the borough. And he ties the idea to the city\u2019s existing bike lane and speed camera programs, which he says is emblematic of New York\u2019s \u201canti-car culture.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FXKMH6X77FFIJP6UZ27XNAGY5I\">In the video, to demonstrate the distance that would be ceded under the proposal, Fossella measures out 20 feet from an intersection \u2014 a little more than one full car length of space. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BBKCLMGNWZFBLOGR2U6KT5VBUA\">A spokesperson for the borough president later clarified that, while Fossella approves of daylighting certain intersections on Staten Island, he opposes the bill\u2019s \u201cone-size-fits-all\u201d approach. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EKIAMURIEBG6VML6G6RIJNU5OQ\">Fossella also points out in the video that the city Department of Transportation is opposed to the changes this bill would mandate.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RQ2DEZSQ6NDRBL7VFP3WVY653Y\">\u201cEven the agency that pushes bike lanes that we don\u2019t want or takes lanes away for driving \u2014 even that agency is opposed to this proposal,&#8221; according to the borough president.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6EG43V2QJVAWJIZWJSIZMZHDQ4\">When asked about the bill and Fossella\u2019s comments, a spokesperson for the DOT pointed to a <a href=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/daylighting-and-street-safety.pdf\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nyc.gov\/html\/dot\/downloads\/pdf\/daylighting-and-street-safety.pdf\">report the agency published in January<\/a> that found no increase in pedestrian safety at intersections that have daylighting in place without physical barriers installed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LAXKDRGYFJHPBEQBPL56KYIVXA\">In addition, the spokesperson added that installing physical barriers at every intersection in the city would cost more than double the agency\u2019s annual budget.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4YXCGH2WHVDP7IMWYM23RDXJJ4\">\u201cEvery New Yorker deserves safe streets, and under Vision Zero we are making historic progress to reduce traffic injuries and deaths across our city using data-driven life-saving tools like bike lanes,\u201d the agency spokesperson said. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5SMCG4M5FFAYNJ5C6QQIJDRS3A\">\u201cWe are extending this data-driven approach through our groundbreaking daylighting report which will help inform our implementation of projects to safeguard pedestrians, cyclists, drivers, and all who share our streets.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QI6VV3JRMZBMNEFAETYRH74L44\">Earlier this year, elected officials supporting the bill called the DOT report \u201cdeeply flawed,\u201d <a href=\"https:\/\/www.cityandstateny.com\/policy\/2025\/07\/nyc-council-progressive-caucus-make-push-universal-daylighting-2025\/407107\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.cityandstateny.com\/policy\/2025\/07\/nyc-council-progressive-caucus-make-push-universal-daylighting-2025\/407107\/\">according to a report by City &amp; State NY<\/a>. <\/p>\n<p>Legislative future<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TM54HGC7C5CC5MBWAWHGUJIKIQ\">Currently, the universal daylighting bill is laid over in the City Council\u2019s Committee on Transportation and Infrastructure, which means action on the bill has been postponed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EBC5V5FLZ5GY5FQM6JR52C2HHE\">If the universal daylighting bill passes the City Council and is signed into law, DOT officials said they believe that roughly 10% of all free parking in New York City \u2014 approximately 300,000 spaces \u2014 would be eliminated, <a href=\"https:\/\/nyc.streetsblog.org\/2025\/04\/22\/dot-still-opposes-push-to-ban-corner-parking\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/nyc.streetsblog.org\/2025\/04\/22\/dot-still-opposes-push-to-ban-corner-parking\">according to a report by StreetsBlog NYC<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6Z7LKD7FY5E6FE5TCBE2FEW4R4\">Of the 26 sponsors of the daylighting bill, only one represents Staten Island in the City Council \u2014 <a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7042017&amp;GUID=9852E69D-218D-431F-A2C1-2C2F5FCD04DD&amp;Options=ID|Text|&amp;Search=daylighting\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7042017&amp;GUID=9852E69D-218D-431F-A2C1-2C2F5FCD04DD&amp;Options=ID|Text|&amp;Search=daylighting\">Councilmember Frank Morano, a Republican representing Staten Island\u2019s South Shore<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VE4M7OLTY5DGBCAO7HGQT3RNZ4\">\u201cLook, no one loves their cars more than Staten Islanders \u2014 I get that, I live it. But even in a car-loving district like mine, people want to be able to see when they\u2019re turning, and they don\u2019t want their kid or their neighbor getting hit at an intersection because a van was blocking the crosswalk,\u201c Morano said when asked about his support for universal daylighting. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"62FA4GUV3NBOJN7AZLII4STD3I\">\u201cThis bill is about visibility, safety, and a little common sense \u2014 not ideology. If we can improve sight lines, reduce flooding, and make the streets safer without upending our way of life, that\u2019s a win.&#8221;<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FQ7KP4HV7JAPJIXMYPHQ7AFYCU\">Morano also shared his belief that this program could\u2019ve made a difference for his stepmother Liz Morano, who spoke with the <a href=\"https:\/\/www.silive.com\/transportation\/2025\/04\/stories-from-the-boulevard-of-death-staten-islanders-share-harrowing-hylan-experiences.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/transportation\/2025\/04\/stories-from-the-boulevard-of-death-staten-islanders-share-harrowing-hylan-experiences.html\">Advance\/SILive.com in April about how her life changed after being struck by a car while crossing Hylan Boulevard<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KRD63ITBXFASPPBNTWPSWRTNXU\">Earlier this year, Gov. Kathy Hochul proposed a similar measure, wanting <a href=\"https:\/\/www.silive.com\/news\/2025\/01\/gov-hochul-plans-parking-ban-near-nyc-elementary-school-crosswalks.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/01\/gov-hochul-plans-parking-ban-near-nyc-elementary-school-crosswalks.html\">to remove parking spaces and ban parking within 20 feet of all crosswalks near elementary schools<\/a> in the five boroughs<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WEQKOJM6TZG63E7U4KVOAXA6OI\">While New York state law outlaws parking within 20 feet of a crosswalk, New York City has a special exemption that allows it to set its own parking rules.
