{"id":207600,"date":"2025-09-07T12:34:43","date_gmt":"2025-09-07T12:34:43","guid":{"rendered":"https:\/\/www.europesays.com\/us\/207600\/"},"modified":"2025-09-07T12:34:43","modified_gmt":"2025-09-07T12:34:43","slug":"what-are-prop-a-and-prop-b-on-bexar-countys-nov-4-ballot","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/207600\/","title":{"rendered":"What are Prop A and Prop B on Bexar County&#8217;s Nov. 4 ballot?"},"content":{"rendered":"<p>\t\t\t\t\tOverview:<\/p>\n<p>Two provisions on Bexar County&#8217;s Nov. 4 ballot deal with funding for a new downtown Spurs arena and the creation of an Eastside rodeo and stock show district.<\/p>\n<p>Bexar County voters will soon have their first opportunity to weigh in on public funding for a new downtown Spurs arena \u2014 through a Nov. 4 ballot measure known as Proposition B.<\/p>\n<p>They\u2019re also being asked to consider a major redevelopment of the Spurs\u2019 current Eastside home \u2014 listed on the ballot at Proposition A \u2014 that would turn the Frost Bank Center, Freeman Coliseum and surrounding grounds into <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/bexar-county-plans-for-east-side-venues-may-27.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a year-round stock show and rodeo district<\/a>.<\/p>\n<p>To pay for both, the county wants voters\u2019 permission to use what\u2019s known as the venue tax, which is expected to produce about $503 million over the next 30 years.<\/p>\n<p>The San Antonio Spurs\u2019 owners, the San Antonio Stock Show and Rodeo and other supporters plan to campaign aggressively for both measures, with a PAC to help draw out voters in an otherwise low-turnout election.<\/p>\n<p>Meanwhile critics who don\u2019t want to see public money spent on a basketball arena, including the community activist group COPS\/Metro Alliance and a new organization called No Project Marvel are rallying voters against Proposition B, but staying neutral on the rodeo projects.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" data-id=\"5413383\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/PeterJHolt_ProjectMarvel_08.21.25_AmberEsparza.jpg\" alt=\"\" class=\"wp-image-5413383\"  \/>San Antonio Spurs Managing Partner Peter J. Credit: Amber Esparza for the San Antonio Report<\/p>\n<p><a href=\"https:\/\/sanantonioreport.org\/november-4-2025-ballot-bexar-county\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">The Nov. 4 ballot<\/a> includes Texas constitutional amendments, revenue measures for some school districts and other local issues.<\/p>\n<p>Early voting runs Oct. 20 through Oct. 31, and the deadline to register to vote is Oct. 6.<\/p>\n<p>Here\u2019s everything you need to know about before you vote.<\/p>\n<p>What is Proposition B?<\/p>\n<p>$311M for a new downtown Spurs arena<\/p>\n<p>Local officials are proposing a new $1.3 billion Spurs arena that would move the team from the county-owned Frost Bank Center on the East Side, to a new city-owned arena near Hemisfair.<\/p>\n<p>The county would only pay for a portion of the arena, $311 million, while the city of San Antonio would contribute $469 million, and the Spurs would pick up the bill for the remaining $500 million, plus any overages.<\/p>\n<p>But <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/bexar-county-proposition-b-2025.png\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Proposition B<\/a> \u2014 authorizing the county\u2019s $311 million \u2014 is significant because it\u2019s the first and perhaps only time that voters will be asked to approve public dollars.<\/p>\n<p>The city isn\u2019t legally required to ask voters\u2019 permission for its portion, though some are <a href=\"https:\/\/sanantonioreport.org\/city-council-spurs-arena-votes-project-marvel\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">pushing to hold a separate vote<\/a> on city money at a later date.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"439\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/Screenshot-2024-11-21-at-12.27.58\u202fAM.png\" alt=\"Project Marvel\" class=\"wp-image-5389857\"  \/>A rendering of the San Antonio Sports and Entertainment District.  Credit: Courtesy \/ Populous<\/p>\n<p>Approving Proposition B would set in motion plans for a broader downtown sports and entertainment district, <a href=\"https:\/\/sanantonioreport.org\/downtown-san-antonio-entertainment-district-unveiled-with-new-spurs-arena\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">known as Project Marvel<\/a>. The Spurs would help the city buy land around the arena and help fill it with businesses, restaurants and housing.<\/p>\n<p>Full details are <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/08\/spurs-term-sheet-agenda-item-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">laid out in this term sheet<\/a>, which prohibits the Spurs from moving to another city for at least another 30 years if the new arena is built.<\/p>\n<p>If Proposition B doesn\u2019t pass, the term sheet is void. The team would have to decide whether to fund the new arena a different way, continue playing games in the Frost Bank Center until their lease ends in 2032, or break the lease and look for a new home.<\/p>\n<p>What will Prop B look like on the ballot?<\/p>\n<p>Here\u2019s exactly what the ballot provision says:<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p> SHALL the Commissioners Court of Bexar County, Texas be authorized<br \/>provide for the planning, acquisition, establishment, development, construction,<br \/>renovation, and financing of a new, multipurpose arena designed primarily as the<br \/>home game venue for the San Antonio Spurs basketball team, and to be used for<br \/>other purposes including, but not limited to, facilities for semi-professional,<br \/>collegiate, and amateur basketball games, concerts, entertainment events,<br \/>community events, and conventions (the \u201cArena Venue Project\u201d), and related<br \/>infrastructure, a venue project of the type described in and as authorized by Chapter 334, Texas Local Government Code, as amended (the \u201cAct\u201d) and as designated and<br \/>described by the County\u2019s resolution dated June 10, 2025 (the \u201cResolution\u201d); and<br \/>(i) to increase the County hotel occupancy tax to a maximum rate of two percent<br \/>(2%), for the purpose of financing the Arena Venue Project and approving the<br \/>Resolution, pursuant to Subchapter H of the Act, and if approved, the maximum<br \/>hotel occupancy tax rate imposed from all sources in Bexar County would be<br \/>17.00% of the price paid for a room in a hotel; and (ii) to authorize the use of the<br \/>existing County short-term motor vehicle rental tax at a maximum rate of five<br \/>percent (5%) on the gross rental receipts from the rental of motor vehicles in Bexar<br \/>County, pursuant to Subchapter E of the Act, for the purpose of financing the Arena<br \/>Venue Project, and approving the Resolution.<\/p>\n<\/blockquote>\n<p>What does my \u2018yea\u2019 or \u2018nay\u2019 vote do?<\/p>\n<p>A \u201cyea\u201d on Prop B authorizes the county to increase its hotel tax from 1.75% to 2% starting as soon as 2026, plus extend an existing rental car tax and designate the Spurs arena as a project for that money. <\/p>\n<p>That money would be used to pay off debt issued to build the arena, as well as Prop B\u2019s East Side projects.<\/p>\n<p>A \u201cnay\u201d means the hotel tax rate would remain the same. The venue taxes would continue to\u00a0<a href=\"https:\/\/www.bexar.org\/968\/Community-Venues\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">finance old projects<\/a>\u00a0that have an outstanding balance of $334\u00a0million in principal and $138 million in interest. That debt is expected to be paid off by 2051.<\/p>\n<p>If Proposition B fails, leaders could ask voters to extend or increase the venue taxes for use on other projects on a future ballot, but would need to get the projects approved by the state.<\/p>\n<p>What is Proposition A?<\/p>\n<p>$191.8M for an Eastside stock show and rodeo district<\/p>\n<p>Proposition A provides funding for a reimagined Eastside coliseum district that focuses on year-round livestock and rodeo events. <\/p>\n<p>The Frost Bank Center is already home to the San Antonio Stock Show &amp; Rodeo each February, and the Freeman Coliseum hosts concerts, trade shows. and professional bull riding.<\/p>\n<p>Both county-owned venues <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/feb-25-bexar-county-facility-assessment.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">need expensive repairs and upgrades<\/a> in the near future, county leaders say.
