The hues of each one retraced Vaughn\u2019s journey: dark red for Colombia, blue for the U.S. and black for New Zealand.<\/p>\n<p>\u201cI know how important a document can be for our undocumented community,\u201d said Vaughn, who was adopted from Colombia and later lived in New Zealand before returning to the U.S. \u201cFor me, having this document has been a privilege. For others, not having this has made their lives hell in this country.\u201d\u00a0<\/p>\n<p>Vaughn is a certified nursing assistant at Cedars-Sinai Medical Center in Los Angeles. (Photo by Aaron Stigile\/News21)<\/p>\n<p>The assault on immigrant health care is coming from different fronts \u2014 at both the federal and state level, and even in blue states such as California.<\/p>\n<p>In January, the Trump administration <a href=\"https:\/\/www.ice.gov\/doclib\/foia\/policy\/CommonSenseEnforcementActInNearProtectedAreas.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">rescinded<\/a> Biden-era <a href=\"https:\/\/www.ice.gov\/doclib\/news\/guidelines-civilimmigrationlaw10272021.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">guidelines<\/a> that prohibited immigration agents from detaining people at protected areas such as schools and churches \u2014 but also medical facilities, such as hospitals, doctors\u2019 offices, community health centers and urgent care clinics.<\/p>\n<p>So-called \u201csensitive location\u201d policies <a href=\"https:\/\/cis.org\/Jacobs\/History-Sensitive-Areas-Policies-and-What-Place-Now\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">date<\/a> to the early 1990s. But the Trump directive eliminates specific guidelines and instead allows immigration authorities to use their own discretion about enforcement in such places.\u00a0<\/p>\n<p>In a <a href=\"https:\/\/www.dhs.gov\/news\/2025\/01\/21\/statement-dhs-spokesperson-directives-expanding-law-enforcement-and-ending-abuse\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">statement<\/a> about the new policy, the Department of Homeland Security said the administration \u201cwill not tie the hands of our brave law enforcement.\u201d\u00a0\u00a0<\/p>\n<p>Since the change, reports of agents entering medical facilities have drawn criticism and protests.<\/p>\n<p>In July, activists <a href=\"https:\/\/www.cbsnews.com\/losangeles\/video\/glendale-memorial-hospital-accused-of-collaborating-with-ice-as-woman-recovers-from-injuries\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">rallied<\/a> outside Glendale Memorial Hospital, a Dignity Health facility just north of Los Angeles, after <a href=\"https:\/\/www.anacalifornia.org\/post\/american-nurses-association-california-condemns-ice-presence-at-glendale-memorial-hospital\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">immigration agents<\/a> were allowed to remain in the lobby while a woman they wanted to apprehend received treatment.\u00a0<\/p>\n<p>In a <a href=\"https:\/\/www.dignityhealth.org\/socal\/locations\/glendalememorial\/about-us\/press-center\/statement-from-glendale-memorial-hospital-regarding-ice-july-7-2025\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">statement<\/a>, Dignity Health said it shares \u201ca desire to keep our neighbors safe\u201d but added that the hospital cannot legally restrict law enforcement from public spaces.\u00a0<\/p>\n<p>Also in July, Immigration and Customs Enforcement agents <a href=\"https:\/\/www.justice.gov\/usao-cdca\/pr\/two-staffers-ontario-surgery-center-charged-federal-complaint-alleging-they-assaulted\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">entered<\/a> a surgical center in Ontario, California, to detain a <a href=\"https:\/\/apnews.com\/article\/ice-arrest-california-surgery-center-c827038f1a40227dc05ab1c28b048035\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Honduran landscaper<\/a>. Two health care workers who tried to intercede have <a href=\"https:\/\/www.courthousenews.com\/wp-content\/uploads\/2025\/07\/united-states-vs-ortega-criminal-complaint.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">since been charged<\/a> with assault and conspiring to prevent a federal officer from discharging his duties.\u00a0<\/p>\n<p>A niece of worker Jos\u00e9 De Jes\u00fas Ortega said on a GoFundMe page that her uncle \u201cshowed bravery in the face of injustice, and now he\u2019s being punished for it.\u201d\u00a0\u00a0<\/p>\n<p>This spring, Aditya Harsono, a supply chain manager at Avera Marshall Regional Medical Center in Marshall, Minnesota, experienced the sensitive location changes directly.\u00a0<\/p>\n<p>His lawyer, Sarah Gad, said Harsono got an email from the hospital\u2019s vice president, asking him to meet in the basement regarding his job. When they got there, immigration authorities were waiting.<\/p>\n<p>\u201cThere\u2019s two ICE agents in plain clothes who handcuff him and won\u2019t tell him where they\u2019re taking him, and they just said, \u2018You\u2019ll find out later,\u2019 \u201d Gad told News21. \u201cIt was like, effectively, he\u2019s been kidnapped.\u201d\u00a0<\/p>\n<p>Harsono, who is Indonesian, is married to a U.S. citizen and had a green card application pending at the time of his arrest, Gad said. He was in the country under a student visa that was revoked when the administration began targeting international students.\u00a0<\/p>\n<p>Harsono is now out on bond and awaiting finalization of his green card, his attorney said. Officials with Avera Medical Center did not respond to requests for comment.<\/p>\n<p>The change in sensitive area guidelines doesn\u2019t mean law officers can access any part of a facility, according to Jenny Horne, an attorney with the Legal Aid Society of San Mateo County. (Photo by Sydney Lovan\/News21)<\/p>\n<p>She pointed to one patient who in March needed a lifesaving blood thinner medication. \u201cWe don\u2019t know if she was afraid to come in to pick up, so we went and dropped the medication to her,\u201d said Hagans, who works at Maimonides Medical Center in New York City.<\/p>\n<p>\u201cI need to be able to get up every day and do my job and save patients\u2019 lives, regardless of their immigration status,\u201d she added. \u201cOur job is to do no harm.\u201d\u00a0<\/p>\n<p><a href=\"https:\/\/www.kff.org\/racial-equity-and-health-policy\/issue-brief\/living-in-an-undocumented-immigrant-family-under-the-second-trump-administration-fear-uncertainty-and-impacts-on-health-and-well-being\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Research<\/a> confirms that people in the country illegally are worried about obtaining health care under the second Trump administration. Even immigrants with legal status are avoiding care, according to health policy organization KFF. In a <a href=\"https:\/\/www.kff.org\/racial-equity-and-health-policy\/poll-finding\/kff-survey-of-immigrants-views-and-experiences-in-the-early-days-of-president-trumps-second-term\/#:~:text=About%20six%20in%20ten%20(61,12%25)\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">May survey<\/a>, 1 in 10 lawfully present immigrants said they or a family member had avoided seeking care since President Donald Trump took office.<\/p>\n<p>On an early June afternoon outside a health clinic in San Jose, Rafael, a 54-year-old from El Salvador, acknowledged how hesitant he was to go for in-person care. In April, he was assaulted during a robbery; he still has trouble speaking because of his injuries. He asked that his full name not be disclosed, out of fear for his safety.\u00a0<\/p>\n<p>\u201cI was working in maintenance for some apartments and did what I could, but today I\u2019m not doing well. I can\u2019t work, and I can\u2019t help with anything,\u201d he said, adding that these days, he rarely leaves the house over worries he could be detained.\u00a0<\/p>\n<p>\u201cI am scared to sit outside,\u201d he said.<\/p>\n<p>Amid the administration\u2019s actions, health care advocates and unions are working to educate patients and workers alike. They also are pushing lawmakers for added protections.\u00a0<\/p>\n<p>At Hagans\u2019 hospital in New York, employees have protocols about what to do if ICE shows up: Take a badge number, and call a 24-hour number for assistance.\u00a0<\/p>\n<p>\u201cOur job is not to say, \u2018Patient so-and-so is in such room,\u2019 \u201d Hagans said.\u00a0<\/p>\n<p>In New York, her union has distributed know-your-rights pamphlets in community centers, churches and food banks. The pamphlets encourage patients to carry valid immigration documents to appointments and remind them of their right to remain silent.\u00a0\u00a0<\/p>\n<p>In California, nurses at Chinese Hospital in San Francisco <a href=\"https:\/\/www.nationalnursesunited.org\/press\/sf-nurses-to-hold-informational-picket-for-patient-safety-at-chinese-hospital\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">have picketed<\/a> for patient safety, and the California Hospital Association <a href=\"https:\/\/calhospital.org\/file\/summary-of-immigration-and-citizenship-executive-orders\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">published guidance<\/a> about how hospitals should handle patient privacy and enforcement activity.<\/p>\n<p>In Colorado, a recently signed <a href=\"https:\/\/leg.colorado.gov\/sites\/default\/files\/2025a_276_signed.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">law<\/a> expands protections for immigrants at public medical facilities. Policies restrict the release of certain data, prevent agents from entering nonpublic spaces without a warrant and prohibit arrests of noncriminal immigrants while they are in court-ordered behavioral health treatment.\u00a0<\/p>\n<p>\u201cI really just don\u2019t think that a clinic is the place to be doing this,\u201d said Dr. Apoorva Ram, an internal medicine physician in Aurora, Colorado, who co-authored an <a href=\"https:\/\/coloradosun.com\/2025\/05\/01\/opinion-colorado-immigrant-rights-senate-bill-276\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">op-ed<\/a> in support of the legislation.\u00a0<\/p>\n<p>Some states, however, are taking the opposite stance. In Ohio, a <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1894436\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">bill<\/a> pending in the Legislature would require hospitals to give immigration agents access \u2014 or lose certain funding. And a <a href=\"https:\/\/www.azleg.gov\/legtext\/57leg\/1r\/bills\/sb1268p.htm\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">bill<\/a> in Arizona would have required some hospitals to record their patients\u2019 immigration status, but it was vetoed by the state\u2019s Democratic governor.<\/p>\n<p>\u2018A chilling message\u2019<\/p>\n<p>In California, Vaughn serves as co-chair of the immigration work group for SEIU-United Healthcare Workers West, a union representing more than 120,000 people.\u00a0<\/p>\n<p>He passes out know-your-rights cards at medical facilities and rallies. It also would require health workers to notify higher-ups if immigration agents requested access to a facility, a patient or provider documents.\u00a0\u00a0<\/p>\n<p>\u201cThe recent presence of immigration agents at hospitals and clinics sends a chilling message that even in a medical emergency, patients and workers alike are at risk for being targeted and deported,\u201d Vaughn told the committee.<\/p>\n<p>Like so many others fighting for immigrants\u2019 access to care, Vaughn is driven by his own background.\u00a0<\/p>\n<p>He was an infant when his parents brought him to the U.S. from Colombia, and he remained a green card holder until adulthood. At 14, he recalled, he was separated from his mother at the Los Angeles airport when returning from overseas. (Photo by Alissa Gary\/News21)<\/p>\n<p>\u201cFrom my observations and my conversations with my co-workers, I do not believe people are ready for an ICE raid that would be looking to take our patients, let alone even themselves,\u201d he said.\u00a0<\/p>\n<p>Immigrants make up a growing portion of health care workers in the U.S., studies show. According to the Baker Institute for Public Policy at Rice University, the percentage of <a href=\"https:\/\/www.bakerinstitute.org\/research\/understanding-role-immigrants-us-health-sector-employment-trends-2007-21\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">health workers<\/a> who are immigrants increased from 14.2% to 16.5% from 2007 to 2021. The total number of health care workers in the U.S. grew by 4 million in that time.\u00a0<\/p>\n<p>\u201cWe have nurses from India, the Philippines, Asia, Africa,\u201d said Sandy Reding, president of the California Nurses Association. \u201cWe have nurses from all over the world coming to help us, and we need them.\u201d\u00a0<\/p>\n<p>A <a href=\"https:\/\/www.kff.org\/racial-equity-and-health-policy\/issue-brief\/what-role-do-immigrants-play-in-the-hospital-workforce\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">KFF analysis<\/a> shows that at U.S. hospitals, immigrants account for about 1 in 6 clinical and nonclinical workers and more than a quarter of doctors.\u00a0<\/p>\n<p><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/1757278453_788_KFF.png\" alt=\"\"\/><\/p>\n<p>Seema Kanani is one of those immigrant health care workers. She was 11 when her family immigrated to the U.S. from India, and she remembers wishing that she could just blend in.\u00a0<\/p>\n<p>\u201cAs I became an adult, that feeling kind of became my guiding light,\u201d she said. \u201cNo one should ever feel that way.\u201d<\/p>\n<p>She is now a medical social worker for elderly patients at a clinic in Milpitas and an organizer with SEIU-United Healthcare Workers West, helping to pass out know-your-rights cards and ensure that hospital administrators safeguard the rights of immigrant patients.\u00a0<\/p>\n<p>Kanani recalled how she had to advocate for her father when he was in the hospital a few years ago. \u201cThat was it for me,\u201d she said. \u201cI realized I\u2019m in this work for my passion, because I truly do believe health care is a human right, and why do people have to worry and struggle for a basic right?\u201d<\/p>\n<p>The sensitive location change isn\u2019t the only action affecting immigrant health care under the second Trump administration.\u00a0<\/p>\n<p>After reporting by the Associated Press, the attorneys general of 20 states <a href=\"https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-bonta-secures-preliminary-relief-blocking-california%E2%80%99s-medicaid\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">sued<\/a> the administration for turning over Medicaid recipients\u2019 personal information to the Department of Homeland Security for immigration enforcement purposes.<\/p>\n<p><a href=\"https:\/\/i0.wp.com\/stocktonia.org\/wp-content\/uploads\/2025\/09\/Immigrant-Health-Care_10-scaled.jpg?ssl=1\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" data-attachment-id=\"51957\" data-permalink=\"https:\/\/stocktonia.org\/news\/health\/2025\/09\/06\/advocates-fight-for-immigrant-health-care-amid-trump-policy-changes\/attachment\/immigrant-health-care_10\/\" data-orig-file=\"https:\/\/i0.wp.com\/stocktonia.org\/wp-content\/uploads\/2025\/09\/Immigrant-Health-Care_10-scaled.jpg?fit=2560%2C1707&amp;ssl=1\" data-orig-size=\"2560,1707\" data-comments-opened=\"0\" data-image-meta=\"{&quot;aperture&quot;:&quot;0&quot;,&quot;credit&quot;:&quot;&quot;,&quot;camera&quot;:&quot;&quot;,&quot;caption&quot;:&quot;&quot;,&quot;created_timestamp&quot;:&quot;1751279710&quot;,&quot;copyright&quot;:&quot;&quot;,&quot;focal_length&quot;:&quot;0&quot;,&quot;iso&quot;:&quot;0&quot;,&quot;shutter_speed&quot;:&quot;0&quot;,&quot;title&quot;:&quot;&quot;,&quot;orientation&quot;:&quot;1&quot;}\" data-image-title=\"Immigrant Health Care_10\" data-image-description=\"\" data-image-caption=\"&lt;p&gt;An individual approaches the SEIU-United Healthcare Workers West office on June 30, 2025, in Oakland. (Photo by Alissa Gary\/News21)<\/p>\n<p>In other moves, the massive tax and spending cut <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">bill<\/a> Trump signed on July 4 makes some lawfully present immigrants, including refugees and asylees, <a href=\"https:\/\/www.kff.org\/policy-watch\/potential-impacts-of-2025-budget-reconciliation-on-health-coverage-for-immigrant-families\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">ineligible<\/a> for traditional Medicaid and Medicare, as well as the federal Children\u2019s Health Insurance Program.<\/p>\n<p>It also slashes Medicaid by about $900 billion, <a href=\"https:\/\/www.kff.org\/medicaid\/issue-brief\/allocating-cbos-estimates-of-federal-medicaid-spending-reductions-across-the-states-enacted-reconciliation-package\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">analyses show<\/a>, and is expected to increase the number of uninsured people in the country by about 10 million.<\/p>\n<p>Community health centers, which provide care regardless of a patient\u2019s insurance status or ability to pay, received 43% of their funding from Medicaid in 2023, according to a KFF analysis.\u00a0<\/p>\n<p>\u201cThe money you cut from Medicaid means that the hospital has less money coming in and the health center has less money coming in,\u201d said Steve Weinman, a consultant who has been involved in the community health centers movement for decades.<\/p>\n<p>\u201cBasically, all these entities are going to be sitting here with a big hole in their budget, and they\u2019re going to have to cut services,\u201d he added.\u00a0<\/p>\n<p>At the state level, even Democratic strongholds such as Illinois and California have <a href=\"https:\/\/www.kff.org\/policy-watch\/recent-state-actions-impacting-immigrants-access-to-state-funded-health-coverage-and-other-public-programs\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">reduced or eliminated<\/a> health programs for immigrants.\u00a0<\/p>\n<p>Citing budget constraints, Illinois on July 1 ended its Health Benefits for Immigrant Adults <a href=\"https:\/\/hfs.illinois.gov\/medicalclients\/healthbenefitsforimmigrants\/healthbenefitsforimmigrantadults.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">program<\/a>, which provided care to immigrants ages 42-64 who had no legal status.<\/p>\n<p>Only a year ago, California opened its public health insurance program, <a href=\"https:\/\/stocktonia.org\/news\/health\/2024\/04\/15\/medi-cal-now-covers-undocumented-people-of-all-ages-how-valley-groups-are-getting-the-word-out\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Medi-Cal, to all eligible residents<\/a>, regardless of immigration status. But in June, Gov. Gavin Newsom signed a budget that <a href=\"https:\/\/ebudget.ca.gov\/2025-26\/pdf\/Enacted\/BudgetSummary\/HealthandHumanServices.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">freezes<\/a> new enrollment to anyone 19 or older who is in the state illegally. That freeze starts Jan. 1.<\/p>\n<p>For many other unauthorized immigrants who already are enrolled in the program, dental benefits will end in 2026, and a new $30 monthly premium kicks in starting in 2027.<\/p>\n<p><a href=\"https:\/\/budgettrack.blob.core.windows.net\/btdocs2025\/summary-of-the-budget-act-of-2025-final.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">State leaders<\/a> said the cuts were needed, in part, because of \u201cfaster than projected\u201d growth of Medi-Cal and other <a href=\"https:\/\/stocktonia.org\/news\/health\/2025\/03\/18\/californias-medi-cal-shortfall-hits-6-2-billion-with-unprecedented-cost-increases\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">costs affecting the state budget<\/a>, including recovery from the <a href=\"https:\/\/stocktonia.org\/news\/california-fires\/2025\/02\/11\/haunting-before-and-after-images-show-devastation-of-california-fires\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Los Angeles wildfires<\/a>.\u00a0<\/p>\n<p>Johanna Liu is president and CEO of the San Francisco Community Clinic Consortium, a partnership of 12 community health centers that Liu said serve around 110,000 patients annually.\u00a0<\/p>\n<p>Of concern to Liu is that the new budget ends a system that reimbursed these clinics at a higher rate to help cover the cost of caring for the uninsured and underserved.\u00a0\u00a0<\/p>\n<p>\u201cSo, if clinics can\u2019t get this rate, they\u2019re the ones that have to make tough choices: Do I continue to see my patient, or do I not continue to see my patient because I can\u2019t afford to?\u201d she said.<\/p>\n<p>Some doctors said providing health care to immigrants is more cost-effective than not doing so.\u00a0<\/p>\n<p>Dr. Annie Ro, a professor at UC Irvine cited the My Health LA program, which ran from 2014 to 2024 in Los Angeles County and connected uninsured patients \u2014 including immigrants \u2014 with care.\u00a0<\/p>\n<p>Ro, who researched the program\u2019s effects, said patients did not require costly health care services, such as emergency room visits or hospitalizations, as frequently.\u00a0<\/p>\n<p>\u201cWhen this population \u2026 has good and complete access to care, they can avoid some of these costly (emergency department) visits,\u201d she said.<\/p>\n<p><a href=\"https:\/\/i0.wp.com\/stocktonia.org\/wp-content\/uploads\/2025\/09\/Immigrant-Health-Care_12-scaled.jpg?ssl=1\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" data-attachment-id=\"51958\" data-permalink=\"https:\/\/stocktonia.org\/news\/health\/2025\/09\/06\/advocates-fight-for-immigrant-health-care-amid-trump-policy-changes\/attachment\/immigrant-health-care_12\/\" data-orig-file=\"https:\/\/i0.wp.com\/stocktonia.org\/wp-content\/uploads\/2025\/09\/Immigrant-Health-Care_12-scaled.jpg?fit=2560%2C1707&amp;ssl=1\" data-orig-size=\"2560,1707\" data-comments-opened=\"0\" data-image-meta=\"{&quot;aperture&quot;:&quot;0&quot;,&quot;credit&quot;:&quot;&quot;,&quot;camera&quot;:&quot;&quot;,&quot;caption&quot;:&quot;&quot;,&quot;created_timestamp&quot;:&quot;1749911494&quot;,&quot;copyright&quot;:&quot;&quot;,&quot;focal_length&quot;:&quot;0&quot;,&quot;iso&quot;:&quot;0&quot;,&quot;shutter_speed&quot;:&quot;0&quot;,&quot;title&quot;:&quot;&quot;,&quot;orientation&quot;:&quot;1&quot;}\" data-image-title=\"Immigrant Health Care_12\" data-image-description=\"\" data-image-caption=\"&lt;p&gt;Armed U.S. Marines guard the back entrance to the Edward R. The <a href=\"https:\/\/timesofsandiego.com\/politics\/2017\/10\/05\/rebuke-trump-gov-brown-signs-california-sanctuary-state-bill\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">state restricts law enforcement from assisting in federal immigration arrests<\/a>. And when the Trump administration deployed several thousand troops to Los Angeles this summer to counter anti-ICE protests, <a href=\"https:\/\/stocktonia.org\/news\/politics\/2025\/06\/09\/california-sues-trump-but-chooses-to-avoid-a-power-struggle\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Newsom and others pushed back<\/a>.<\/p>\n<p>But given the new restrictions at the state level, advocates are concerned.\u00a0<\/p>\n<p>Kanani questioned the idea of the Golden State as an immigrant sanctuary \u2014 which, she said, is a place where someone can speak out in public without fear of retaliation or harm.\u00a0<\/p>\n<p>\u201cThe minute <a href=\"https:\/\/stocktonia.org\/news\/politics\/2025\/06\/09\/twentynine-palms-marines-join-national-guard-deployment-in-la\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Marines and National Guard<\/a> were present in our streets, it stopped being a sanctuary state,\u201d she said. \u201cThe minute we separated undocumented folks from basic rights, it\u2019s no longer sanctuary.\u201d<\/p>\n<p>As for the state\u2019s cuts to immigrant health care: \u201cNow we have set a model for, \u2018Oh, well, if California can do this, then we can do this,\u2019 \u201d she said. \u201cIf our line in the sand is here, other states may put their line way more conservative, and then what?\u201d\u00a0<\/p>\n<p>News21 reporter Alissa Gary contributed to this story.
