{"id":211631,"date":"2025-09-09T01:58:13","date_gmt":"2025-09-09T01:58:13","guid":{"rendered":"https:\/\/www.europesays.com\/us\/211631\/"},"modified":"2025-09-09T01:58:13","modified_gmt":"2025-09-09T01:58:13","slug":"could-national-guard-soldiers-be-deployed-in-dallas-to-combat-crime","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/211631\/","title":{"rendered":"Could National Guard soldiers be deployed in Dallas to combat crime?"},"content":{"rendered":"<p class=\"body-text-paragraph\">WASHINGTON \u2013 Texas Republicans laud <a href=\"https:\/\/www.dallasnews.com\/topic\/donald-trump\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/topic\/donald-trump\/\">President Donald Trump\u2019s<\/a> deployment of <a href=\"https:\/\/www.dallasnews.com\/news\/national\/2025\/09\/04\/dc-sues-trumps-national-guard-deployment-saying-it-is-a-military-occupation\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/national\/2025\/09\/04\/dc-sues-trumps-national-guard-deployment-saying-it-is-a-military-occupation\/\">National Guard troops in D.C.,<\/a> saying the move has helped reduce violent crime in the nation\u2019s capital and bolstered public safety.<\/p>\n<p class=\"body-text-paragraph\">Trump has signaled he could do the same in other cities such as <a href=\"https:\/\/www.dallasnews.com\/news\/national\/2025\/09\/03\/trump-suggests-national-guard-could-go-to-new-orleans-blue-city-in-red-state\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/national\/2025\/09\/03\/trump-suggests-national-guard-could-go-to-new-orleans-blue-city-in-red-state\/\">Chicago and New Orleans<\/a>. Illinois Gov. J.B. Pritzker, a Democrat, said recently he had reason to believe Trump was preparing the Texas National Guard for deployment in his state.<\/p>\n<p class=\"body-text-paragraph\">Texas state officials pushed back on those statements as inaccurate, but Republican Gov. Greg Abbott has not ruled out sending troops to another city, including Chicago, in support of Trump\u2019s law-and-order agenda.<\/p>\n<p class=\"body-text-paragraph\">\u201cGovernor Abbott and the State of Texas are ready, willing, and able to deploy all necessary resources to clean up the streets of Chicago should President Trump call upon us to do so,\u201d Abbott spokesman Andrew Mahaleris said in a statement.<\/p>\n<p>Political Points<\/p>\n<p class=\"dmnc_features-cta-social-article-cta-social-module__3beff secondaryRoman secondaryRoman-20 text-center text-gray-dark\">Get the latest politics news from North Texas and beyond.<\/p>\n<p class=\"dmnc_features-cta-social-article-cta-social-module__8MgJa flex flex-wrap text-gray-dark secondaryRoman secondaryRoman-20 text-center justify-center\">By signing up, you agree to our\u00a0<a class=\"dmnc_features-cta-social-article-cta-social-module__lU9-l border-b border-gray-dark hover_border-0 focus_border-0 active_border-0\" href=\"https:\/\/www.dallasnews.com\/help\/terms-of-service\/\" rel=\"nofollow noopener\" target=\"_blank\">Terms of Service<\/a>\u00a0and\u00a0<a class=\"dmnc_features-cta-social-article-cta-social-module__lU9-l border-b border-gray-dark hover_border-0 focus_border-0 active_border-0\" href=\"https:\/\/www.dallasnews.com\/help\/privacy-policy\" rel=\"nofollow noopener\" target=\"_blank\">Privacy Policy.<\/a><\/p>\n<p class=\"body-text-paragraph\">There\u2019s less enthusiasm among Texas politicians for deploying the National Guard to curb violent crime in Texas cities.<\/p>\n<p class=\"body-text-paragraph\">U.S. <a href=\"https:\/\/www.dallasnews.com\/person\/52ba82d3-20fb-25ec-0cae-0eae054ecb36\/john-cornyn\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/person\/52ba82d3-20fb-25ec-0cae-0eae054ecb36\/john-cornyn\/\">Sen. John Cornyn, R-Texas<\/a>, held a news conference last week to <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/09\/04\/ted-cruz-and-john-cornyn-push-to-repeal-dc-police-law-adopted-after-george-floyds-death\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/09\/04\/ted-cruz-and-john-cornyn-push-to-repeal-dc-police-law-adopted-after-george-floyds-death\/\">praise Trump\u2019s D.C. deployment<\/a>.<\/p>\n<p class=\"body-text-paragraph\">Asked if the same approach should be used to reduce crime in Texas cities such as Dallas, Cornyn said he has confidence in Abbott and Dallas Mayor Eric Johnson to handle the situation.<\/p>\n<p class=\"body-text-paragraph\">Joseph Nunn, counsel with the Brennan Center for Justice\u2019s liberty and national security program, focuses on domestic activities of the U.S. military.<\/p>\n<p class=\"body-text-paragraph\">Nunn said Trump would need to federalize the Texas National Guard for them to deploy to Chicago \u2013 Abbott can\u2019t send them on his own authority at Trump\u2019s request.<\/p>\n<p class=\"body-text-paragraph\">\u201cTexas cannot send its national guard into Illinois without Illinois\u2019 consent,\u201d Nunn said. \u201cU.S. states may not invade one another.\u201d<\/p>\n<p class=\"body-text-paragraph\">If Trump federalizes the Texas National Guard and orders them to Chicago, they would be limited to specific missions such as guarding federal property or supporting immigration enforcement officers, he said.<\/p>\n<p class=\"body-text-paragraph\">\u201cThe president and the federal government as a whole has no authority to go into a state or a city within a state and take over local policing,\u201d Nunn said. \u201cThat is simply beyond the federal government\u2019s power.\u201d<\/p>\n<p class=\"body-text-paragraph\">D.C. presents a different legal situation as the president has more authority over the federal district. Nunn highlighted how Trump has been making more comments about the potential for National Guard troops to be sent into New Orleans.<\/p>\n<p class=\"body-text-paragraph\">In that case, the Republican governor of Louisiana could use his authority to direct his state\u2019s national guard with fewer restrictions than federal troops face.<\/p>\n<p class=\"body-text-paragraph\">Abbott could similarly send Texas National Guard troops to Dallas or Houston.<\/p>\n<p class=\"body-text-paragraph\">Mahaleris said Abbott supports using every tool and strategy to help the Trump administration on deportations and homeland security operations. He did not indicate whether Abbott is considering deploying the guard into Texas cities with a mission to reduce violent crime.<\/p>\n<p class=\"body-text-paragraph\">Johnson <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2023\/09\/22\/dallas-mayor-eric-johnson-announces-he-is-switching-to-republican-party\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2023\/09\/22\/dallas-mayor-eric-johnson-announces-he-is-switching-to-republican-party\/\">left the Democratic party<\/a> for the GOP two years ago, so deploying Guard troops to Dallas would run counter to Republican messaging that it is cities run by Democrats that are allowing crime to run rampant.<\/p>\n<p class=\"body-text-paragraph\">Neither Johnson nor Houston Mayor John Whitmire responded to emailed requests for comment on the potential deployment of troops to their cities.<\/p>\n<p class=\"body-text-paragraph\">U.S. Rep. Keith Self, R-McKinney, highlighted last week that D.C.\u2019s status as a federal enclave gives the president broader authority to use the guard there.<\/p>\n<p class=\"body-text-paragraph\">He said the Trump administration would need to figure out how to conduct deployments elsewhere in line with the Constitution.<\/p>\n<p class=\"body-text-paragraph\">\u201cI want to be very careful that we meet the constitutional bars before we deploy the National Guard into the states, because the governors have their own equities, their own authorities,\u201d Self said. \u201cThe use of the military forces inside the United States is very carefully circumscribed by the Constitution.\u201d<\/p>\n<p class=\"body-text-paragraph\">Self highlighted the distinction between use of the military for domestic operations in cities and a potential surge of immigration enforcement agents into jurisdictions such as Chicago, which the administration has discussed.<\/p>\n<p class=\"body-text-paragraph\">It\u2019s possible the administration will opt for a small deployment of National Guard troops to Chicago to back up a surge of immigration enforcement and respond to protests similar to <a href=\"https:\/\/www.dallasnews.com\/news\/immigration\/2025\/07\/15\/pentagon-ends-deployment-of-2000-national-guard-troops-in-los-angeles\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/immigration\/2025\/07\/15\/pentagon-ends-deployment-of-2000-national-guard-troops-in-los-angeles\/\">what it did in Los Angeles<\/a>.<\/p>\n<p class=\"body-text-paragraph\">Nunn highlighted how National Guard soldiers in D.C. can be seen wandering around parts of downtown and the National Mall, hanging out in public transit stations and picking up trash.<\/p>\n<p class=\"body-text-paragraph\">He suggested using them for such purposes represents a misuse of resources, undermining military morale and readiness and pulling personnel away from missions such as responding to disasters like the <a href=\"https:\/\/www.dallasnews.com\/news\/2025\/07\/10\/president-trump-to-visit-texas-hill-country-flood-region-on-friday\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/news\/2025\/07\/10\/president-trump-to-visit-texas-hill-country-flood-region-on-friday\/\">recent Kerr County flooding<\/a>.<\/p>\n<p class=\"body-text-paragraph\">\u201cSoldiers are not police officers. This is not their job. They\u2019re not trained to be police officers and they have other responsibilities that are important,\u201d Nunn said.<\/p>\n<p class=\"body-text-paragraph\">He said there also are philosophical reasons to keep the military outward facing and tasked with fighting foreign enemies rather than domestic policing.<\/p>\n<p class=\"body-text-paragraph\">\u201cYou do not have to look very far to see what can happen in a country where the military starts to think of itself as a domestic political actor,\u201d Nunn said.<\/p>\n<p class=\"body-text-paragraph\">He highlighted Trump sending troops to the U.S.-Mexico border, using military aircraft for deportation flights and dispatching military personnel to Los Angeles to assist immigration enforcement agents.<\/p>\n<p class=\"body-text-paragraph\">\u201cWe have never seen in this country a president do this many things to involve the military in what is fundamentally routine law enforcement,\u201d he said.<\/p>\n<p class=\"body-text-paragraph\">The law-and-order message has some bipartisan appeal.<\/p>\n<p class=\"body-text-paragraph\">U.S. Rep. Vicente Gonzalez, D-McAllen, said he doesn\u2019t think National Guard troops are necessary in Texas, which he said has good law and order, but areas struggling with violent crime in other states might benefit from the help.<\/p>\n<p class=\"body-text-paragraph\">\u201cI know he\u2019s doing it for political purposes,\u201d Gonzalez said of Trump. \u201cBut I\u2019m all for safety . . . I don\u2019t think we should be opposing safer communities, as long as they\u2019re not abusive to members of those communities.\u201d<\/p>\n<p class=\"body-text-paragraph\">He recalled being the victim of an attempted mugging in an area not far from the U.S. Capitol where he recently saw National Guard personnel hanging around.<\/p>\n<p class=\"body-text-paragraph\">He said he\u2019d rather see those troops than unidentified masked individuals \u201cpicking brown people off the street.\u201d<\/p>\n<p class=\"body-text-paragraph\">U.S. Sen. <a href=\"https:\/\/www.dallasnews.com\/person\/c0ba82cb-10a8-1ce7-2a10-50edcb83b4fc\/ted-cruz\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.dallasnews.com\/person\/c0ba82cb-10a8-1ce7-2a10-50edcb83b4fc\/ted-cruz\/\">Ted Cruz, R-Texas<\/a>, said the approach of sending guard troops is designed for a crisis in which local and state leadership is refusing to follow the law. He said sanctuary jurisdictions are defying federal immigration law. <\/p>\n<p class=\"body-text-paragraph\">\u201cLocal officials don\u2019t have the legal authority to defy federal law, and that\u2019s the pattern we\u2019re seeing,\u201d he said.<\/p>\n<p class=\"body-text-paragraph\">U.S. Rep. Roger Williams, R-Willow Park, said he hasn\u2019t studied the crime statistics to say for sure whether National Guard troops are needed in areas of Texas.<\/p>\n<p class=\"body-text-paragraph\">If they were needed, he said he would support their usage and he predicted Texans would as well because they want public safety.<\/p>\n<p class=\"body-text-paragraph\">\u201cWhen you talk to people on the street, they all want it. They want to have their life back,\u201d Williams said. \u201cWhy should crime have overtaken our cities. Why should we let that happen?\u201d<\/p>\n<p class=\"body-text-paragraph\">U.S. Rep.
