The strike on the territory of a U.S. ally marked a stunning escalation and risked upending talks aimed at <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-palestinians-hamas-war-news-09-08-2025-e91a0c8d415b489d5a8da42501cfc366\" rel=\"nofollow noopener\" target=\"_blank\">winding down the war<\/a> and freeing hostages.<\/p>\n<p>Qatar, an energy-rich U.S. ally hosting thousands of American troops, has served as a key mediator between Israel and Hamas for several years, even before the war. Hamas has survived numerous assassinations of top leaders and is still intact in Gaza, despite having suffered major blows since the outbreak of the war triggered by its Oct. 7, 2023, attack on Israel.<\/p>\n<p>The future of <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-palestinians-hamas-offensive-gaza-city-ceasefire-2521a7370ab1cd32cbf28943cc8d542e\" rel=\"nofollow noopener\" target=\"_blank\">the long-stalled ceasefire talks<\/a> was more uncertain, as Israel gears up for <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-palestinians-hamas-war-gaza-offensive-netanyahu-explainer-614c49ba068155488e67731fdabafce4\" rel=\"nofollow noopener\" target=\"_blank\">a major offensive aimed at taking over Gaza City<\/a>. That escalation has been met with heavy international condemnation and opposition within Israel from those who fear it will doom the remaining hostages.<\/p>\n<p>U.N. Secretary General Antonio Guterres condemned the attack, saying \u201call parties must work towards achieving a permanent ceasefire, not destroying it.\u201d <\/p>\n<p>Israel had long threatened Hamas in Qatar<\/p>\n<p>Israel has long threatened to strike Hamas leaders wherever they are. While it has often welcomed Qatar\u2019s role as a mediator, alongside Egypt, it has also accused the Gulf nation of not putting enough pressure on the group.<\/p>\n<p>In contrast to previous Israeli operations against <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-iran-ismail-haniyeh-killed-tehran-hamas-2d16ae7ed668b954ac0e7a53eaf92671\" rel=\"nofollow noopener\" target=\"_blank\">senior militants abroad<\/a>, Israeli Prime Minister Benjamin Netanyahu was quick to publicly claim the strike, saying: \u201cIsrael initiated it, Israel conducted it and Israel takes full responsibility.\u201d<\/p>\n<p>He said the decision was taken Monday after <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-jerusalem-shooting-a71a30ef7eaeb7a350acc1ca42e0424d\" rel=\"nofollow noopener\" target=\"_blank\">a shooting attack in Jerusalem<\/a> that killed six people and an attack on Israeli forces in Gaza that killed four soldiers.<\/p>\n<p>The military said it used \u201cprecise munitions and additional intelligence\u201d in the strike, without elaborating. An Israeli official, speaking on condition of anonymity to discuss details beyond the statement, confirmed the strike targeted Hamas.<\/p>\n<p>The Israeli official and another person familiar with the matter who was not authorized to comment publicly said Israel alerted the U.S. ahead of time. Pentagon officials referred questions to the White House, where officials did not immediately respond. <\/p>\n<p>Qatar condemned what it referred to as a \u201ccowardly Israeli attack\u201d on Hamas\u2019 political headquarters in Doha. Foreign Ministry spokesman Majed al-Ansari called it a \u201cflagrant violation of all international laws and norms\u201d and said Qatar \u201cwill not tolerate this reckless Israeli behavior.\u201d<\/p>\n<p>The U.S. Embassy in Qatar said that it had instituted a shelter-in-place order for its facilities.<\/p>\n<p>Ceasefire negotiations in question<\/p>\n<p>Earlier this week, U.S. President Donald Trump said he was giving his \u201clast warning\u201d to Hamas regarding <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-palestinians-hamas-offensive-gaza-city-ceasefire-2521a7370ab1cd32cbf28943cc8d542e\" rel=\"nofollow noopener\" target=\"_blank\">a possible ceasefire<\/a>, as the U.S. advanced a new proposal that Arab officials said included the immediate release of all the hostages.<\/p>\n<p>A senior Hamas official called it a \u201chumiliating surrender document,\u201d but the militant group said it would discuss the proposal and respond within days.<\/p>\n<p>An Egyptian official said the strike came when a meeting by Hamas officials over the talks had been scheduled for the site. The official spoke on condition of anonymity, because he wasn\u2019t authorized to talk to reporters.<\/p>\n<p>The proposal, presented by Trump\u2019s Middle East envoy, Steve Witkoff, calls for a negotiated end of the war and the withdrawal of Israeli forces from Gaza once the hostages are released and a ceasefire is established. That\u2019s according to Egyptian and Hamas officials familiar with the talks, who spoke on condition of anonymity to discuss the closed-door discussions.<\/p>\n<p>Hamas has said it will only release the remaining 48 hostages, around 20 of them believed to be alive, in exchange for Palestinian prisoners, a lasting ceasefire and a complete Israeli withdrawal from Gaza. Netanyahu has rejected those terms, saying the war will continue until all the hostages are returned and Hamas has been disarmed, with Israel maintaining open-ended security control over Gaza.<\/p>\n<p>Mediators had previously focused on brokering a temporary ceasefire and the release of some hostages, with the two sides then holding talks on a more permanent truce. Witkoff walked away from those talks in July, after which <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-palestinians-hamas-war-ceasefire-hostages-talks-trump-f3d4c2e92fa59452954e799a75705861\" rel=\"nofollow noopener\" target=\"_blank\">Hamas accepted a proposal<\/a> that the mediators said was almost identical to an earlier one that Israel had approved.<\/p>\n<p>International Outrage<\/p>\n<p>The war in Gaza has already left Israel <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/genocide-scholars-israel-gaza-war-9b24a48075b1d150b9bba8a8ae911cd2\" rel=\"nofollow noopener\" target=\"_blank\">increasingly isolated internationally<\/a>, with even many of its Western allies calling for it to end the war and do more to address the humanitarian catastrophe in Gaza, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/gaza-famine-hunger-israel-ceasefire-a5f88e20db2a5c4f754117de9bdada69\" rel=\"nofollow noopener\" target=\"_blank\">parts of which are experiencing famine<\/a>.<\/p>\n<p>Abdullah bin Zayed Al Nahyan, the United Arab Emirates\u2019 foreign minister, expressed \u201cfull solidarity with our dear Qatar\u201d shortly after the attack. <\/p>\n<p>The United Arab Emirates <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-palestinians-hamas-war-news-09-03-2025-15a7856a92d4663527598e46dd91b789\" rel=\"nofollow noopener\" target=\"_blank\">recently warned Israel<\/a> that any move to annex the occupied West Bank would threatened the Abraham Accords, a landmark agreement brokered by Trump during his first term in which the two nations normalized relations.<\/p>\n<p>Trump hopes to expand those accords to include regional heavyweight Saudi Arabia, but those prospects have dimmed as the war has ground on.<\/p>\n<p>Saudi Crown Prince Mohammed bin Salman described the strike as a \u201ccriminal act and a flagrant violation of international law\u201d in a phone call with Qatar\u2019s ruler.<\/p>\n<p>___<\/p>\n<p>Federman reported from Jerusalem.
