County&#8217;s $2.8B budget focuses on jail, elections, courts"},"content":{"rendered":"<p>Bexar County Commissioners approved a $2.8 billion budget for the 2025-26 fiscal year, including big investments in <a href=\"https:\/\/sanantonioreport.org\/stretched-thin-bexar-county-jail-at-capacity-short-about-150-jailers\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">jail staff<\/a>, <a href=\"https:\/\/sanantonioreport.org\/bexar-county-san-antonio-river-authority-lays-plans-for-regional-flood-gate-system\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">automated flood gates<\/a> and new technology for the Elections Department.<\/p>\n<p>While <a href=\"https:\/\/sanantonioreport.org\/san-antonio-budget-proposal-spending-cuts-to-avoid-tax-rate-increase\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">San Antonio is making big cuts<\/a> to avoid a tax rate increase this year, the situation is <a href=\"https:\/\/sanantonioreport.org\/bexar-county-2025-budget-proposal-still-years-away-from-budget-cliff\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">different in Bexar County<\/a>, where property tax revenue from new development has helped offset waning valuations on existing property.<\/p>\n<p>On Monday, county staff told commissioners they actually had about $14 million more in revenue than previously projected \u2014 money that will go toward night vision scopes, body armor vests, <a href=\"https:\/\/sanantonioreport.org\/sheriff-javier-salazar-wants-funds-for-a-helicopter-program-he-already-hired-a-pilot\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">helicopter operational expenses<\/a> and other supplies requested by the Sheriff\u2019s Office, plus an increased cost-of-living adjustment for county employees, 3% instead of 2%.<\/p>\n<p>That\u2019s all without making major spending reductions, and while <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/bexar-county-historic-tax-rates.png\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">keeping the tax rate even<\/a> from the previous year.<\/p>\n<p>Still, county leaders acknowledge they face tough spending decisions in the not-so-distant future. <\/p>\n<p>Federal pandemic relief will dry up at the end of 2026, and commissioners haven\u2019t hashed out which ARPA-funded programs they want to discontinue versus moving into their general fund. <\/p>\n<p>Popular examples include <a href=\"https:\/\/sanantonioreport.org\/bexar-county-mental-health-crisis-response-now-available-24-7\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the SMART team<\/a> that responds to critical mental health calls, and <a href=\"https:\/\/sanantonioreport.org\/bexar-county-schools-mental-health\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">youth mental health programs<\/a> the county helped set up within local school districts.<\/p>\n<p>The county projects a <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/bexar-county-Long-Range-Financial-Forecast-5-20-25_202505271603331863.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">budget \u201ccliff\u201d by fiscal year 2028<\/a> if changes aren\u2019t made to bring spending in alignment with its revenue.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"426\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/bexar-county-long-range-budget-cliff-9-9-25.png\" alt=\"\" class=\"wp-image-5415018\"  \/><\/p>\n<p>Against that backdrop, commissioners reviewing the budget changes Monday were divided on how to use the additional $14 million, with Commissioner Grant Moody (Pct.3) suggesting the county can\u2019t afford the increased cost-of-living adjustments his colleagues requested for the county\u2019s roughly 5,000 employees.<\/p>\n<p>The Consumer Price Index suggests the cost of living in urban counties <a href=\"https:\/\/www.bls.gov\/news.release\/cpi.nr0.htm\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">rose 2.7% over<\/a> the last 12 months, and commissioners who make far more than the average employee <a href=\"https:\/\/sanantonioreport.org\/bexar-county-elected-officials-salary-raise-for-2026\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">approved their own 2% salary increase<\/a> in August. <\/p>\n<p><a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/bexar-county-elected-official-salaries-2025-2026.png\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Their new pay scale<\/a> was made public for the first time Tuesday, with commissioners making about $165,000 and the county judge making $209,000.<\/p>\n<p>\u201cWe all know we\u2019ve got to take care of our employees, but 3% is above the [Consumer Price Index], above the current [Personal Consumption Expenditures Price Index] \u2014 you name your favorite inflation measure \u2014 it is above that,\u201d Moody said.<\/p>\n<p>Commissioner Justin Rodriguez (Pct. 2) contended employees need that money because they\u2019re likely to absorb more health care costs in the coming year. A preliminary <a href=\"https:\/\/www.bexar.org\/DocumentCenter\/View\/49337\/FY-2025-26-Proposed-Budget-Presentation\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">budget presentation<\/a> last month noted the county actually plans to save about $5 million by having employees pay more for prescription drugs.<\/p>\n<p>Bexar County Judge Peter Sakai defended the final spending additions as smart investments in the nuts-and-bolts of county responsibilities: public safety, election management, the court system and employee salaries.<\/p>\n<p>Meanwhile Moody said the county should be putting the extra money into its cash reserve, which has dwindled in years of lower-than-expected property tax revenue. <\/p>\n<p>\u201cWe haven\u2019t even hit the ARPA cliff yet, that will be at the end of next year,\u201d Moody said. \u201d \u2026 Clearly, if we\u2019re spending more than we\u2019re taking in, that\u2019s not structurally sound.\u201d<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/Food-Bank-Town-Hall-2025-16.jpg\" alt=\"\" class=\"wp-image-5412344\"  \/>County Manager David Smith speaks at a town hall about a $2.8 billion dollar budget at the San Antonio Food Bank.
