But the House and Senate aren\u2019t close to getting 12 spending bills for fiscal 2026 through the normal appropriations process.<\/p>\n<p>House Speaker Mike Johnson (R-La.) told reporters in a press conference on Tuesday that \u201cwe have not done the appropriations process the way it is legally supposed to work in a long, long time around here.\u201d Lawmakers have to pass a comprehensive spending plan for fiscal 2026, or approve a continuing resolution before Oct. 1 to avoid a government shutdown.<\/p>\n<p>Johnson added that a government shutdown would be \u201cdangerous and harmful to millions of Americans,\u201d and that it \u201cis not the answer\u201d to unresolved differences between congressional Democrats and Republicans.<\/p>\n<p>\u201cIf Democrats are willing to work with us, we have our sleeves rolled up and we want to do this in good faith. We just have to think responsibly how to spend less money than we did last year. And if they\u2019re willing to do that \u2014 and it\u2019s incumbent upon all of us to do it with the high national debt \u2014 we\u2019re open to that,\u201d Johnson said. \u201cBut the ultimate question of whether there\u2019s going to be a government shutdown at the end of the month is going to be up to congressional Democrats, and that\u2019s just the way it is.<\/p>\n<p>Senate Minority Leader Chuck Schumer (D-N.Y.) said that \u201cDemocrats don\u2019t want to see a government shutdown, but avoiding one means Republicans have to show they are serious about having a real, substantive, serious negotiation.\u201d<\/p>\n<p>\u201cIf Republicans choose the path of, \u2018Do what we say or go to hell,\u2019 then they will be the ones paving the bitter road that leads towards a government shutdown,\u201d Schumer said.<\/p>\n<p>The Office of Management and Budget recently told Congress that it won\u2019t be spending $4.9 billion in congressionally approved\u00a0foreign aid, in a rarely used <a href=\"https:\/\/federalnewsnetwork.com\/budget\/2025\/08\/trump-blocks-4-9b-in-foreign-aid-congress-okd-using-maneuver-last-seen-nearly-50-years-ago\/\" target=\"_blank\" rel=\"noopener nofollow\">procedure called a \u201cpocket rescission.\u201d<\/a>Some congressional Democrats have pointed to the administration\u2019s rescissions as a major hurdle to reaching a spending deal with Republicans before the start of fiscal 2026.<\/p>\n<p>\u201cDelaying the critical work of funding the government until the end of January is only step one in President Trump and [OMB Director] Russ Vought\u2019s plan to never fund it at all,\u201d <a href=\"https:\/\/democrats-appropriations.house.gov\/news\/press-releases\/delauro-statement-president-trumps-irresponsible-request-kick-can-down-road\" rel=\"nofollow noopener\" target=\"_blank\">DeLauro said in a statement.<\/a><\/p>\n<p class=\"article-copyright\">Copyright<br \/>\n                            \u00a9\u00a02025 Federal News Network.
