They see a lower tax environment and the rollback of environmental, workplace, DEI, and other regulations that have caused them headaches in the past. They\u2019re expecting financing costs to come down when the Federal Reserve inevitably cuts interest rates. They\u2019re enjoying a more \u201cpro-business\u201d environment in Washington.<\/p>\n<p class=\"inq-p text-primary  \">If you\u2019re operating a business in the Philadelphia area, are you also optimistic? The answer I\u2019m hearing is\u2026 it depends.<\/p>\n<p>What national small business surveys say<\/p>\n<p class=\"inq-p text-primary  \">The National Federation of Independent Businesses <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.nfib.com\/news\/press-release\/new-nfib-survey-small-business-optimism-rises\/\" target=\"_blank\" rel=\"nofollow noopener\">said last month<\/a> that small business optimism rose to a level above its 52-year average as respondents reported \u201cbetter business conditions and that it is a good time to expand.\u201d <\/p>\n<p class=\"inq-p text-primary  \">Online service provider GoDaddy found in <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/finance.yahoo.com\/news\/small-businesses-show-tariff-proof-120000348.html?\" target=\"_blank\" rel=\"nofollow noopener\">their recent poll<\/a> that 72% of small businesses expect their revenues to increase or remain stable in the next six months and 45% believe the broader U.S. economy will hold steady or improve during that period. <\/p>\n<p class=\"inq-p text-primary  \">Among more than 500 small business owners <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/pnc.mediaroom.com\/2025-09-03-Small,-Mid-Sized-Business-Owners-Hit-Record-Levels-of-Optimism-Despite-Lower-Profit-Expectations,-Inflation-Concerns\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/pnc.mediaroom.com\/2025-09-03-Small,-Mid-Sized-Business-Owners-Hit-Record-Levels-of-Optimism-Despite-Lower-Profit-Expectations,-Inflation-Concerns\">recently surveyed by PNC Bank<\/a> 84% were \u201coptimistic about prospects for their own business,\u201d up from the spring (78%) and last fall (76%).<\/p>\n<p>Industry trends in the Philadelphia region<\/p>\n<p class=\"inq-p text-primary  \">The Small Business Administration (SBA) says there are more than 34 million small businesses in the country with over 2 million in <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/advocacy.sba.gov\/wp-content\/uploads\/2024\/11\/Pennsylvania.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Pennsylvania<\/a>, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/advocacy.sba.gov\/wp-content\/uploads\/2024\/11\/New_Jersey.pdf\" target=\"_blank\" rel=\"nofollow noopener\">New Jersey<\/a> and <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/advocacy.sba.gov\/wp-content\/uploads\/2024\/11\/Delaware.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Delaware<\/a> combined. <\/p>\n<p class=\"inq-p text-primary  \">In the Philadelphia area, there are more than 600,000 small businesses alone, according to the <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.economyleague.org\/resources\/philadelphias-economic-competitiveness-part-2-city-and-suburban-business-growth\" target=\"_blank\" rel=\"nofollow noopener\">Economy League of Greater Philadelphia<\/a>. These numbers are probably understated if you take into consideration all the freelancers, contractors, side-gigs and home office businesses that are likely not included. <\/p>\n<p class=\"inq-p text-primary  \">Some are doing better than others, thanks to differing industry trends.<\/p>\n<p class=\"inq-p text-primary  \">For example, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.causeiq.com\/directory\/locations\/\" target=\"_blank\" rel=\"nofollow noopener\">thousands of nonprofit organizations<\/a> in the region are already seeing a freeze or a cutback in government spending by the Trump administration. <\/p>\n<p class=\"inq-p text-primary  \">New tax benefits for charitable contributions may help. A rising stock market can also help increase their portfolios. An aging population of donors may have cause to transfer more wealth from their retirement savings to save money. But overall nonprofits are facing a tough outlook.<\/p>\n<p class=\"inq-p text-primary  \">Meanwhile, Philadelphia\u2019s two biggest industries are healthcare and education. <\/p>\n<p class=\"inq-p text-primary  \">These industries support countless small businesses that do everything from legal work to website design and fitness training, and they are also facing increased scrutiny and funding cuts by the current administration. <\/p>\n<p class=\"inq-p text-primary  \">U.S. manufacturing, which <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/advocacy.sba.gov\/wp-content\/uploads\/2023\/11\/2023-Small-Business-Economic-Profile-US.pdf\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/advocacy.sba.gov\/wp-content\/uploads\/2023\/11\/2023-Small-Business-Economic-Profile-US.pdf\">includes many small businesses<\/a> in the region, could experience a renaissance as more businesses and demand move onshore thanks to the Trump tariffs and new tax incentives for buying equipment and building facilities.<\/p>\n<p class=\"inq-p text-primary  \">Businesses in the services industry, which based on national trends probably make up around <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.investopedia.com\/the-us-services-sector-slowed-in-september-8347546?\" target=\"_blank\" rel=\"nofollow noopener\">80%<\/a> of the area\u2019s economy, will likely be little affected by tariffs. <\/p>\n<p class=\"inq-p text-primary  \">However, <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/business\/small-business\/trump-tariffs-small-businesses-china-20250426.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/business\/small-business\/trump-tariffs-small-businesses-china-20250426.html\">smaller retailers<\/a> and restaurants are already <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.pymnts.com\/restaurant-roundup\/2025\/restaurant-sales-slide-as-americans-lose-appetite-for-dining-out\/#:\" target=\"_blank\" rel=\"nofollow noopener\">seeing drop-offs<\/a> in revenues <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.inquirer.com\/business\/katz-foam-fabrics-philadelphia-trump-tariffs-china-20250409.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.inquirer.com\/business\/katz-foam-fabrics-philadelphia-trump-tariffs-china-20250409.html\">thanks to higher prices<\/a>, due to tariffs, which are driving some consumers <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/www.washingtonpost.com\/business\/2025\/08\/21\/walmart-target-tariffs\/\" target=\"_blank\" rel=\"nofollow noopener\">to big box stores<\/a> and national chains that can absorb the cost more readily.<\/p>\n<p class=\"inq-p text-primary  \">Construction and real estate, a major industry throughout the region, continues to stagnate thanks to high commercial and mortgage rates and a lack of housing supply that\u2019s driving up home prices. <\/p>\n<p>So how should local small business owners feel?<\/p>\n<p class=\"inq-p text-primary  \">Some significant challenges lie ahead for small businesses in the region.<\/p>\n<p class=\"inq-p text-primary  \">Immigration raids will continue to restrict labor availability. <\/p>\n<p class=\"inq-p text-primary  \">Higher interest rates will continue to make financing difficult. <\/p>\n<p class=\"inq-p text-primary  \">Rising inflation will cut into margins and impact consumer spending. Already, some are <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/massmarketretailers.com\/pwc-holiday-outlook-2025-shoppers-cut-back\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/massmarketretailers.com\/pwc-holiday-outlook-2025-shoppers-cut-back\/\">predicting as much as a 5% decline<\/a> in holiday spending, the most important time of the year for many small businesses. <\/p>\n<p class=\"inq-p text-primary  \">And there are other, more macro concerns. <\/p>\n<p class=\"inq-p text-primary  \">Will rising consumer debt and federal deficits impact markets? Will a geopolitical event cause supply chain disruptions? Are markets experiencing an AI bubble similar to the dot-com era? A significant stock devaluation impacts the economy in many ways, from retirement savings to currency valuation to confidence.<\/p>\n<p class=\"inq-p text-primary  \">Speaking of AI, the U.S. Chamber of Commerce <a class=\"relative z-1 text-blue-mid hover:shadow-lightmode\" data-link-type=\"article-body\" href=\"https:\/\/ipwatchdog.com\/2025\/08\/18\/us-chamber-report-small-businesses-rapidly-adopting-ai-despite-regulatory-concerns\/id=191298\/\" target=\"_blank\" rel=\"nofollow noopener\">is reporting<\/a> that in 2025, businesses have doubled their adoption of AI, but are grappling with usage, security, privacy, and regulatory concerns. <\/p>\n<p class=\"inq-p text-primary  \">This adoption will continue to expand as the technology matures and becomes more reliable. With it are great opportunities for those that figure out how to best use it. But, like any new technology, AI proliferation will also create great disruption with some businesses profiting and others losing out. <\/p>\n<p class=\"inq-p text-primary  \">Larger companies are spending hundreds of millions of dollars to leverage this technology. Many of my clients are trying to figure out where this is all going.<\/p>\n<p class=\"inq-p text-primary  \">Optimistic? Hmmm.<\/p>\n<p class=\"inq-p text-primary  \">The economic outlook is very uncertain. The current administration is unpredictable. <\/p>\n<p class=\"inq-p text-primary  \">My advice is to be careful when reading these \u201coptimism\u201d surveys. With so many small businesses in both the country and the region it\u2019s impossible to generally say how optimistic they should \u2014 or shouldn\u2019t \u2014 be. Some will always do better than others. All will face challenges. My best clients remain wary. <\/p>\n<p class=\"inq-p text-primary  \">If you\u2019re operating a small business it\u2019s good to be optimistic.
