More than 1,000 former City of Houston employees who opted into an early retirement pension program earlier this year are facing severe financial hardship after waiting nearly five months for their promised payments.<\/p>\n
Javier Medina, a former technician with the Houston Police Department, is one of the many retirees still waiting.<\/p>\n
\u201cThis is one of my biggest regrets,\u201d Medina said.<\/p>\n
He retired in April after nearly 26 years of service. While he received his first pension check in May, no payments have followed since.<\/p>\n
\u201cI\u2019m dealing with creditors and everything else that\u2019s still going unpaid,\u201d Medina shared.<\/p>\n
The delay has left him reliant on his wife\u2019s single income to support their two children, ages eight and nine. With bills mounting, Medina says he\u2019s had to repeatedly submit paperwork\u2014most recently on September 2nd.<\/p>\n
\u201cTwo weeks ago, I received another form. I\u2019m like, wow,\u201d he said. \u201cI went in-person and did the paperwork again, and now. I\u2019m just waiting.\u201d<\/p>\n
What\u2019s causing the delay?<\/p>\n
The pension board says the delays stem from an unprecedented volume of applications. Typically, they process about 30 retirement checks per month, but the early retirement incentive brought in about 1,050 applications in just a few weeks.<\/p>\n
\u201cTo be able to do over a thousand within 60 days\u2014that\u2019s unrealistic,\u201d said Councilman Edward Pollard, who has been helping affected retirees seek answers.<\/p>\n
Despite increasing staff by around 20%, the pension office has been overwhelmed, receiving more than 20 times its usual workload.<\/p>\n
Real-life impact: Loans, damaged credit, and daily stress<\/p>\n
Many retirees have been forced to take out loans, damage their credit, and live with constant financial stress as they wait for the payments they were promised.<\/p>\n
\u201cWe\u2019re limited in what we can spend. Everything\u2019s gone up\u2014car payments, insurance,\u201d said Medina. \u201cIt\u2019s really stretching us thin.\u201d<\/p>\n
Councilman Pollard expressed his disappointment:<\/p>\n
\u201cIt\u2019s just disappointing to see how everything is shaking out.\u201d<\/p>\n
A spokesperson for the pension board says all pending payments should be issued by the end of the month. But for many retirees, the financial damage has already been done.<\/p>\n
\u201cThis is a cry out for help,\u201d Medina said. \u201cIt\u2019s going to take a long time to recover for this.\u201d<\/p>\n
