Alberta\u2019s oil sands as part of a broader plan to reduce emissions from the sector and ultimately work toward a new oil pipeline, says Tim Hodgson, Canada\u2019s Natural Resources Minister. <\/p>\n<p class=\"c-article-body__text text-pr-5\">While there are still \u201ca few things to work out\u201d with the <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-oil-sands-ceos-are-working-together-in-the-race-to-get-to-net-zero\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-oil-sands-ceos-are-working-together-in-the-race-to-get-to-net-zero\/\">Pathways Alliance<\/a> \u2013 a group of oil sands producers that is proposing the carbon capture plan \u2013 and the Alberta government, Mr. Hodgson said construction on the project could begin very soon after those details are ironed out. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The Pathways initiative is a 400-kilometre-long pipeline that would transport carbon trapped at oil sands facilities to an underground hub near Cold Lake, Alta., with the aim of reducing emissions by 22 megatonnes a year.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Prime Minister <a href=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\">Mark Carney<\/a> announced Thursday that the plan will be <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-alberta-pipelines-pathways-alliance-carbon-capture-project\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-alberta-pipelines-pathways-alliance-carbon-capture-project\/\">referred to the federal Major Projects Office<\/a>, which has the task of determining and advancing projects of national importance.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Asked whether there is the potential for a new oil pipeline to the coast in the next few years, Mr. Hodgson said if Pathways is built and there is support for such a project in the jurisdictions it would traverse and with First Nations, \u201cthat\u2019s what we\u2019re working towards.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Pairing progress on Pathways with a new pipeline reflects what Alberta Premier <a href=\"https:\/\/www.theglobeandmail.com\/topics\/danielle-smith\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/danielle-smith\/\">Danielle Smith<\/a> has called a \u201cgrand bargain\u201d in talks with the federal government. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-canada-could-lead-in-co2-removal-if-ottawa-supports-market-coalition\/\" target=\"_blank\" rel=\"noopener\">Canada could lead in CO2 removal if Ottawa supports market, coalition says<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Hodgson said Ottawa and Alberta agree that Pathways would be a nation-building project. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIt will be the first time a country has said they will essentially dramatically reduce the carbon footprint of their oil industry,\u201d he said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIf we are prepared to do that, we\u2019re on board with growing our oil sands.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Hodgson would not comment on whether the federal government is in talks with industry to scrap the <a href=\"https:\/\/www.theglobeandmail.com\/topics\/oil-and-gas\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/oil-and-gas\/\">oil and gas<\/a> emissions cap in return for environmental concessions, as a Thursday Reuters report based on three unnamed sources said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI\u2019m not going to negotiate in public. We are focused on results, not how we get there,\u201d Mr. Hodgson said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI am focused, as the Minister of Energy, on making sure we are a clean and conventional energy superpower &#8230; and making sure we do that in an environmentally responsible way, which means we need to be low risk, low cost and low carbon.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Alberta Utilities and Affordability Minister Nathan Neudorf said Friday that in his discussions about energy policy with Mr. Hodgson, there have been \u201cquite a number of things that seem like they\u2019re going in the right direction,\u201d including the potential scrapping of the emissions cap. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI\u2019m looking forward to the real actions that they will be taking out of these great conversations,\u201d Mr. Neudorf said.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-alberta-pipelines-pathways-alliance-carbon-capture-project\/\" target=\"_blank\" rel=\"noopener\">Ottawa ties stalled carbon-capture project to new pipeline<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-kitimat-lng-expansion-fast-tracking-major-projects\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-kitimat-lng-expansion-fast-tracking-major-projects\/\">announced the first projects<\/a> that will be reviewed for fast-track approval under Ottawa\u2019s Building Canada Act in Edmonton, where Liberal MPs were gathered for a caucus retreat ahead of the return of House of Commons sittings Monday.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The five projects being referred to the new Major Projects Office include LNG Canada Phase 2, which would expand the liquefied natural gas export facility at Kitimat, B.C. Also on the list are modular reactors at Ontario\u2019s existing Darlington Nuclear Generating Station; an expansion by the Port of Montreal in Contrecoeur, Que.; Saskatchewan\u2019s Foran McIlvenna Bay copper mine project; and the Red Chris Copper and Gold Mine expansion in B.C.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In addition to the initial projects, the government also announced that there are \u201cseveral strategies\u201d for projects that could be \u201ctruly transformative\u201d for Canada but require further development, including the Pathways project. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The Pathways carbon capture initiative has been floating around since 2021. It is meant to play a key role in the pledge by the Pathways Alliance to bring emissions to net zero by 2050.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The main roadblock to the plan is financial.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Despite a federal investment tax credit that would cover up to 50 per cent of the project\u2019s capital costs, and Alberta\u2019s additional 12-per-cent capital-cost subsidy, Pathways Alliance members have expressed reluctance to proceed because of revenue uncertainty.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ottawa has been <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-oil-sands-giants-federal-agency-back-at-table-as-carbon-capture-talks\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-oil-sands-giants-federal-agency-back-at-table-as-carbon-capture-talks\/\">trying to provide greater certainty<\/a> through a mechanism generally known as carbon contracts for differences (CCfDs), which involves the government taking on revenue risk by prepurchasing or otherwise guaranteeing the value of carbon credits.<\/p>\n<p class=\"c-article-body__text text-pr-5\">But the federal government \u2013 and the Canada Growth Fund, the agency mandated with offering CCfDs \u2013 has to this point balked at the amount of revenue risk Pathways has asked it to take on.
