{"id":223465,"date":"2025-09-13T11:48:22","date_gmt":"2025-09-13T11:48:22","guid":{"rendered":"https:\/\/www.europesays.com\/us\/223465\/"},"modified":"2025-09-13T11:48:22","modified_gmt":"2025-09-13T11:48:22","slug":"fort-worth-isd-cfos-exit-opens-key-role-as-texas-considers-takeover-2","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/223465\/","title":{"rendered":"Fort Worth ISD CFO\u2019s exit opens key role as Texas considers takeover"},"content":{"rendered":"<p>The chief financial officer for Fort Worth schools won\u2019t be crunching numbers for the city\u2019s largest school district much longer.<\/p>\n<p>Carmen Arrieta-Candelaria, chief financial officer for Fort Worth ISD, accepted a job as the El Paso County government\u2019s director of budget and finance and plans to leave her position later this month.<\/p>\n<p>Her resignation comes as the Texas Education Agency considers a <a href=\"https:\/\/fortworthreport.org\/2025\/08\/28\/tea-commissioner-visits-fwisd-schools-as-state-takeover-decision-nears\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">potential takeover of the district<\/a> due to <a href=\"https:\/\/fortworthreport.org\/2025\/08\/18\/fwisd-faces-a-state-takeover-heres-what-parents-need-to-know\/#:~:text=Why,-is%20Fort%20Worth\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">persistent low academic performance<\/a>.<\/p>\n<p>The move presented an opportunity for Arrieta-Candelaria to return to her hometown in West Texas, Fort Worth ISD spokesperson Jessica Becerra said in a statement.<\/p>\n<p>\u201cThe district wishes Ms. Arrieta-Candelaria the best of luck in her new role; the search for a new chief financial officer is underway,\u201d Becerra said.<\/p>\n<p>The Fort Worth Report filed an open records request for Arrieta-Candelaria\u2019s resignation letter.<\/p>\n<p>Arrieta-Candelaria has worked for Fort Worth ISD since January 2022. She <a href=\"https:\/\/elpasomatters.org\/2022\/01\/14\/longtime-episd-financial-officer-leaves-for-fort-worth-months-after-being-put-on-leave\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">previously worked for El Paso ISD<\/a> as a deputy superintendent for finance and operations.<\/p>\n<p>During her more than three years as CFO, Arrieta-Candelaria oversaw the streamlining of the district\u2019s business operations; the development of a process examining how expenditures produced academic results; and adjusted procedures for payroll and contract management.<\/p>\n<p>The CFO was charged with shrinking Fort Worth schools\u2019 shortfall and balancing the budget.<\/p>\n<p>In May 2024, Arrieta-Candelaria <a href=\"https:\/\/fortworthreport.org\/2024\/05\/15\/fort-worth-isd-proposes-first-balanced-general-fund-budget-in-7-years\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">presented a balanced budget<\/a>, the first time in at least seven years that had happened. However, trustees later adopted <a href=\"https:\/\/fortworthreport.org\/2024\/06\/12\/fort-worth-isd-adopts-826-6m-budget-with-17-7m-deficit\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">a budget featuring a $17.7 million shortfall<\/a> because of teacher raises.<\/p>\n<p>The current budget features a <a href=\"https:\/\/fortworthreport.org\/2025\/06\/12\/fwisds-43-6m-deficit-budget-triggers-worry-from-trustees-over-future-finances\/\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">$43.6 million shortfall<\/a>. Some trustees, including Kevin Lynch, expressed concern about the future of finances because the district is consistently drawing down its reserves.<\/p>\n<p>\u201cWe\u2019ve probably got less than two years, at current trajectory, of fund balance,\u201d Lynch said in June. \u201cSo we\u2019re going to have to look at this really hard this year to figure out how we get to a place of sustainability.\u201d<\/p>\n<p>Fort Worth ISD posted the <a href=\"https:\/\/archive.is\/Llr0k\" class=\"Link\" target=\"_blank\" rel=\"nofollow noopener\">chief financial officer position<\/a> on Sept. 8.
