It\u2019s Noah Goldberg, with an assist from David Zahniser, giving you the latest on city and county government. <\/p>\n<p>Los Angeles City Councilmember <b>Monica Rodriguez<\/b> does not run. As in, she is not a runner. <\/p>\n<p>So why did she post an Instagram reel on a new personal account Tuesday of herself inside a Foot Locker, asking a salesperson for recommendations for a running shoe?<\/p>\n<p>\u201cI am an avid precinct walker,\u201d Rodriguez said in an interview with The Times on Tuesday, hours after <a class=\"link\" href=\"https:\/\/www.instagram.com\/p\/DOY2kv0EaTo\/\" target=\"_blank\" rel=\"noopener\">she posted the reel<\/a>. \u201cI needed a pair of new shoes \u2014 good supportive shoes for my run, and the announcements will be imminent.\u201d<\/p>\n<p>The North Valley councilmember bought the Cloud 6 On running shoes highlighted in the video. Now, rumors are flying around City Hall about what she may be considering running for \u2014 if not a marathon. <\/p>\n<p>The three options being bandied about are a run to challenge Mayor <b>Karen Bass<\/b> in the upcoming 2026 election, a possible run for controller against <b>Kenneth Mejia<\/b>, or just a cheekily mysterious announcement of her reelection bid for her own council seat. <\/p>\n<p>\u201cIt\u2019s clear she\u2019s weighing options which may include running for mayor against Mayor Bass,\u201d said <b>Sam Yebri<\/b>, a lawyer who is board president of Thrive LA, a <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/newsletter\/2024-01-27\/la-on-the-record-newsletter-thrive-group-city-issues-karen-bass-george-gascon-l-a-on-the-record\" target=\"_blank\" rel=\"noopener\">moderate PAC<\/a> focused on quality-of-life issues in the city. (Yebri commented with a clapping hands emoji on Rodriguez\u2019s Instagram post, and Thrive LA responded, \u201cWe\u2019re ready!\u201d)<\/p>\n<p>Rodriguez would not say what her plans are for 2026, though she said that more social media posts will be forthcoming and that she is definitely running for something. <\/p>\n<p>The councilmember has been a sharp critic of the mayor for years now. She has lambasted the mayor\u2019s signature Inside Safe homelessness program, arguing that it lacks transparency. She has also repeatedly called for the council to end the mayor\u2019s state of emergency on homelessness, even though she voted for it when it was first passed.<\/p>\n<p>\u201cWe were supposed to get reports on what money was spent on. It took until 2024 that we were finally told how much Inside Safe was costing per room, per night,\u201d Rodriguez said in an interview.<\/p>\n<p>Rodriguez said she and other councilmembers had to fight to even get information released on where Inside Safe was conducting cleanup operations and where homeless residents were sent after the operations. <\/p>\n<p>The councilmember also opposed the mayor\u2019s ousting of Fire Chief <b>Kristin Crowley<\/b> following the January wildfires, saying that Bass used Crowley to deflect criticism of her own absence in Ghana at the start of the conflagrations. She also called on the mayor to reinstate Crowley.<\/p>\n<p>\u201cOn Jan. 7, she was praising the fire chief and her response,\u201d Rodriguez said <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-02-21\/bass-ousts-la-fire-chief-crowley-lafd-fires\" target=\"_blank\" rel=\"noopener\">at the time.<\/a> \u201cAnd then it appears, as the heat kicked up [over] her absence, she continued to try and attribute blame to someone else.\u201d<\/p>\n<p>Rodriguez was first elected in 2017 to the seventh district and was reelected in 2022. <\/p>\n<p>If she were to announce a mayoral run, she would be Bass\u2019 first major opponent.<\/p>\n<p>There has also been speculation about <b>Rick Caruso<\/b>, the billionaire owner of the Grove shopping mall, potentially running against Bass again after losing to her last time, though he is also considering a bid for governor. Both he and Rodriguez are more conservative than Bass.<\/p>\n<p>Rodriguez still has not filed for a reelection campaign for her seat, even as two others have joined the field. <\/p>\n<p>\u201cI know there were rumors she was considering a run for mayor. &#8230; So more or less, I\u2019m seeing if she is going to run [for her council seat] or if she isn\u2019t,\u201d said <b>Michael Ebenkamp<\/b>, a former president of the North Hills Neighborhood Council who has filed to run for the District 7 council seat. <\/p>\n<p><b>Rick Taylor<\/b>, a political consultant, said that Rodriguez is interested in running for mayor but not likely to do it.<\/p>\n<p>\u201cShe\u2019s intrigued, don\u2019t get me wrong. I just don\u2019t think she\u2019s going to pull the trigger,\u201d he said. <\/p>\n<p>A serious mayoral campaign is expensive, and Taylor said he doesn\u2019t believe that Rodriguez can easily raise the $8 million to $10 million necessary to be a viable candidate.<\/p>\n<p>\u201cMonica is not Rick Caruso. The justices voted 6-3 to lift an L.A. judge\u2019s order that had barred \u201croving patrols\u201d from grabbing people off SoCal streets.<\/p>\n<p><b>\u2014 FLAME OUT<\/b>: It was a late night surprise: L.A.\u2019s mayor, working with former State Assembly Speaker <b>Bob Hertzberg<\/b>, persuaded several lawmakers to <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-10\/measure-ula-bill\" target=\"_blank\" rel=\"noopener\">carry a bill rewriting Measure ULA<\/a>, the so-called mansion tax. Bass and Hertzberg said the changes would boost housing production while also cutting off support for an anti-tax measure being prepared for the ballot next year. But just as suddenly, <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-11\/state-bill-to-overhaul-measure-ula-falls-apart\" target=\"_blank\" rel=\"noopener\">Bass pulled the plug<\/a>, saying the proposal needed more work. The plan is to bring it back in January.<\/p>\n<p><b>\u2014 TAKE A (WAGE) HIKE: <\/b>The business group seeking to repeal the hotel and airport workers\u2019 minimum wage hike via a ballot measure <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-08\/bid-to-repeal-l-a-s-30-hotel-minimum-wage-fails-to-qualify-for-the-ballot\" target=\"_blank\" rel=\"noopener\">failed to gather enough signatures<\/a>, city officials said. The L.A. Alliance for Tourism, Jobs and Progress hoped to get voters to roll back the ordinance passed by the City Council in May but fell short of getting the measure on the ballot by 9,000 signatures. <\/p>\n<p><b>\u2014 HOUSING BILL MARCHES ON: <\/b>The controversial housing bill that would override local zoning laws and allow high-density buildings near public transit <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-11\/state-assembly-passes-controversial-bill-that-adds-dense-housing-to-transit-stops\" target=\"_blank\" rel=\"noopener\">continued its march toward law Thursday<\/a>. The California Assembly passed SB79 in a 41-17 vote. On Friday, the <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-12\/california-lawmakers-pass-sb-79-housing-bill-that-brings-dense-housing-to-transit-hubs\" target=\"_blank\" rel=\"noopener\">Senate<\/a> approved it, 21 to 8. Now, it needs only the governor\u2019s signature to become law.<\/p>\n<p><b>\u2014 CHIEF UPDATE<\/b>: Bass has hired <b>Mitch Kamin<\/b> to be her <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-12\/mayor-bass-announces-new-chief-of-staff-third-in-three-years\" target=\"_blank\" rel=\"noopener\">third chief of staff<\/a> in just under three years. Kamin, a lawyer who has fought the Trump administration and provided legal services for underserved communities, will replace <b>Carolyn Webb de Macias<\/b>.<\/p>\n<p><b>\u2014 UNCONVENTIONAL PRICE: <\/b>The price tag for renovating the Los Angeles Convention Center <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-03\/convention-center-costs-keep-going-up\" target=\"_blank\" rel=\"noopener\">has ballooned again<\/a>. The City Council was informed this week that the project will cost $2.7 billion \u2014 an increase of nearly $500 million from six months ago. <\/p>\n<p><b>\u2014 SaMo MONEY MO\u2019 PROBLEMS: <\/b>The city of Santa Monica could soon <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-07\/santa-monica-to-declare-fiscal-emergency-following\" target=\"_blank\" rel=\"noopener\">declare a fiscal emergency<\/a> due to an ongoing budget crisis, due in part to more than $200 million in legal payouts related to an alleged sexual abuser who worked for the Police Department.<\/p>\n<p><b>\u2014 LESS \u2018LESS-LETHAL\u2019: <\/b>A U.S. district judge <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-11\/lapd-dhs-less-lethal-weapon-restrictions\" target=\"_blank\" rel=\"noopener\">extended restrictions<\/a> Tuesday that block federal agents and LAPD officers from targeting reporters and nonviolent protesters with crowd control weapons often known as \u201cless-lethal munitions.\u201d<\/p>\n<p><b>\u2014 CLERKED IN:<\/b> Bass appointed <b>Patrice Lattimore <\/b>to be the new city clerk. Lattimore has been a chief management analyst for the Office of the City Clerk since 2018, overseeing administrative, budget and personnel functions.<\/p>\n<p><b>\u2014 LEADERSHIP MERGER:<\/b> Two leadership programs that have produced civic leaders across the state are merging. Coro Southern California and Coro Northern California are becoming, simply, Coro California. Alumni include former Sen. <b>Dianne Feinstein<\/b>, Sen. <b>Alex Padilla<\/b> and L.A.
