{"id":224752,"date":"2025-09-13T23:29:24","date_gmt":"2025-09-13T23:29:24","guid":{"rendered":"https:\/\/www.europesays.com\/us\/224752\/"},"modified":"2025-09-13T23:29:24","modified_gmt":"2025-09-13T23:29:24","slug":"alexis-cardenas-family-seeks-medical-records-unedited-video-footage-of-his-death-inside-harris-county-jail-houston-public-media","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/224752\/","title":{"rendered":"Alexis Cardenas\u2019 family seeks medical records, unedited video footage of his death inside Harris County Jail \u2013 Houston Public Media"},"content":{"rendered":"<p>\t\t\t\t\t<img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-medium wp-image-529438\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/Screenshot-1926-1000x510.jpg\" alt=\"Alexis Cardenas\" width=\"1000\" height=\"510\"   data-eio=\"p\"\/><\/p>\n<p>Harris County Sheriff&#8217;s Office\/ YouTube<\/p>\n<p>Family members of Alexis Cardenas want witness statements and unedited surveillance footage of a struggle with detention officers that preceded his death inside of the Harris County Jail, according to a pre-lawsuit petition filed Thursday in court.<\/p>\n<p>The legal filing, called a Rule 202 petition, seeks to access certain evidence and medical records about the circumstances surrounding <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/criminal-justice\/2025\/07\/08\/525984\/32-year-old-man-dies-after-altercation-with-detention-officers-escorting-him-out-of-the-harris-county-jail\/\" rel=\"nofollow noopener\" target=\"_blank\">Cardenas\u2019 death<\/a>, which happened as he was being released from the jail in July, according to the Harris County Sheriff\u2019s Office.<\/p>\n<p>Narrated video footage released by the sheriff\u2019s office last month shows several officers pinning the 32-year-old Cardenas to the ground after he allegedly refused to exit and walked back toward a secure area of the jail. They noticed he was unresponsive about 5 minutes after the officers gained control of him, according to the sheriff\u2019s office.<\/p>\n<p>Cardenas was pronounced dead after being transported to a nearby hospital. Medical examiners last week ruled that he <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/criminal-justice\/2025\/09\/03\/529975\/harris-county-inmate-death-classified-as-homicide-by-institute-of-forensic-sciences\/\" rel=\"nofollow noopener\" target=\"_blank\">died by homicide<\/a>. His primary cause of death was an irregular heartbeat associated with toxic effects of drugs and alcohol &#8220;during physical and electrical restraint,&#8221; according to the Harris County medical examiner&#8217;s office.<\/p>\n<p>Questions have risen about the altercation that led to Cardenas\u2019 death and his arrest by Houston police officers over a <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/criminal-justice\/2025\/07\/10\/526135\/the-latest-inmate-to-die-at-the-harris-county-jail-was-arrested-over-a-2014-traffic-citation\/\" rel=\"nofollow noopener\" target=\"_blank\">decade-old traffic citation<\/a>. <\/p>\n<p>The legal filing by an attorney for Cardenas\u2019 family members requests all unedited and unnarrated jail surveillance and body-worn camera video footage depicting Cardenas\u2019 detention in the jail and the moments surrounding his fatal altercation with officers. The petition also requests incident reports related to his death, medical records, witness statements and body-worn camera footage from Cardenas\u2019 arrest by the Houston Police Department two days before he died. <\/p>\n<p>His family previously said he was suffering a mental health crisis at the time of his arrest July 6. In response to Houston Public Media\u2019s request for videos of the arrest, the Houston Police Department said it would take 220 business days and more than $215 in fees to produce the footage. <\/p>\n<p><strong>RELATED: <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/criminal-justice\/2025\/08\/26\/529436\/months-after-harris-county-jail-death-questions-about-arrest-altercation-with-officers-remain\/\" rel=\"nofollow noopener\" target=\"_blank\">Weeks after Harris County Jail death, questions about arrest, altercation with officers remain<\/a><\/strong><\/p>\n<p>Harris County Sheriff\u2019s Office spokesperson Jason Spencer, who declined to comment on Friday, previously told Houston Public Media that the sheriff\u2019s office released all the videos it has of employees\u2019 interactions with Cardenas up until they initiated CPR.<\/p>\n<p>Rule 202 filings are considered investigatory and seek to take depositions before a potential lawsuit is filed. The filings can be used to determine if certain claims exist before litigation. <\/p>\n<p>The petition asserts, however, that the family members and attorneys \u201canticipate asserting wrongful death and various civil rights claims against the Harris County Sheriff&#8217;s Office and the officers who were involved in Alexis&#8217;s death.\u201d It claims that governmental agencies have stonewalled attorneys\u2019 efforts to obtain information about Cardenas\u2019 death up to seeking a ruling from the Texas Attorney General\u2019s Office to withhold certain information. <\/p>\n<p>The petition was filed by Lee Thweatt, an attorney representing Cardenas\u2019 family, and the National Police Accountability Project, a nonprofit organization.
