{"id":228998,"date":"2025-09-15T15:12:22","date_gmt":"2025-09-15T15:12:22","guid":{"rendered":"https:\/\/www.europesays.com\/us\/228998\/"},"modified":"2025-09-15T15:12:22","modified_gmt":"2025-09-15T15:12:22","slug":"alamo-area-mpo-report-envisions-more-walkable-bikeable-beacon-hill-alta-vista-neighborhoods","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/228998\/","title":{"rendered":"Alamo Area MPO report envisions more walkable, bikeable Beacon Hill, Alta Vista neighborhoods"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><strong>SAN ANTONIO<\/strong> \u2013 A new report from the Alamo Area Metropolitan Planning Organization (AAMPO) envisions a more walkable Beacon Hill and Alta Vista, two neighborhoods that have become central to the city\u2019s larger transportation conversation.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The two North Side neighborhoods have become a proving ground for active transportation, pedestrian and mobility-centric projects over the last year.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">While the report \u2014 prepared in conjunction with the respective neighborhood associations, the City of San Antonio and VIA Metropolitan Transit officials \u2014 does not guarantee funding, it could help secure future grant opportunities for some projects, AAMPO said on its website.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><b>You can view the full 51-page report below:<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">At its core, it provides a guide for neighborhoods to consider when developing policies and implementing bike or pedestrian infrastructure. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In its early pages, the report directs the conversation toward Mayor Gina Ortiz Jones and the City of San Anotnio.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cPlease consider this report as COSA identifies future projects,\u201d reads a letter to Mayor Jones.<\/p>\n<p><b>Laying the foundation<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Both neighborhoods submitted an application to AAMPO in November 2024 to initiate the development of a Walkable Community Workshop (WCW) for their respective residents, the report states.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The AAMPO describes its WCW as a way to \u201cengage residents\u201d in their neighborhood\u2019s planning process. The WCW program, according to Matthew Moreno, an AAMPO regional transportation planner and architect of the report, is modeled after a national project encouraging communities to design comprehensive pedestrian and cycling systems. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Moreno said the WCW shares similarities to programs conducted throughout the country by other municipalities, MPOs and nonprofits.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Workshops in the AAMPO program include:<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Educating communities about active transportation benefits.<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Assisting communities in identifying policy and infrastructure improvements supporting walking and cycling.<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Providing communities with an opportunity for two-way communication with local transportation agency staff.<\/p>\n<\/li>\n<\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The report breaks down the input from the two neighborhoods on barriers to walkability and possible infrastructure improvements to mitigate those respective issues, such as degraded sidewalks. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cSpecifically, the neighborhoods were interested in improving safety, access, and mobility for those of all ages and abilities to the area\u2019s schools and to VIA\u2019s planned Green Line on San Pedro Avenue,\u201d the report said.<\/p>\n<p><b>North Side neighbors<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Intersected by Blanco Road and West Woodlawn Avenue, Beacon Hill and Alta Vista feature communities primarily zoned as residential with a large presence of multifamily and single-family plats, according to the report. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The report finds that while traffic counts within the two neighborhoods are low, vehicle speeds and a lack of traffic-calming measures \u201cplay a more significant role\u201d when considering pedestrian safety and comfort. <\/p>\n<p>Community members from both neighborhoods participating in a workshop for the report. (Courtesy of Alamo Area Metropolitan Planning Organization)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The neighborhoods\u2019 highest vehicle counts are seen on arterial roadways, namely Hildebrand Avenue, San Pedro Avenue, and Cypress Street, being used as through-streets. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cAs a result of the traffic counts along these major thoroughfares, and speed limits of 30-35 miles per hour or more along these corridors, suggested treatments for pedestrian and cyclist infrastructure will mostly be off-street or protected,\u201d the report said. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Investments in transit infrastructure and safety measures have driven planning in the two neighborhoods, the report describes.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">Such investments as the <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/01\/31\/san-antonio-adopts-new-multi-billion-dollar-bike-plan\/\" target=\"_blank\" rel=\"noopener\">Bike Network Plan<\/a> and VIA\u2019s <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/06\/13\/via-to-break-ground-on-rapid-green-line\/\" target=\"_blank\" rel=\"noopener\">Advanced Rapid Green Line<\/a> exist among more immediate measures, such as the <a href=\"https:\/\/nearnorth.sacompplan.com\/about\/\" target=\"_blank\" rel=\"noopener\">Near North Community Plan<\/a>. <\/p>\n<p><b>Proposed transit investments in the two neighborhoods<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">With VIA\u2019s planned Green Line construction slated to begin next spring, the report briefly discusses a traffic calming study assessing neighborhood streets and possible vehicle through-traffic as a result of reduced travel lanes on San Pedro Avenue. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">For Alta Vista, potential through-traffic concerns caused by the Green Line\u2019s implementation are pertinent, according to Erin Zayko, a technical committee chair with the neighborhood association.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe\u2019re especially interested in safety around Mark Twain, along Flores St., where we have new businesses, and on streets such as Ashby and Woodlawn, where we expect cut-through traffic from the Green Line,\u201d Zayko said in an email to KSAT.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The traffic calming study, according to the report, is expected to be released in December.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cFinding funding and neighbor consensus on traffic calming measures may be challenges, and we\u2019re grateful to have this report from AAMPO to help guide us,\u201d Zayko said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">ActivateSA, an active transportation advocacy organization, is named in the report for its \u201cstreet audits\u201d and an <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/07\/03\/2-san-antonio-nonprofits-among-grant-recipients-for-aarp-community-challenge\/\" target=\"_blank\" rel=\"noopener\">AARP-funded grant<\/a> supporting the installation of two sidewalk art installations across Beacon Hill. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/07\/03\/2-san-antonio-nonprofits-among-grant-recipients-for-aarp-community-challenge\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/07\/03\/2-san-antonio-nonprofits-among-grant-recipients-for-aarp-community-challenge\/\"><b>&gt;&gt; 2 San Antonio nonprofits among grant recipients for AARP community challenge<\/b><\/a><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">The installations would support \u201cmany of the goals\u201d put forth in the city\u2019s Complete Streets and Vision Zero polices, in addition to methods such as <a href=\"https:\/\/www.ksat.com\/news\/local\/2024\/09\/12\/city-receives-funding-for-quick-build-installs-padding-ongoing-street-safety-programs\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2024\/09\/12\/city-receives-funding-for-quick-build-installs-padding-ongoing-street-safety-programs\/\">quick-build infrastructure<\/a>, said ActivateSA Executive Director Joey Pawlik.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The nonprofit defines its street audits as \u201can assessment of the pedestrian safety, accessibility, and comfort of a particular area.\u201d Thus far, the group has held at least two street audits across the two communities. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">ActivateSA was one of several local advocacy groups helping to lead policy updates for <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/06\/27\/san-antonios-complete-streets-policy-lands-top-ranking-in-nationwide-report\/\" target=\"_blank\" rel=\"noopener\">Complete Streets<\/a> and the updated <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/01\/31\/san-antonio-adopts-new-multi-billion-dollar-bike-plan\/\" target=\"_blank\" rel=\"noopener\">Bike Network Plan<\/a>.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWhether with smaller efforts like our Blanco Road Street Audit or with the larger WCW report, participatory planning exercises centered on community engagement such as these efforts, prove that they can be a reliable roadmap to help make a positive impact on street safety and comfort for pedestrians and cyclists,\u201d Pawlik said in an email to KSAT.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">As for quick builds, the city received a Safe Streets for All program grant last year for the installations. The temporary tool is a street design technique to test improvements aiding safety and accessibility on streets, according to community resilience nonprofit Smart Growth America.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThis grant is designed to not only discover potential Quick Builds, but also help design a Quick Build process, which the City at this point does NOT have,\u201d Joe Conger, a Transportation Department public relations manager, said last year.<\/p>\n<p><b>The proving grounds<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">During the city\u2019s policy process ahead of its Bike Network Plan adoption, several Beacon Hill residents <a href=\"https:\/\/www.ksat.com\/news\/local\/2024\/12\/12\/a-step-in-the-right-direction-beacon-hill-residents-echo-support-for-continued-bike-network-plan-updates\/#google_vignette\" target=\"_blank\" rel=\"noopener\">spoke in favor of the update<\/a>.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cMobility improvement is a top priority for us,\u201d read part of a statement from the neighborhood association\u2019s president to the city\u2019s Planning Commission during a December meeting. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Emily Hutcheson, a mom and Beacon Hill resident, told KSAT that her family chose to live in Beacon Hill \u201cbecause of its proximity to places we want to go, which allows us to choose biking when we can.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Asked how Beacon Hill gauged AAMPO\u2019s report, Hutcheson said over email, the neighborhood \u201cis full of residents who want to walk and bike and take the bus \u2014 but connectivity is really essential to make that feasible.&#8221;<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Certain busy roads, specifically Blanco Road and Woodawn Avenue, \u201ccreate barriers for walkability\u201d within Beacon Hill and between Alta Vista, Hutcheson said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Hutcheson said she was happy to see the report suggest a road reconfiguration treatment for Blanco Road. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Referencing Fredericksburg Road\u2019s reconfiguration from a four-lane roadway to two, the report said Blanco Road \u201cpresents similar characteristics and should be considered for a roadway reconfiguration south of W Mulberry Avenue.\u201d<\/p>\n<p><b>A boon for both neighborhoods<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">Another measure that could be a boon to both neighborhoods is a <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/13\/san-antonio-parents-initiative-boosts-support-for-citys-safe-routes-to-school-program\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/13\/san-antonio-parents-initiative-boosts-support-for-citys-safe-routes-to-school-program\/\">dedicated Safe Routes to School program<\/a>, something the city\u2019s Transportation Department is actively exploring. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">The San Antonio City Council <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/06\/25\/transportation-department-plans-grant-application-for-safe-routes-to-school-pilot-program-in-san-antonio\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/06\/25\/transportation-department-plans-grant-application-for-safe-routes-to-school-pilot-program-in-san-antonio\/\">approved<\/a> the department\u2019s grant application, which now sits at the behest of Texas Department of Transportation (TxDOT) approval.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Conger said the department is expected to know by next month if the application is approved.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cFunding allocation and procurement of a consultant could take nine to ten months. Work could begin at the end of summer 2026,\u201d he said in June.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/13\/san-antonio-parents-initiative-boosts-support-for-citys-safe-routes-to-school-program\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/13\/san-antonio-parents-initiative-boosts-support-for-citys-safe-routes-to-school-program\/\"><b>&gt;&gt; San Antonio parents\u2019 initiative boosts support for city\u2019s Safe Routes to School program<\/b><\/a><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The $800,000 grant, if approved by TxDOT, would support funding for a pilot program to \u201cidentify potential roadway and policy improvements as well as public engagement at three pilot elementary schools,\u201d according to city documents. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The three schools included in the pilot would be Loma Park Elementary School, Coker Elementary School and Mark Twain Dual Language Academy. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Following an approval, the pilot would include the following points:<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Performing a safety analysis to identify roadway and policy improvements<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Creating a methodology for school selection and a citywide implementation plan<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Performing public engagement activities at all three pilot schools<\/p>\n<\/li>\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\">\n<p>Creating age-appropriate lesson plans and curriculum for all grade levels<\/p>\n<\/li>\n<\/ul>\n<p><b>What\u2019s next?<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">About 40 pages into the report, 11 potential traffic-calming implementation points are listed on a map of the two neighborhoods based on residents\u2019 comments. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, the 11 tools again only serve as suggestions. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In an emailed statement to KSAT, Mia Garza-White, AAMPO\u2019s communications and engagement manager, said copies of the report were shared with elected officials and several city and county departments and others like the Texas Department of Transportation. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe neighborhoods are encouraged to use this report as a resource to present a unified voice to decision-makers,\u201d Garza-White said. \u201cWhile funding is not guaranteed, projects listed in the report may earn additional points in AAMPO\u2019s competitive funding processes.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><b>Read more:<\/b><\/p>\n<p>Copyright 2025 by KSAT &#8211;
