As of 2024, there were 12 authorized commuter van bases, which collectively operated 38 licensed vehicles with 59 licensed drivers, according to the city council.\u00a0<\/p>\n<p>But that number is dropping, causing concern among the council\u2019s <a href=\"https:\/\/www.amny.com\/news\/nyc-taxi-pay-hike-lockout-protection-uber-lyft\" target=\"_blank\" rel=\"noopener\">Transportation<\/a> and Infrastructure Committee. During a Sept. 15 oversight hearing on transportation licensing, Queens Council Member Selvena Brooks-Powers described the Taxi &amp; Limousine Commission\u2019s (TLC) commuter van program as an \u201coverlooked part\u201d of the city\u2019s transportation network. TLC-licensed commuter van rides are arranged in advance and can carry up to 20 passengers in one vehicle.\u00a0<\/p>\n<p>The council member asked panel speakers at the meeting, including representatives from the TLC and NYC Department of Transportation, the status of the licensed commuter vans in the city.<\/p>\n<p>\u201cMany New Yorkers choose them for their reliability and ability to bridge gaps in existing transit systems,\u201d Brooks-Powers said. \u201cHowever, the licensed commuter van industry has struggled since the pandemic, with over 500 licensed vans in 2014 down to less than 40 a decade later.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-137599227\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/20221013_162509-scaled.jpg\" alt=\"dollar van\" width=\"1200\" height=\"900\" title=\"Licensed NYC commuter vans face decline as City Council seeks solutions 2\"  \/>A dollar van on Livingston Street in Downtown Brooklyn in October 2022.Photo by Ben Brachfeld<\/p>\n<p>She acknowledged that illegal vans compete with licensed vans to pick up passengers for a fee and undermine the city\u2019s public transit system by picking up passengers at bus stops.\u00a0<\/p>\n<p>\u201cMany of these vans aren\u2019t simply unlicensed; they ignore other safety regulations,\u201d the council member said.\n<\/p>\n<p>She continued that illegal vans often violate safety rules by being operated by unlicensed drivers, having inadequate insurance coverage, and not having government-required inspections.<\/p>\n<p>Legislation to support the industry<\/p>\n<p>The council member introduced two bills: a periodic study of the commuter van industry and an enforcement checklist aimed at cracking down on illegal vehicles, allowing maximum penalties to be applied when they break multiple rules at once.\u00a0<\/p>\n<p>The bills are the result of working group members\u2019 efforts to craft legislation to support the licensed commuter van industry.\n<\/p>\n<p>\u201cIntros. <a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7514102&amp;GUID=30DD1CFE-C10C-457F-962D-496D55A2DA71\" target=\"_blank\" rel=\"noopener\">1346<\/a> and <a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7514101&amp;GUID=C5C7EBFD-F4C1-4923-8AA9-DF085640EC7F\" target=\"_blank\" rel=\"noopener\">1347<\/a> are the result of numerous meetings I\u2019ve convened with our commuter van working group, which includes commuter van operators, TLC, Department of Transportation (DOT), NYPD, taxi stakeholders and transit unions.\u201d<\/p>\n<p>During the meeting, TLC Commissioner David Do acknowledged the challenges facing licensed commuter vans in NYC.\u00a0\n<\/p>\n<p>\u201cThe industry continues its slow and steady recovery,\u201d Do said. \u201cThere are now 51 licensed vans compared to 38 at the beginning of the year. This progress is partially thanks to the <a href=\"https:\/\/esd.ny.gov\/commuter-van-stabilization-program\" target=\"_blank\" rel=\"noopener\">Empire State Development\u2019s Commuter Van Stabilization<\/a> program.\u201d<\/p>\n<p>He also assured the council that the licensed vans are operating safely. Of the 66 safety violations given to commuter vans in 2024, only seven were issued to licensed vehicles, he said.\u00a0<\/p>\n<p>According to Do, TLC issued 113 summonses to unlicensed commuter vans in 2025, up from 59\u00a0 in 2024. However, he said the agency opposes the Intro. 1347 checklist enforcement bill.\u00a0<\/p>\n<p>\u201cThis bill would make enforcement against unlicensed vans more difficult and likely impede our future progress,\u201d Do said. \u201cOur trained officers already check for all applicable violations.
