{"id":233703,"date":"2025-09-17T11:32:15","date_gmt":"2025-09-17T11:32:15","guid":{"rendered":"https:\/\/www.europesays.com\/us\/233703\/"},"modified":"2025-09-17T11:32:15","modified_gmt":"2025-09-17T11:32:15","slug":"a-homeless-encampment-with-pickleball-court-and-garden-becomes-both-refuge-and-scourge","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/233703\/","title":{"rendered":"A homeless encampment, with pickleball court and garden, becomes both refuge and scourge"},"content":{"rendered":"\n<p>Forced from his residence in an old Victorian house to make way for a redevelopment, Tim Gilbert said he was wandering Koreatown in November looking for a place to live when he ducked through a hole in a fence into a vacant lot and found himself alone.<\/p>\n<p>He set up camp, and as other followed suit, began to build a little community: Toward one corner of the 15,000-square foot lot, Gilbert erected a pickleball net he said he found near Wilshire Boulevard. Behind the net, where people volley from time to time, is a small garden of tomatoes, cannabis and onions that he tends to. There are at least two barbecues, one propane, one charcoal.<\/p>\n<p>\u201cWhen you are kind of going through something that is a rough time, you look for ways to keep your spirits up,\u201d Gilbert said. <\/p>\n<p>The <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-04\/homelessness-has-declined-in-la-county-funding-cuts-threaten-that-progress\" rel=\"nofollow noopener\" target=\"_blank\">encampment<\/a> is one of the thousands in Los Angeles that are both ephemeral refuges from the dangers of sleeping alone and a constant frustration for the people nearby who pay rent and mortgages and want their neighborhoods clean. The little extra pleasures on Manhattan Place make it unique \u2014 the green grass that comes with winter rains, grilling hamburgers, recreational sport.<\/p>\n<p>Neighbors lodged complaints about the encampment, including concerns over fires after encampment residents appeared to have broken into a street light and attached an extension cords to receive power.<\/p>\n<p>Others cited <a class=\"link\" href=\"https:\/\/ktla.com\/news\/local-news\/southern-california-encampment-now-a-tiny-city-upset-residents-say\/\" target=\"_blank\" rel=\"nofollow noopener\">drug sales<\/a> and concerns over personal safety.<\/p>\n<p>Adalberto Aguirre, 72, lives across the street in a building he has called home for 34 years and said residents of the encampment constantly yell and fight at night, making it difficult to sleep.<\/p>\n<p>Sometimes, he said, the occupants will shout at him and other neighbors unprovoked.<\/p>\n<p>\u201cIt\u2019s terrible,\u201d Aguirre said.<\/p>\n<p>Another neighbor, Christine Pak, 30, said there\u2019s constant broken glass on the sidewalk in front of the <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-07-14\/2025-homeless-count-numbers\" rel=\"nofollow noopener\" target=\"_blank\">encampment<\/a>, making it dangerous to walk her dog. <\/p>\n<p>After the sun sets, she said she sees what look like drug deals, with people popping into the encampment for only a few minutes, before they leave.<\/p>\n<p>There needs to be more affordable housing built for the homeless, Pak said, but \u201cI don\u2019t think it\u2019s right for them to camp at a property that\u2019s not theirs.\u201d<\/p>\n<p>On a visit to the encampment last week, trash was strewn between roughly <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-08-11\/feature-story-on-homelessness-centralized-response\" rel=\"nofollow noopener\" target=\"_blank\">10 tents and makeshift shelters<\/a>. The grass was brown. Flies swarmed a piece of excrement. <\/p>\n<p>The site previously was the site of several housing units that were demolished in 2022, city records show.<\/p>\n<p>Officials have said it has been difficult to remove the encampment, because the land is private property.<\/p>\n<p>A spokesman for Councilwoman Katy Yaroslavsky, who represents the area, said their office \u201chas been working to move the city bureaucracy to act on this for several months\u201d and the Department of Building and Safety is now in touch with the property owner and working to clear the lot.<\/p>\n<p>\u201cIt\u2019s completely unacceptable,\u201d Yaroslavsky said in a statement. \u201cPrivate property owners put entire communities at risk when they let vacant or abandoned properties spiral out of control, and the city bureaucracy makes things worse by moving far too slowly.\u201d<\/p>\n<p>On Friday, a day after a story <a class=\"link\" href=\"https:\/\/abc7.com\/post\/koreatown-residents-outraged-sprawling-homeless-encampment-makeshift-sports-court-bbq-pit\/17794470\/\" target=\"_blank\" rel=\"nofollow noopener\">aired on ABC 7 that said reporters were threatened when visting the site<\/a>, a homeless man walked past a KTLA news van and stopped near a small hole in a locked, tarped fence that serves as entry to the vacant lot.<\/p>\n<p>Benito Saragosa said he stays on the street, not in the lot, but knows \u201cgood people\u201d who live behind the fence.<\/p>\n<p>\u201cThis is horrible living,\u201d he said. But \u201cwhere you do you want them to stay at?\u201d<\/p>\n<p>Before entering the encampment, a Times reporter and photographer stood outside and watched Gilbert and another resident, Tahj Banks, exit.<\/p>\n<p>Gilbert, 43, said the encampment has been mostly peaceful, except for one alcohol-fueled fight, and he wasn\u2019t aware of any visitors who were threatened or of any drug deals.<\/p>\n<p>Banks, 36, said he moved into the lot not long after Gilbert. He said he became homeless, because of a combination of job loss and relationship problems.<\/p>\n<p>They agreed to take The Times inside. <\/p>\n<p>Banks showed off his canvas paintings, including a mostly black-and-white figure, in a graffiti art style, who is simultaneously smiling and crying. <\/p>\n<p>            <img class=\"image\" alt=\"Tahj Banks, 36, sits next to one of his art pieces that he produced at a homeless encampment in Koreatown.\"   width=\"1200\" height=\"800\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/1758108735_788_\" decoding=\"async\" loading=\"lazy\"\/>         <\/p>\n<p>Tahj Banks, 36, sits next to one of his art pieces that he produced at a homeless encampment in Koreatown.<\/p>\n<p>(Carlin Stiehl \/ Los Angeles Times)<\/p>\n<p>\u201cThat\u2019s me,\u201d Banks said, wearing a red hat that had the words Ice Cream written in white letters. \u201cThere is a lot going on, a lot to handle and deal with.\u201d<\/p>\n<p>A short time later, a man in a white dress shirt walked through the hole in the fence and toward a tent. <\/p>\n<p>\u201cHe does a lot of cooking,\u201d Gilbert said. \u201cHe claims to be the owner [of the lot].\u201d<\/p>\n<p>A Times reporter told the man the city wants to remove the people living there. <\/p>\n<p>\u201cWho is also telling you that &#8230; is a criminal and a thief,\u201d the man said. \u201cI am the owner of the city of Los Angeles and the owner of this lot.\u201d<\/p>\n<p>According to real estate research firm CoStar, the lot is owned by Elk Development, which plans to build a 60-unit housing complex on-site.
