(Supplied: Brian Walker)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Over the years, more than 20 local governments have attempted to bring in similar controls, but few have got them past the parliament&#8217;s Joint Standing Committee on Delegated Legislation.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Many local governments, including the Perth cities of Kwinana and Fremantle and regional areas of Dardanup and Esperance, have had<a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2023-06-30\/cats-feral-pet-domestic-wildlife-wa-government-act-cat\/102541904\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/102541904\" target=\"_blank\" rel=\"noopener\"> similar controls rejected<\/a>.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Only Northam, Narrogin and Christmas Island have been successful.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">WA Greens Leader Brad Pettitt said local governments that had their laws rejected had become increasingly &#8220;frustrated&#8221; over the years.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We&#8217;re seeing huge council support and huge community support for this,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;There was a real opportunity for the parliament not to disallow this and to actually let those local governments that want to lead, let them lead \u2026 let Bayswater show how this can work in this community.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;I really encourage the government to move on this sooner rather than later.&#8221;<\/p><\/blockquote>\n<p><img decoding=\"async\" alt=\"A pet cat in a national park. \" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/ba49473a29a960f69ae0e7c7dad416ed\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">More than 20 local governments have tried and failed to bring in laws to contain pet cats. (ABC News: Keane Bourke)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The current Cat Act does provide local governments with important tools to manage cats, including prohibiting them from specific public places, addressing nuisance behaviour, enforcing sterilisation, micro-chipping and registration,&#8221; she said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It does not extend to cat confinement on their owner&#8217;s premises.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">However, Ms Jarvis said the government would seek to change the laws to allow local governments more power.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;Work has already commenced on those arrangements so that a bill can be introduced in 2026,&#8221;<\/p><\/blockquote>\n<p>  she said.Numbats, wildlife &#8216;killed daily&#8217; by cats<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Shire of Pingelly in WA&#8217;s Wheatbelt had its &#8220;Save the Numbat Law&#8221;, which aimed to confine cats, disallowed by the joint standing committee.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Chief executive Andrew Dover said the impact cats had on wildlife \u00a0was &#8220;astounding.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We&#8217;ve put the reason in the title, our numbats and other native wildlife are under threat \u2014 many of them are endangered \u2014 and cats are the main cause for that,&#8221; he said.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;The average pet cat kills 186 animals a year [in Australia].&#8221;<\/p><\/blockquote>\n<p><img decoding=\"async\" alt=\"A numbat digging into the ground with green leaves in the foreground\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/7f472a7d32cca0e5e738a04a516f421c\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">A Wheatbelt council has also struggled to bring in a &#8220;Save the Numbat&#8221; law barring unrestrained cats on public land.
