{"id":236689,"date":"2025-09-18T15:47:09","date_gmt":"2025-09-18T15:47:09","guid":{"rendered":"https:\/\/www.europesays.com\/us\/236689\/"},"modified":"2025-09-18T15:47:09","modified_gmt":"2025-09-18T15:47:09","slug":"mayor-jones-cracks-down-on-city-ndas-citing-project-marvel","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/236689\/","title":{"rendered":"Mayor Jones cracks down on city NDAs, citing Project Marvel"},"content":{"rendered":"<p>In a mayoral race full of City Hall insiders, Gina Ortiz Jones stood out from the crowd by railing against the secretive nature of the city\u2019s Project Marvel negotiations.<\/p>\n<p>While council members say she unfairly characterized the way the deal went down, on Thursday they agreed with her\u00a0new guidelines for how tools like non-disclosure agreements (NDAs) will be used by the city going forward.<\/p>\n<p>Jones said Wednesday that she asked City Manager Erik Walsh and City Attorney Andy Segovia to develop <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/NDA-administrative-directive.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">an administrative directive<\/a> for how city staff uses the tool \u2014 part of her\u00a0\u201ccontinued effort to make\u00a0City Hall more transparent.\u201d<\/p>\n<p>The changes are aimed at addressing the public backlash to Project Marvel negotiations, Jones said, which city staff carried out for roughly a year before the project was first presented to the public <a href=\"https:\/\/sanantonioreport.org\/downtown-san-antonio-entertainment-district-unveiled-with-new-spurs-arena\/\" target=\"_blank\" rel=\"noreferrer noopener\">in November of 2024<\/a>.<\/p>\n<p>\u201cLots of us that just came off the campaign trail heard a lot [of concern] about why such a major investment of multibillion dollars had only come to light [last November],\u201d Jones said.<\/p>\n<p>The plan they came up with lays out a $50 million threshold for\u00a0the city to use an NDA \u2014 or a confidentiality contract protecting information about a pending business deal. It also requires that city staff report back to council on activities covered under NDAs.<\/p>\n<p>The changes took effect Sept. 2 when the City Attorney\u2019s office issued the directive.<\/p>\n<p>Jones also wanted to rein in City Council\u2019s use of NDAs. But since administrative directives don\u2019t apply to the mayor and council, she said it was recommended that their activity be addressed through the <a href=\"https:\/\/sanantonioreport.org\/san-antonio-city-council-code-of-conduct-passes\/\" target=\"_blank\" rel=\"noreferrer noopener\">Code of Conduct<\/a> council created for itself in 2024.<\/p>\n<p>On <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/nda-language-for-code-of-conduct-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Thursday the council voted unanimously to<\/a> approve adding language to that code saying a council member is \u201cstrongly encouraged\u201d not to sign an NDA in their official capacity.<\/p>\n<p>\u201cI know there\u2019s been an instance previously, maybe not with Project Marvel, but previously, where council members have have signed NDAs,\u201d Jones said. \u201cI publicly, completely said I will not sign NDAs, and I strongly encourage my colleagues not to.\u201d<\/p>\n<p>What happened with Marvel<\/p>\n<p>Throughout the last city election, council members frequently refuted members of the public and fellow candidates who accused them of signing an NDA on Project Marvel. <\/p>\n<p>At a Feb. 26 council meeting, then-Councilman Manny Pelaez (D8) even made Segovia go through the list of top city officials to put on record none of them had either. <\/p>\n<p>\u201cEverybody in San Antonio believes that we signed NDAs because it\u2019s just gone uncorrected for so long, and because so many people are out there just throwing that word around cynically,\u201d Pelaez said.<\/p>\n<p>In the case of Project Marvel, Pelaez said an NDA was signed on the city\u2019s behalf by Segovia \u2014 solicited by the consultants who put together the renderings.
