{"id":237207,"date":"2025-09-18T20:40:13","date_gmt":"2025-09-18T20:40:13","guid":{"rendered":"https:\/\/www.europesays.com\/us\/237207\/"},"modified":"2025-09-18T20:40:13","modified_gmt":"2025-09-18T20:40:13","slug":"canadas-carney-heads-to-mexico-to-discuss-trade-with-sheinbaum","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/237207\/","title":{"rendered":"Canada&#8217;s Carney heads to Mexico to discuss trade with Sheinbaum"},"content":{"rendered":"<p>MEXICO CITY (AP) \u2014 Canadian Prime Minister Mark Carney arrived in Mexico Thursday on a two-day visit focused on how to diversify trade under U.S. tariff threats and keep the most important free trade agreement in the Western Hemisphere alive in the lead up to negotiations next year.<\/p>\n<p>The United States-Mexico-Canada trade pact, or USMCA, is <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-tariffs-canada-mexico-exemption-969a4cfb03638ce9d6c0ffad2b98b4b1\" target=\"_blank\" rel=\"noopener\">up for review<\/a> in 2026. More than 75% of Canada\u2019s exports and more than 80% of Mexico\u2019s go to the U.S. <\/p>\n<p>Canadian Sen. Peter Boehm said <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/canada-election-trump-carney-poilievre-861f5b00794355b231ee3f218568949b\" target=\"_blank\" rel=\"noopener\">Carney<\/a> and Mexican President Claudia <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/mexico-claudia-sheinbaum-independence-first-female-president-9ac712e37a996f00e822882c42f56de1\" target=\"_blank\" rel=\"noopener\">Sheinbaum<\/a> will commiserate about U.S. President Donald Trump.<\/p>\n<p>\u201cWhat are they hearing from the Americans, what we are hearing. It\u2019s an opportunity to talk about how to handle the U.S. administration going forward,\u201d Boehm said.<\/p>\n<p>Canada-Mexico trade by maritime routes<\/p>\n<p>Sheinbaum said they want to increase bilateral trade in different sectors through the free-trade agreement and to do so through maritime routes \u2013 which would avoid those goods having to pass through the United States.<\/p>\n<p>\u201cThe idea is to strengthen trade through ports between Canada and Mexico on both oceans,\u201d she said Thursday during her daily morning press conference before Carney\u2019s arrival.<\/p>\n<p>Carney is also looking to improve relations with Mexico during his two-day visit after some of Canada\u2019s provincial premiers talked last year about cutting Mexico out of any new free trade deal with the U.S.<\/p>\n<p>Seeking improved relations<\/p>\n<p>Trump lumped Canada in with Mexico on fentanyl smuggling and promised sweeping tariffs on both countries. Ontario Premier Doug Ford said then that Trump comparing Canada to the Mexico was \u201cthe most insulting thing I\u2019ve ever heard from our friends and closet allies, the United States of America.\u201d<\/p>\n<p>Boehm said the comments by the premiers, which he deemed out of their lane, upset the Mexicans. <\/p>\n<p>\u201cThe Mexicans are particularly sensitive on these matters and there was concern about that, no doubt,\u201d Boehm said.<\/p>\n<p>Boehm represented the Canadian government when Sheinbaum was sworn in as Mexico\u2019s president last year and is pushing for more engagement with Mexico. He said relations recently improved, noting Mexico appreciated <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/mexico-sheinbaum-us-meeting-trump-g7-8f1265a5603f732ae2fd1778919304d1\" target=\"_blank\" rel=\"noopener\">Carney inviting Sheinbaum<\/a> to the G7 summit in Alberta in June. Carney also sent his foreign minister as well as his finance minister to meet with Sheinbaum in August.<\/p>\n<p>\u201cA lot of people don\u2019t realize that we trade more with Mexico than we do with the entire European Union, all of the Europe, including the U.K.,\u201d Boehm said. \u201cIt\u2019s a pretty big deal for us.\u201d<\/p>\n<p>Mexico is Canada\u2019s third-largest trading partner after the U.S. and China. Canada was Mexico\u2019s fifth-largest trading partner in 2024.<\/p>\n<p>But trade with the U.S. remains paramount for both countries and preserving the free trade pact will be critical.<\/p>\n<p>Trump looms over visit<\/p>\n<p>A key exemption for Canada and Mexico shields the vast majority of goods from the punishing duties. Canadian and Mexican companies can claim preferential treatment under the USMCA. But Trump has some sector-specific tariffs, known as 232 tariffs, that are having an impact. There is a 50% tariff on steel and aluminum imports.<\/p>\n<p>\u201cTrump looms over this visit. Mexico and Canada now share a common threat from the U.S,\u201d said Nelson Wiseman, professor emeritus at the University of Toronto.<\/p>\n<p>\u201cWhile both leaders are interested in expanding their countries trade with each other, I think their priority is to strategize on how to deal with Trump and the coming renegotiation of the USMCA. Carney and Sheinbaum now recognize that tag-teaming Trump may be more effective than competing for separate deals with Trump, although they are still angling for them.\u201d<\/p>\n<p>Different approaches to Trump administration<\/p>\n<p>Mexico and Canada have had different approaches to manage the negotiations with Trump\u2019s administration but both countries want to increase bilateral commerce within the North American treaty. Sheinbaum said the countries are already setting up teams and reviewing the agreement with the hopes of keeping trilateral free trade in place.<\/p>\n<p>Mexico also wants to encourage more Canadian investment in the country but Sheinbaum said the mining companies should respect Mexican laws, namely environmental regulations which the leader said \u201cthey haven\u2019t necessarily followed.\u201d<\/p>\n<p>Canadian companies are the largest foreign investors in Mexico\u2019s mining sector, accounting for almost 70% of foreign investment in the sector.<\/p>\n<p>Carney will have a one-on-one meeting with Sheinbaum on Thursday. There will then be a working lunch, which the leaders will be joined by their Cabinet ministers and secretaries.
