{"id":237673,"date":"2025-09-19T00:50:11","date_gmt":"2025-09-19T00:50:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/237673\/"},"modified":"2025-09-19T00:50:11","modified_gmt":"2025-09-19T00:50:11","slug":"new-interest-rates-arent-cutting-it-for-houston-cre","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/237673\/","title":{"rendered":"New Interest Rates Aren&#8217;t Cutting It For Houston CRE"},"content":{"rendered":"<p dir=\"ltr\"><a class=\"tag tag-125770\" href=\"https:\/\/www.bisnow.com\/tags\/the-federal-reserve\" target=\"_blank\" data-tag-id=\"125770\" rel=\"noopener\">The Federal Reserve<\/a>\u2019s interest rate drop might boost confidence, allow for some refinancings and push some value-add acquisition deals forward.<\/p>\n<p dir=\"ltr\">But a 25-basis point reduction won\u2019t be enough to move the needle on deal flow in Houston, which is already active due to <a class=\"tag tag-2196\" href=\"https:\/\/www.bisnow.com\/tags\/distress\" target=\"_blank\" data-tag-id=\"2196\" rel=\"noopener\">distress<\/a>, <a class=\"tag tag-129944\" href=\"https:\/\/www.bisnow.com\/tags\/tariffs\" target=\"_blank\" data-tag-id=\"129944\" rel=\"noopener\">tariffs<\/a> and some healthier fundamentals, bankers and brokers say.<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/1750589843_18_placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p dir=\"ltr\">\u201cThe market already kind of anticipated 25 basis points, so it\u2019s not a big shock,\u201d <a class=\"tag tag-37522\" href=\"https:\/\/www.bisnow.com\/tags\/lincoln-property-co\" target=\"_blank\" data-tag-id=\"37522\" rel=\"noopener\">Lincoln Property Co<\/a>. Executive Vice President <a class=\"tag tag-188180\" href=\"https:\/\/www.bisnow.com\/tags\/gabe-lerner\" target=\"_blank\" data-tag-id=\"188180\" rel=\"noopener\">Gabe Lerner<\/a> said. \u201cBut two more cuts, Q1, Q2, hopefully things ramp back up, or get hotter.\u201d\u00a0<\/p>\n<p dir=\"ltr\"><a href=\"https:\/\/www.bisnow.com\/national\/news\/capital-markets\/cre-reacts-to-the-feds-first-rate-cut-of-2025-131003\" target=\"_blank\" rel=\"noopener\">Wednesday\u2019s interest rate reduction<\/a>\u00a0was the first since December. Unlike then, <a class=\"tag tag-44074\" href=\"https:\/\/www.bisnow.com\/tags\/the-fed\" target=\"_blank\" data-tag-id=\"44074\" rel=\"noopener\">the Fed<\/a> signaled that more reductions will follow. That could lead to more trades in Houston\u2019s multifamily and retail markets, higher industrial values and a general turnover of capital that would allow for more development, Lerner said.<\/p>\n<p dir=\"ltr\">But lower <a class=\"tag tag-66\" href=\"https:\/\/www.bisnow.com\/tags\/interest-rates\" target=\"_blank\" data-tag-id=\"66\" rel=\"noopener\">interest rates<\/a> won\u2019t be a saving grace for struggling assets.\u00a0<\/p>\n<p dir=\"ltr\">While <a class=\"tag tag-137670\" href=\"https:\/\/www.bisnow.com\/tags\/office-investment-sales\" target=\"_blank\" data-tag-id=\"137670\" rel=\"noopener\">office investment sales<\/a> in Houston <a href=\"https:\/\/www.bisnow.com\/houston\/news\/office\/houston-leads-nation-in-discounted-office-sales-130807\" target=\"_blank\" rel=\"noopener\">almost doubled 2024\u2019s volume in half of 2025<\/a>, many offices are selling at reset bases. Investors may have used cash for those purchases or accepted a higher interest rate because of the risk of investing in a less-than-ideal building, which won\u2019t change, Lerner said.<\/p>\n<p dir=\"ltr\">For trophy\u00a0buildings\u00a0or very good\u00a0properties in great locations, the Houston office market is still a good one, he said.\u00a0<\/p>\n<p dir=\"ltr\">\u201cBut in general, it\u2019s still going to be really rough,\u201d Lerner said. \u201cTwenty-five bps isn\u2019t going to save office any time soon.\u201d\u00a0<\/p>\n<p dir=\"ltr\">Houston\u2019s multifamily market is also a tale of two levels of quality. There has been plenty of demand for Class-A apartment communities built in 1990 or later and not as much for older, <a class=\"tag tag-2576\" href=\"https:\/\/www.bisnow.com\/tags\/workforce-housing\" target=\"_blank\" data-tag-id=\"2576\" rel=\"noopener\">workforce housing<\/a>, said <a class=\"tag tag-75977\" href=\"https:\/\/www.bisnow.com\/tags\/bob-heard\" target=\"_blank\" data-tag-id=\"75977\" rel=\"noopener\">Bob Heard<\/a>, executive vice president of <a class=\"tag tag-141646\" href=\"https:\/\/www.bisnow.com\/tags\/multifamily-investment\" target=\"_blank\" data-tag-id=\"141646\" rel=\"noopener\">multifamily investment<\/a> properties for <a class=\"tag tag-249\" href=\"https:\/\/www.bisnow.com\/tags\/colliers\" target=\"_blank\" data-tag-id=\"249\" rel=\"noopener\">Colliers<\/a>.<\/p>\n<p dir=\"ltr\">Houston has a high percentage of older product that is distressed in some way, and while interest rate drops may allow for some refinancings, distress is still mounting, he said.<\/p>\n<p dir=\"ltr\">\u201cThe wave of distress in Houston is in the billions,\u201d Heard said. \u201cWe haven\u2019t scratched the surface on it yet.\u201d\u00a0<\/p>\n<p dir=\"ltr\">Eventually, a slew of distressed properties will be put up for sale at the same time, pushing prices further down, he said. Heard is advising lenders that have taken over properties to sell now, while they can likely still get their loan values back.<\/p>\n<p dir=\"ltr\">\u201cUntil we hit the bottom on the distress side of things, there&#8217;s going to be new lower comps to compare the sale to,\u201d Heard said. \u201cWe&#8217;re going to set a new low bar each time these deals start to trade.\u201d\u00a0<\/p>\n<p dir=\"ltr\">Steve Massey, senior vice president at <a class=\"tag tag-87190\" href=\"https:\/\/www.bisnow.com\/tags\/cadence-bank\" target=\"_blank\" data-tag-id=\"87190\" rel=\"noopener\">Cadence Bank<\/a>, said the interest rate drop will likely lead to some optimism and potentially a great start to next year.<\/p>\n<p dir=\"ltr\">\u201cBut I think you&#8217;re going to need more than 25 bps to move the needle in terms of that activity,\u201d Massey said. \u201cIf they move to 50 or 75, I would predict a better year than 2025.\u201d<\/p>\n<p dir=\"ltr\">Massey has seen healthy business activity spurred by President Donald Trump\u2019s election, he said.<\/p>\n<p dir=\"ltr\">That was a bit tempered by fear of tariffs around February, but business owners are realizing that prices and inflation have not been\u00a0as impactful as they may have initially expected, Massey said.\u00a0<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/06\/1750589843_18_placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p dir=\"ltr\">Tariffs led to a renewed push to onshore <a class=\"tag tag-6777\" href=\"https:\/\/www.bisnow.com\/tags\/manufacturing\" target=\"_blank\" data-tag-id=\"6777\" rel=\"noopener\">manufacturing<\/a> after decades of shipping it overseas. Houston has benefited from that in the form of major investment announcements from manufacturing giants, including <a href=\"https:\/\/www.bisnow.com\/national\/news\/data-center\/apple-to-build-houston-factory-spend-500b-to-boost-us-manufacturing-128191\" target=\"_blank\" rel=\"noopener\">Apple<\/a>, <a href=\"https:\/\/www.bisnow.com\/national\/news\/industrial\/tesla-and-honda-plot-us-manufacturing-moves-as-tariffs-begin-to-bite-128365\" target=\"_blank\" rel=\"noopener\">Tesla<\/a> and <a href=\"https:\/\/www.bisnow.com\/national\/news\/industrial\/nvidia-to-bring-supercomputer-manufacturing-to-the-us-as-tariffs-roil-operations-128899\" target=\"_blank\" rel=\"noopener\">Nvidia.\u00a0<\/a><\/p>\n<p dir=\"ltr\"><a class=\"tag tag-48936\" href=\"https:\/\/www.bisnow.com\/tags\/eli-lilly\" target=\"_blank\" data-tag-id=\"48936\" rel=\"noopener\">Eli Lilly<\/a> is <a href=\"https:\/\/www.bisnow.com\/houston\/news\/construction-development\/eli-lilly-considers-houston-for-59b-biomanufacturing-investment-129433\" target=\"_blank\" rel=\"noopener\">reportedly looking<\/a> to build a $5.9B <a class=\"tag tag-2678\" href=\"https:\/\/www.bisnow.com\/tags\/pharmaceutical\" target=\"_blank\" data-tag-id=\"2678\" rel=\"noopener\">pharmaceutical<\/a> manufacturing plant in Houston, which would be huge for the city\u2019s <a class=\"tag tag-77\" href=\"https:\/\/www.bisnow.com\/tags\/life-sciences\" target=\"_blank\" data-tag-id=\"77\" rel=\"noopener\">life sciences<\/a> ecosystem, <a class=\"tag tag-4548\" href=\"https:\/\/www.bisnow.com\/tags\/stream-realty-partners\" target=\"_blank\" data-tag-id=\"4548\" rel=\"noopener\">Stream Realty Partners<\/a> Senior Associate <a class=\"tag tag-169531\" href=\"https:\/\/www.bisnow.com\/tags\/zach-leger\" target=\"_blank\" data-tag-id=\"169531\" rel=\"noopener\">Zach Leger<\/a> said.<\/p>\n<p dir=\"ltr\">\u201cIt\u2019s really exciting, and hopefully it leads to more announcements and other people giving us a look,\u201d he said.<\/p>\n<p dir=\"ltr\"><a class=\"tag tag-6515\" href=\"https:\/\/www.bisnow.com\/tags\/biotech\" target=\"_blank\" data-tag-id=\"6515\" rel=\"noopener\">Biotech<\/a> and manufacturing investments likely aren\u2019t impacted by the interest rate drop, but lowering the cost of borrowing will help spur business activity, Leger said.<\/p>\n<p dir=\"ltr\">Development can pick up more when Treasury and interest rates drop, allowing developers to lower their exit cap rates and better appeal to investors, Lerner said.<\/p>\n<p dir=\"ltr\">The 10-year U.S. Treasury yield<a href=\"https:\/\/www.cnbc.com\/2025\/09\/18\/us-treasury-yields-feds-latest-interest-rate-decision.html\" target=\"_blank\" rel=\"noopener\"> ticked higher on Thursday<\/a> despite Wednesday\u2019s interest rate decline.\u00a0<\/p>\n<p dir=\"ltr\">\u201cIt&#8217;s starting to loosen up a little bit more on the ground-up, but it&#8217;s not an influx yet,\u201d Lerner said. \u201cIt&#8217;s going to take something bigger than that.\u201d\u00a0<\/p>\n<p dir=\"ltr\">Multifamily loans are typically sized to agency executions based on\u00a0five-, seven- or <a class=\"tag tag-101395\" href=\"https:\/\/www.bisnow.com\/tags\/10-year-treasury\" target=\"_blank\" data-tag-id=\"101395\" rel=\"noopener\">10-year Treasury<\/a> notes, which are not impacted by rate cuts, Heard said.\u00a0<\/p>\n<p dir=\"ltr\">\u201cWhile this is a step in the right direction, it&#8217;s not enough of a step to change things materially,\u201d Heard
