Gavin Newsom on Saturday signed a <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-09-04\/immigration-bills-state-legislature\" rel=\"nofollow noopener\" target=\"_blank\">package of bills<\/a> aimed at protecting immigrants in schools, hospitals and other areas targeted by federal agents. <\/p>\n<p>He also signed a bill that bans federal agents from wearing masks, making California the first state to do so. Speaking at Miguel Contreras Learning Complex in Los Angeles, Newsom said President Trump had turned the country into a \u201cdystopian sci-fi movie\u201d with scenes of masked agents hustling immigrants without legal status into unmarked cars. <\/p>\n<p>\u201cWe\u2019re not North Korea,\u201d Newsom said. <\/p>\n<p>Newsom framed the pieces of legislation as pushback against what he called the \u201csecret police\u201d of Trump and Stephen Miller, the White House advisor who has driven the second Trump administration\u2019s surge of immigration enforcement in Democratic-led cities.<\/p>\n<p>SB 98, written by Sen. Sasha Ren\u00e9e P\u00e9rez (D-Alhambra), will require school administrators to notify families and students if federal agents conduct immigration operations on a K-12 or college campus.<\/p>\n<p><a class=\"link\" href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202520260ab49\" target=\"_blank\" rel=\"nofollow noopener\">Assembly Bill 49,<\/a> drafted by Assemblymember Al Muratsuchi (D-Rolling Hills Estates), will bar immigration agents from nonpublic areas of a school without a judicial warrant or court order. It will also prohibit school districts from providing information about pupils, their families, teachers and school employees to immigration authorities without a warrant.<\/p>\n<p>Sen. Jesse Arregu\u00edn\u2019s (D-Berkeley) <a class=\"link\" href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202520260sb81\" target=\"_blank\" rel=\"nofollow noopener\">Senate Bill 81<\/a> will prohibit healthcare officials from disclosing a patient\u2019s immigration status or birthplace \u2014 or giving access to <a class=\"link\" href=\"https:\/\/www.latimes.com\/science\/story\/2025-06-20\/how-ice-raids-are-disrupting-public-health-in-southern-california\" rel=\"nofollow noopener\" target=\"_blank\">nonpublic spaces in hospitals and clinics<\/a> \u2014 to immigration authorities without a search warrant or court order.<\/p>\n<p>Senate Bill 627 by Sens. Scott Wiener (D-San Francisco) and Jesse Arregu\u00edn (D-Berkeley) targets masked federal immigration officers who began detaining migrants at Home Depots and car washes in California earlier this year. <\/p>\n<p>Wiener has said the presence of anonymous, masked officers marks a turn toward authoritarianism and erodes trust between law enforcement and citizens. The law would apply to local and federal officers, but for reasons that Weiner hasn\u2019t publicly explained, it would exempt state police such as California Highway Patrol officers. <\/p>\n<p>Trump\u2019s immigration leaders argue that masks are necessary to protect the identities and safety of immigration officers. The Department of Homeland Security on Monday called on Newsom to veto Wiener\u2019s legislation, which will almost certainly be challenged by the federal government. <\/p>\n<p>\u201cSen. Scott Wiener\u2019s legislation banning our federal law enforcement from wearing masks and his rhetoric comparing them to \u2018secret police\u2019 \u2014 likening them to the gestapo \u2014 is despicable,\u201d said DHS Assistant Secretary Tricia McLaughlin.<\/p>\n<p>The package of bills has already caused friction between state and federal officials. Hours before signing the bills, Newsom\u2019s office wrote on X that \u201cKristi Noem is going to have a bad day today. You\u2019re welcome, America.\u201d<\/p>\n<p>Bill Essayli, the acting U.S. attorney in Los Angeles, fired back on X, accusing the governor of threatening Noem. <\/p>\n<p>\u201cWe have zero tolerance for direct or implicit threats against government officials,\u201d Essayli wrote in response, adding he\u2019d requested a \u201cfull threat assessment\u201d by the U.S. Secret Service. <\/p>\n<p>The supremacy clause of the U.S. Constitution dictates that federal law takes precedence over state law, leading some legal experts to question whether California could enforce legislation aimed at federal immigration officials.<\/p>\n<p>On X, Essayli said California has no jurisdiction over the federal government, adding he\u2019s directed federal agencies not to change their operations. <\/p>\n<p>\u201cIf Newsom wants to regulate our agents, he must go through Congress,\u201d he wrote.<\/p>\n<p>Representatives for the California Highway Patrol, Los Angeles Police Department and the Los Angeles County Sheriff\u2019s Department did not immediately respond to questions about how the mask law would be enforced.<\/p>\n<p>California has failed to block federal officers from arresting immigrants based on their appearance, language and location. An appellate court paused the raids, which California officials alleged were clear examples of racial profiling, but the U.S. Supreme Court overrode the decision and allowed the detentions to resume. <\/p>\n<p>During the news conference on Saturday, Newsom pointed to an arrest made last month when immigration officers appeared in Little Tokyo while the governor was announcing a campaign for new congressional districts. Masked agents showed up to intimidate people who attended the event, Newsom said, but they also arrested an undocumented man who <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-08-20\/strawberry-delivery-driver-newsom-arrest\" rel=\"nofollow noopener\" target=\"_blank\">happened to be delivering strawberries<\/a> nearby. <\/p>\n<p>\u201cThat\u2019s Trump\u2019s America,\u201d Newsom said. <\/p>\n<p>Other states are also looking at similar measures to unmask federal agents. Connecticut on Tuesday banned law enforcement officers from wearing masks inside state courthouses unless medically necessary, according to news reports.<\/p>\n<p>Newsom on Saturday also signed Senate Bill 805, a measure by  P\u00e9rez  that targets immigration officers who are in plainclothes but don\u2019t identify themselves.<\/p>\n<p>The law requires law enforcement officers in plainclothes to display their agency, as well as either a badge number or name, with some exemptions.<\/p>\n<p><b>\u201c<\/b>Ensuring that officers are clearly identified, while providing sensible exceptions, helps protect both the public and law enforcement personnel,\u201d said Jason P.
