So, what\u2019s the holdup?\n        <\/p>\n<p>\n          Well, getting Wi-Fi beamed down from space isn&#8217;t merely about building satellites and orbital mechanics. The real drama is happening on planet Earth, in the state offices of Delhi. Bureaucrats there are wrestling with a question that only sounds simple, but really isn\u2019t:\n        <\/p>\n<p>\n          How should we price the right to beam internet from space?\n        <\/p>\n<p>\n          The Telecom Regulatory Authority of India (TRAI) has made a set of recommendations on satellite spectrum pricing, based on consultations with private players. However, the Department of Telecom (DoT) has suggested that TRAI <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Feconomictimes%2Eindiatimes%2Ecom%2Findustry%2Ftelecom%2Ftelecom-news%2Fmost-satellite-spectrum-recommendations-sent-back-to-trai%2Farticleshow%2F123929562%2Ecms%3Ffrom%3Dmdr&amp;urlhash=91MK&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">rework<\/a> the set.\n        <\/p>\n<p>\n          This is no mundane regulatory back-and-forth. What it really reflects is the incentives and goals of the TRAI, the DoT, and different private sector firms \u2014 and how those goals conflict with each other. This story won\u2019t solely be about individual players Starlink, but the whole maze of pricing India&#8217;s satellite spectrum.\n        <\/p>\n<p>\n        Auction, or no auction?\n    <\/p>\n<p>\n          Whether internet signals should be transmitted from space or land completely changes how it should be priced. And that\u2019s the core of this maze. But before that, let\u2019s understand what internet signals even are.\n        <\/p>\n<p>\n          They are basically radio waves which have their own frequencies. Each <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Enokia%2Ecom%2Fthought-leadership%2Farticles%2Fspectrum-bands-5g-world%2F&amp;urlhash=vPgU&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">frequency<\/a> decides how much data the signal carries, and how widely it is broadcast. For instance, low-frequency waves (below 1GHz) travel far and are focused, but don\u2019t carry a lot of data \u2014 making them useful for smartphones. High-frequency waves (above 24 GHz), on the other hand, carry a lot of data but don\u2019t cover enough ground.\n        <\/p>\n<p>        <img alt=\"Article content\" class=\"lazy-load block w-full\" data-delayed-url=\"https:\/\/media.licdn.com\/dms\/image\/v2\/D5612AQHBn_u2i7hl7w\/article-inline_image-shrink_1500_2232\/B56ZlvJUzHJsAU-\/0\/1758506340086?e=2147483647&amp;v=beta&amp;t=mYEa3kFrkivneGLBiew3sR3tqBqaR3usYNGFuL62afc\"\/><\/p>\n<p>\n        Now, let\u2019s get down to Earth.\n    <\/p>\n<p>\n          To transmit good internet to cities, mid-frequency waves \u2014 decent coverage with enough data \u2014 make the most sense. Your home Wi-Fi (2.4-5 GHz) usually operates in this band. However, when two signals in the same frequency band are targeted in the same area, they interfere with each other. Imagine two radio stations on the same frequency in the same city \u2014 you\u2019d get nothing but static. Turns out, the internet works in much the same way.\n        <\/p>\n<p>\n          That&#8217;s why telecom companies auction for exclusive rights to use a frequency band (or spectrum) in a given area. It&#8217;s like getting the sole right to use a specific highway lane in a specific city. Naturally, this drives up auction prices. And telecom firms like Jio and Airtel have spent tens of billions of dollars each on these auctions.\n        <\/p>\n<p>\n        But satellite internet works differently.\n    <\/p>\n<p>\n          Instead of broadcasting broadly across a city, satellites use incredibly narrow, focused beams\u2014think laser pointers rather than floodlights. A satellite orbiting over one area in Bangalore can send internet to it, while another satellite can use the same frequency to serve another area in the same city. No static, no interference, just high-speed internet.\n        <\/p>\n<p>\n          In other words, space increases abundance where land couldn\u2019t. Now, everyone can use the same highway lane. And if that\u2019s true, then do we even need auctions to distribute highways, or even internet capacity?\n        <\/p>\n<p>\n          This is why almost <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Eaethaconsulting%2Ecom%2Ftrai-wide-of-the-mark-the-limitations-of-auctioning-satellite-spectrum%2F%3Futm_source%3Dchatgpt%2Ecom&amp;urlhash=2nji&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">every<\/a> major satellite-operating country in the world\u2014from the US to China\u2014uses administrative allocation instead of auctions for satellite spectrum, all coordinated by the International Telecommunications Union (ITU). The national government sets the price (and rules), and companies adhere to it. Officially, India has also codified the same approach in the Telecom Act of 2023.\n        <\/p>\n<p>        <img alt=\"Article content\" class=\"lazy-load block w-full\" data-delayed-url=\"https:\/\/media.licdn.com\/dms\/image\/v2\/D5612AQFoWOkoTg7Fyg\/article-inline_image-shrink_400_744\/B56ZlvJbNMJsAY-\/0\/1758506366359?e=2147483647&amp;v=beta&amp;t=YLoUW0i2qz2yHflb90RcoSg2urVRUrNR4BcUVSdPoTc\"\/><\/p>\n<p>\n          TRAI&#8217;s <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Feconomictimes%2Eindiatimes%2Ecom%2Findustry%2Ftelecom%2Ftelecom-news%2Fmost-satellite-spectrum-recommendations-sent-back-to-trai%2Farticleshow%2F123929562%2Ecms%3Ffrom%3Dmdr&amp;urlhash=91MK&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">latest recommendations<\/a> follow this global template. Here\u2019s the highlights from their list:\n        <\/p>\n<ul>\n<li>Satellite operators pay 4% of their adjusted gross revenue (AGR) as charges for using the spectrum, with a minimum annual fee of \u20b93,500 per MHz.<\/li>\n<li>For urban customers, there&#8217;s an additional \u20b9500 annual charge per subscriber, so that rural customers may be subsidized. Currently, Starlink is extremely expensive for most of India<\/li>\n<li>The spectrum would be allocated for 5 years, extendable by 2 more based on conditions. Interestingly, <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Ereuters%2Ecom%2Fmarkets%2Femerging%2Findias-telecom-regulator-recommends-allotting-satellite-spectrum-5-years-2025-05-09%2F%23%3A%7E%3Atext%3DThe%2520recommendations%2520come%2520as%2520Elon%2Caccording%2520to%2520Starlink%2527s%2520public%2520submissions&amp;urlhash=_d4-&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">Starlink<\/a> had lobbied for a 20-year allocation<\/li>\n<li>A subsidy for one-time installation of satellite terminals<\/li>\n<\/ul>\n<p>\n        A multiplayer Mexican standoff\n    <\/p>\n<p>\n          This is exactly where things get spicy. Not everybody in India&#8217;s private sector agrees on how satellite spectrum should be priced.\n        <\/p>\n<p>\n          On the <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Efortuneindia%2Ecom%2Fopinion%2Fdecoding-war-over-satellite-spectrum%2F118978%23%3A%7E%3Atext%3D%25C2%25B7%25C2%25A0%25C2%25A0%25C2%25A0%25C2%25A0The%2520same%2520day%252C%2520December%252018%252C%2Cbacked%25C2%25A0OneWeb%25C2%25A0%2528linked%2520to%2520Airtel%25E2%2580%2599s%2520OneWeb%2520India&amp;urlhash=wufv&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">side<\/a> of administrative allocation are most private players (many of them foreign), like Starlink, Amazon&#8217;s Kuiper, and even Bharti Airtel. Their logic is straightforward\u2014this is how satellites work globally, and trying to auction shared spectrum would actually create artificial scarcity while also inflating prices.\n        <\/p>\n<p>\n          The side of auctions, however, is primarily being led by India\u2019s largest telecom operator, Reliance Jio. They\u2019re extremely <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Findianexpress%2Ecom%2Farticle%2Fbusiness%2Fcompanies%2Fallocating-satellite-spectrum-jio-vs-starlink-spat-avoid-auctions-9630931%2F&amp;urlhash=yJuV&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">vocal<\/a> about how much they don\u2019t like administrative allocation. And they have counter-arguments as well \u2014 we\u2019ll cover the most important ones.\n        <\/p>\n<p>\n        Jio on the attack\n    <\/p>\n<p>\n          Jio&#8217;s first, most important counter is actually personal \u2014 they say that administrative allocation would be deeply unfair to them. We had the same question as you: why would India\u2019s biggest telecom company say that?\n        <\/p>\n<p>\n          Here\u2019s their logic: to the end consumer, internet is internet, no matter if it comes from satellites in space or towers on land. That means satellites and towers will likely compete against each other. And Jio has paid over <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Emedianama%2Ecom%2F2025%2F01%2F223-telecom-minister-scindia-defends-administrative-allocation-satellite-spectrum%2F%23%3A%7E%3Atext%3DHowever%252C%2520the%2520policy%2520has%2520faced%2Ccost%2520alternatives&amp;urlhash=O48L&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">\u20b91.5 lakh crore<\/a> in auctions for towers, giving us an abundance of 4G data on our phones for dirt-cheap. But, under administrative allocation, satellite operators could get away with far lower costs, making it an uneven playing field.\n        <\/p>\n<p>\n          For Jio, that\u2019s unacceptable, especially if it means loss of margins. In our <a href=\"https:\/\/www.youtube.com\/watch?v=GpQTdrj68XE&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">Starlink story<\/a>, we covered how Jio\u2019s average revenue per user (ARPU \u2014 at \u20b9200+) is far lower than Starlink\u2019s (\u20b97000+). But, Jio makes <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Ftelecomtalk%2Einfo%2Freliance-jio-q3fy25-highlights-arpu-5g-airfiber%2F988268%2F%3Futm_source%3Dchatgpt%2Ecom&amp;urlhash=7x4E&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">margins<\/a> through its richer customers and institutional clients (like businesses, airports, and so on), who increase its ARPU. With lower costs, Starlink might be able to take away some of those customers.\n        <\/p>\n<p>\n          Jio&#8217;s next two counters are purely technical. For one, they say that congestion exists even in satellite internet. Satellites involve something called gateway stations which act like highways, beaming internet signals to Indian soil. While satellite operators can reuse frequencies, they can&#8217;t reuse those gateway stations. When too many users in an area try to access satellite internet, gateways can clog.\n        <\/p>\n<p>        <img alt=\"Article content\" class=\"lazy-load block w-full\" data-delayed-url=\"https:\/\/media.licdn.com\/dms\/image\/v2\/D5612AQFg5Lfrdrgvcg\/article-inline_image-shrink_1000_1488\/B56ZlvJiVFJsAQ-\/0\/1758506395851?e=2147483647&amp;v=beta&amp;t=UvshXy2bmJeGDWV26Js_OTrbQkElaUSNCj1q1YgHw4k\"\/><\/p>\n<p>\n          Here\u2019s another way to understand it: highways can be congested. Hence, it might make sense to implement some sort of congestion pricing to reduce the problem. In fact, that\u2019s exactly what <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Etheguardian%2Ecom%2Fus-news%2F2025%2Fjul%2F09%2Fnew-york-city-congestion-pricing-trump&amp;urlhash=Q_66&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">New York City<\/a> did very recently.\n        <\/p>\n<p>\n          Jio\u2019s third argument is this: satellite internet requires millions of user terminals\u2014dishes that consumers install on their rooftops. Without proper coordination, though, these terminals could interfere with each other and with land spectrum towers.\n        <\/p>\n<p>\n          All of this is made worse by the fact that <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Ftrai%2Egov%2Ein%2Fsites%2Fdefault%2Ffiles%2F2024-11%2FBIF_26102024%2Epdf%3Futm_source%3Dchatgpt%2Ecom&amp;urlhash=Bv7k&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">two particular frequency bands<\/a> \u2014 called the ku (10-15 GHz) &amp; ka (17-31 GHz) bands \u2014 are required strongly both by satellites and 5G towers on land. Land operators worry that their new investments in 5G may be spoiled because of this clash.\n        <\/p>\n<p>\n        Two questions\n    <\/p>\n<p>\n          Well, with these arguments, we had two questions in mind.\n        <\/p>\n<p>\n          Firstly, why is Airtel opposing auctions? Jio\u2019s case would actually heavily favor Airtel\u2019s core business. Well, Airtel\u2019s position is a little more <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Ftheprint%2Ein%2Ftheprint-essential%2Fwhat-is-satellite-spectrum-allocation-that-led-rivals-jio-airtel-to-join-hands-against-starlink%2F2314868%2F&amp;urlhash=DG0e&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">nuanced<\/a>. They <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Ftimesofindia%2Eindiatimes%2Ecom%2Ftechnology%2Ftech-news%2Fsatcom-spectrum-allocation-airtel-says-no-change-in-stand-shares-this-letter-sent-to-telecom-ministry-in-march-2024%2Farticleshow%2F114250598%2Ecms%3Futm_source%3Dchatgpt%2Ecom&amp;urlhash=85f3&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">maintain<\/a> that they\u2019ve had a consistent stance \u2014 they <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Emedianama%2Ecom%2F2023%2F12%2F223-telecom-companies-trai-satellite-consultation%2F%3Futm_source%3Dchatgpt%2Ecom&amp;urlhash=j5uK&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">support<\/a> administrative allocation overall, but recommend auctions in special cases, like when competing for urban customers. In fact, they\u2019ve also lobbied <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Ereuters%2Ecom%2Fbusiness%2Fmedia-telecom%2Freliance-airtel-group-challenges-low-india-satcom-fee-which-can-help-starlink-2025-06-04%2F%3Futm_source%3Dchatgpt%2Ecom&amp;urlhash=bs2B&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">against<\/a> low costs for Starlink in India. It seems like they\u2019re hedging their bets, but we can\u2019t say for sure.\n        <\/p>\n<p>\n          The second question: how does one address Jio\u2019s counters? That\u2019s where global parallels come in. The ITU has vastly improved coordination between satellite gateways. Additionally, other countries have instituted strong standards for satellite dishes so that they don\u2019t interfere with each other.\n        <\/p>\n<p>\n          In other words, it is hard, but possible to manage these problems. Here\u2019s a diagram from TRAI\u2019s consultation paper on how land networks can network with satellites without interfering with each other:\n        <\/p>\n<p>        <img alt=\"Article content\" class=\"lazy-load block w-full\" data-delayed-url=\"https:\/\/media.licdn.com\/dms\/image\/v2\/D5612AQHRfoZbMXfTGg\/article-inline_image-shrink_1000_1488\/B56ZlvJoElKAAQ-\/0\/1758506418934?e=2147483647&amp;v=beta&amp;t=n-PpQZ8-XaAm-RPXuhyVwq6hdgrOmfVu0VPYkzQRhEU\"\/><\/p>\n<p>\n          Yet, there is one more reason why there\u2019s still some hesitation around administrative allocation. And that has a bit to do with history.\n        <\/p>\n<p>\n        The ghosts of scams past\n    <\/p>\n<p>\n          Let\u2019s go back to 2008. Back then, Telecom Minister A. Raja allocated 122 mobile spectrum licenses on a &#8220;first-come, first-served&#8221; basis, in a market that exploded from 4 million to 350 million users. But the prices were way too low to justify that kind of market. The Comptroller and Auditor General estimated losses of \u20b91.76 lakh crore, and the Supreme Court eventually canceled all the licenses in 2012.\n        <\/p>\n<p>        <img alt=\"Article content\" class=\"lazy-load block w-full\" data-delayed-url=\"https:\/\/media.licdn.com\/dms\/image\/v2\/D5612AQGxhHUCfOn_6w\/article-inline_image-shrink_1500_2232\/B56ZlvJtYVG4AU-\/0\/1758506440885?e=2147483647&amp;v=beta&amp;t=tB-AbKfdwkpX4wtm9aI3VuoXubTGLEroOvgexeoDYak\"\/><\/p>\n<p>\n          Since then, administrative allocation has become a synonym for favoritism and corruption. Since then, the Supreme Court mandated auctions as the right method for spectrum allocation.\n        <\/p>\n<p>\n          Now, we know that satellites are different from land spectrum, but every policy discussion is haunted by this scam. Critics reasonably ask: if administrative allocation was manipulated before, what&#8217;s to prevent similar shenanigans in the satellite sector? Even if the argument for administrative allocation is theoretically sound, is the Indian government trustworthy enough to execute it efficiently without corruption?\n        <\/p>\n<p>\n          That\u2019s the historical baggage the Indian government has to deal with today. Which brings us to the DoT&#8217;s current predicament.\n        <\/p>\n<p>\n        A delicate balancing act\n    <\/p>\n<p>\n          The DoT has demanded a rework of TRAI\u2019s latest recommendations. It isn&#8217;t rejecting administrative allocation outright\u2014they certainly agree with TRAI on principle. But they&#8217;re not entirely comfortable with the specifics.\n        <\/p>\n<p>\n          For one, they find the pricing too generous for foreign companies. The proposed \u20b93,500 per MHz annual minimum appears absurdly low to DoT officials. In their view, it doesn\u2019t reflect the true value of the spectrum, and such low charges could encourage companies to hoard spectrum without using it efficiently. Or worse yet, turn into a <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fthefederal%2Ecom%2Fcategory%2Fanalysis%2Fstarlink-india-entry-jio-airtel-176772&amp;urlhash=d5lP&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">cartel<\/a>.\n        <\/p>\n<p>\n          Then, the DoT has an issue with the \u20b9500 fee for urban customers. If you watched <a href=\"https:\/\/www.youtube.com\/watch?v=3GrXq2WIhc4&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">our story<\/a> on rural India\u2019s consumption trends, you\u2019ll know that the urban-rural distinction can be blurry. That\u2019s DoT\u2019s stance \u2014 how do you define &#8220;urban&#8221; versus &#8220;rural&#8221; customers when satellite beams don&#8217;t respect administrative boundaries? This could very well be an exploitable loophole. DoT\u2019s view is that it might not be the best way to subsidize rural demand for satellite internet.\n        <\/p>\n<p>\n          Another concern the DoT raised is a partial confirmation of Jio\u2019s fears. To prevent congestion, it wants TRAI to fix limits for subscribers using a particular satellite system. While not the same as congestion pricing, this should have the same intended effect \u2014 disincentivize over-crowding.\n        <\/p>\n<p>\n          DoT\u2019s concern is also partly geopolitical. The Indian government considers telecom a strategic sector that cannot be dependent on foreign players, <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Emoneycontrol%2Ecom%2Fnews%2Fbusiness%2Fc-dot-reducing-dependency-on-foreign-telecom-technologies-economic-survey-12925654%2Ehtml%3Futm_source%3Dchatgpt%2Ecom&amp;urlhash=508A&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">actively<\/a> trying to reduce it. In May this year, DoT <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Ercrwireless%2Ecom%2F20250506%2Fasia-pacific%2Findia-satcom%3Futm_source%3Dchatgpt%2Ecom&amp;urlhash=c65g&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">strengthened<\/a> satellite communication rules to localize data and manufacturing, especially as many of the players entering our market are foreign.\n        <\/p>\n<p>\n          At the same time, TRAI is trying to find a middle ground between both the DoT and the private sector. It\u2019s worth noting that the <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Ftrai%2Egov%2Ein%2Fsites%2Fdefault%2Ffiles%2F2024-11%2FBIF_26102024%2Epdf%3Futm_source%3Dchatgpt%2Ecom&amp;urlhash=Bv7k&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">Broadband India Forum<\/a> \u2014 India\u2019s private sector-representative body \u2014 doesn\u2019t like a minimum charge on a per-MHz basis. They also highlighted the sheer <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Ftele%2Enet%2Ein%2Fbif-and-coai-clash-over-satellite-spectrum-pricing%2F%3Futm_source%3Dchatgpt%2Ecom&amp;urlhash=ld32&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">difference<\/a> in scale between land operators and satellites (which make up only 0.2% of all telecom revenue) \u2014 making such comparisons flawed.\n        <\/p>\n<p>\n        Conclusion\n    <\/p>\n<p>\n          Naturally, all of this has resulted in a further delay in policy. But, in the government\u2019s view, this is a cost worth bearing for the government. They want satellite internet to help bridge the digital divide, but also not make it too easy for private players.\n        <\/p>\n<p>\n          But even within private players, there\u2019s very little consensus on what the future of Indian internet should be. It\u2019s a multi-player Mexican standoff. We\u2019ve also barely touched upon what this means for how business might be done in space.\n        <\/p>\n<p>\n          This case is a maze of figuring out economic efficiency, equitable access, personal incentives and even geopolitics.\n        <\/p>\n<p>            The Missing Middle in India\u2019s Energy Story<\/p>\n<p>\n          When countries talk about moving away from dirty fuels, the story usually follows the same script: first coal, then gas, then renewables. Gas acts as the bridge in this journey \u2014 the so-called \u201c<a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Espglobal%2Ecom%2Fen%2Fresearch-insights%2Fspecial-reports%2Flook-forward%2Fthe-role-of-gas-in-the-energy-transition&amp;urlhash=ys1e&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">transition fuel.<\/a>\u201d It\u2019s earned that title for a few good reasons.\n        <\/p>\n<p>\n          First, it\u2019s a cleaner substitute for coal. Burning gas produces about <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Espglobal%2Ecom%2Fen%2Fresearch-insights%2Fspecial-reports%2Flook-forward%2Fthe-role-of-gas-in-the-energy-transition%23%3A%7E%3Atext%3Dreduce%2520emissions%2520by%2520more%2520than%252050%2525%2520per%2520unit%2520of%2520electricity%2E&amp;urlhash=NXqP&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">half the greenhouse gases per unit of electricity<\/a> compared to coal, and without the soot, ash, or choking sulphur.\n        <\/p>\n<p>\n          Second, its flexibility makes it a perfect match for the stop-start nature of renewables like solar and wind. Here\u2019s why: clouds or calm weather can cause generation to drop, threatening grid stability \u2014 like what happened in <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Ebbc%2Ecom%2Fnews%2Farticles%2Fc62d8k8edgxo&amp;urlhash=fqgb&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">Spain this April<\/a>. In such cases, unlike coal plants, gas power plants can fire up in minutes, quickly restoring supply. Even in <a href=\"https:\/\/www.youtube.com\/watch?v=UtsCCJ4o1WA&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">theory<\/a>, running a grid entirely on renewables isn\u2019t possible without a backup source like gas.\n        <\/p>\n<p>        <img alt=\"Article content\" class=\"lazy-load block w-full\" data-delayed-url=\"https:\/\/media.licdn.com\/dms\/image\/v2\/D5612AQEgr2opFhXsjQ\/article-inline_image-shrink_400_744\/B56ZlvJzdcJ8AY-\/0\/1758506465805?e=2147483647&amp;v=beta&amp;t=g7-UiKCxhXO76zooZnIKAu9RFCptKTrde720NgFVL9I\"\/><\/p>\n<p>\n          These strengths explain why, by 2050, gas is expected to be the only fossil fuel still increasing its share in the energy mix for countries like the US, China, and India \u2014 despite the global push toward renewables.\n        <\/p>\n<p>\n          But here\u2019s the odd part: India doesn\u2019t really play this middle game.\n        <\/p>\n<p>\n          Natural gas accounts for barely 5% of India\u2019s electricity mix. We have 25 GW of gas-based power plants, yet they run at only <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Epib%2Egov%2Ein%2FPressReleaseIframePage%2Easpx%3FPRID%3D1911550%23%3A%7E%3Atext%3DThe%2520requirement%2520of%2CNatural%2520Gas%2520%28RLNG%29%2E&amp;urlhash=Tdhw&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">about 10% capacity<\/a> \u2014 practically idle. Meanwhile, coal still does the heavy lifting running at 80-90% capacity, and renewables are scaling up rapidly.\n        <\/p>\n<p>\n          It\u2019s as if India is trying to jump straight from coal to renewables, skipping gas entirely. That\u2019s not how most of the world has done it. And it raises a sharp question: is this by design, or by necessity?\n        <\/p>\n<p>\n          Before asking whether India needs gas in its transition, let\u2019s first answer the obvious: why is gas failing here, when it seems to work everywhere else?\n        <\/p>\n<p>\n        The strange case of India\n    <\/p>\n<p>\n          On paper, India should have every reason to lean on natural gas. We\u2019re choking on coal pollution, we import most of our oil, and renewables, while rising, still need a stable backup. Yet, in India, it\u2019s stuck at the margins. And it\u2019s happening for structural reasons.\n        <\/p>\n<p>\n          The entire ecosystem \u2014 production, pricing, allocation, imports \u2014 makes gas an unviable choice which is scarce and costly. And those are the factors we\u2019ll be tackling.\n        <\/p>\n<p>\n        The problems in India\u2019s gas production\n    <\/p>\n<p>\n          India consumes around <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fiea%2Eblob%2Ecore%2Ewindows%2Enet%2Fassets%2Fef262e8d-239f-4cfc-8f8c-4d75ac887a0f%2FIndiaGasMarketReport%2Epdf&amp;urlhash=IMIF&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">60\u201365 billion cubic meters (bcm)<\/a> of natural gas every year. But we produce only about half of that. The rest has to be imported for one simple reason: India is just resource-poor in gas. We have plenty of coal, some oil, but gas reserves are small, scattered, and tricky to extract. Unlike Qatar or Russia, there isn\u2019t a vast underground bounty waiting to be tapped. To give you context, we don\u2019t even hold 1% of natural gas reserves that have been discovered yet.\n        <\/p>\n<p>        <img alt=\"Article content\" class=\"lazy-load block w-full\" data-delayed-url=\"https:\/\/media.licdn.com\/dms\/image\/v2\/D5612AQHP0XwcogVWzA\/article-inline_image-shrink_1000_1488\/B56ZlvJ4_2JkAQ-\/0\/1758506488425?e=2147483647&amp;v=beta&amp;t=g02W5hHONgfcqWqcgjFwNuMux9UjbDIF4NMpur_uEAA\"\/><\/p>\n<p>\n          But we could have had a better story. The discovery of the Krishna-Godavari (KG) basin by Reliance in the mid-2000s was hyped as a game-changing \u201cgas jackpot\u201d that would power industries. ONGC and Oil India were also supposed to step up with their fields. But despite making up <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fiea%2Eblob%2Ecore%2Ewindows%2Enet%2Fassets%2Fef262e8d-239f-4cfc-8f8c-4d75ac887a0f%2FIndiaGasMarketReport%2Epdf&amp;urlhash=IMIF&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">25% of India&#8217;s total production<\/a>, the basin\u2019s reality has been pretty underwhelming. It didn\u2019t deliver at scale, production targets have been <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Ftimesofindia%2Eindiatimes%2Ecom%2Fbusiness%2Findia-business%2Fongc-starts-oil-production-from-delayed-usd-5-billion-deep-water-project%2Farticleshow%2F106643695%2Ecms&amp;urlhash=35kn&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">repeatedly delayed<\/a>, and domestic output is <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Feconomictimes%2Eindiatimes%2Ecom%2Findustry%2Fenergy%2Foil-gas%2Fongc-slashes-peak-production-estimates-for-kg-basin-project-by-35-40-despite-commencement-of-deep-water-oil-extraction%2Farticleshow%2F106633432%2Ecms%3F&amp;urlhash=UB-_&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">expected<\/a> to be <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Feconomictimes%2Eindiatimes%2Ecom%2Findustry%2Fenergy%2Foil-gas%2Fmuted-natural-gas-output-likely-in-fy25-on-cautious-reliance-industries-kg-basin-fields-outlook%2Farticleshow%2F117466029%2Ecms%3F&amp;urlhash=DM28&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">muted<\/a>.\n        <\/p>\n<p>\n          Even the gas we do produce doesn\u2019t flow freely into the market. India follows a system called the Administered Pricing Mechanism (APM). In plain English: the government fixes prices for domestic gas and decides <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Epib%2Egov%2Ein%2FPressReleaseIframePage%2Easpx%3FPRID%3D2122694&amp;urlhash=tB8g&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">who gets priority<\/a>. The logic is political and economic \u2014 fertilizer factories (because cheap urea keeps food prices in check) get first rights. Then comes city gas distribution (CNG for vehicles, cooking gas for households), which is visible to voters and tied to urban air quality. Only after that does the power sector get a look-in, and by then, there\u2019s little left.\n        <\/p>\n<p>\n          Even if India doubled its domestic production tomorrow, gas-fired power plants would still be left waiting.This leaves India with two options: either live with underutilized gas plants, or turn to imports. And that\u2019s where the costs skyrocket.\n        <\/p>\n<p>\n        Costly imports\n    <\/p>\n<p>\n          If domestic gas is rationed and barely enough, imports should be the solution, right? After all, many countries run perfectly fine on imported natural gas. But here\u2019s the catch: how you import gas matters.\n        <\/p>\n<p>\n          Globally, there are two ways:\n        <\/p>\n<ol>\n<li>Pipelines \u2013 cheap, stable, and long-term.<\/li>\n<li>LNG ships \u2013 flexible, but costly and volatile.<\/li>\n<\/ol>\n<p>\n          Most of the world leans heavily on pipelines. Europe has Russian pipelines (but they\u2019re phasing out quickly), China gets pipeline gas from Central Asia and Russia, and so on. Pipelines are basically highways for gas: once built, they deliver fuel at a steady cost of $0.5\u20131 per unit.\n        <\/p>\n<p>        <img alt=\"Article content\" class=\"lazy-load block w-full\" data-delayed-url=\"https:\/\/media.licdn.com\/dms\/image\/v2\/D5612AQH0SR-mqCR2xA\/article-inline_image-shrink_1000_1488\/B56ZlvKCXMH8AQ-\/0\/1758506527148?e=2147483647&amp;v=beta&amp;t=yR2jzsxnBSNpYEJ-iyfMRst9vDz2sxGvbnX_ikp55jM\"\/><\/p>\n<p>\n          India, though, has no international pipeline connections. The two big projects that were supposed to fix this \u2014 the <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fwww%2Eicwa%2Ein%2Fshow_content%2Ephp%3Flang%3D1%26level%3D3%26ls_id%3D10702%26lid%3D6805&amp;urlhash=0X19&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">Iran\u2013Pakistan\u2013India (IPI) pipeline<\/a> and the <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fjamestown%2Eorg%2Fprogram%2Ftapi-pipeline-to-remain-failure-without-india-and-pakistans-participation%2F%23%3A%7E%3Atext%3DIndia%2520has%2520already%2CSeptember%252017%252C%25202024%29%2E&amp;urlhash=Q_J8&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">Turkmenistan\u2013Afghanistan\u2013Pakistan\u2013India (TAPI) pipeline<\/a> \u2014 never materialized. Geopolitics, mistrust, and instability killed both.\n        <\/p>\n<p>\n          So, India has no choice but to rely on LNG shipments, which is far less cost-efficient than pipelines. Here, gas is first cooled strongly to turn into liquid, which is transported in expensive cryogenic ships. Then, at terminals in Gujarat, Kerala, Maharashtra and so on, the liquid product is turned back into gas for our domestic pipelines. All of that adds $2\u20134 per unit.\n        <\/p>\n<p>        <img alt=\"Article content\" class=\"lazy-load block w-full\" data-delayed-url=\"https:\/\/media.licdn.com\/dms\/image\/v2\/D5612AQG-EyUEr-2bJQ\/article-inline_image-shrink_1500_2232\/B56ZlvKNPGH8AU-\/0\/1758506571497?e=2147483647&amp;v=beta&amp;t=zr-j4xLHeStNlUoFXKcS2Xjezm86dnIsgxNWxsTZAF4\"\/><\/p>\n<p>\n          What makes this worse is that unlike pipelines, LNG is tied to global spot prices which are insanely volatile. In 2022, for instance, when Europe scrambled for gas in 2022 after Russia cut supplies, LNG prices shot up to record highs. Indian gas plants simply shut down \u2014 they couldn\u2019t compete with coal or imported oil at those costs.\n        <\/p>\n<p>        <img alt=\"Article content\" class=\"lazy-load block w-full\" data-delayed-url=\"https:\/\/media.licdn.com\/dms\/image\/v2\/D5612AQGkyS4YIKXUCQ\/article-inline_image-shrink_1500_2232\/B56ZlvKTXNIAAY-\/0\/1758506596439?e=2147483647&amp;v=beta&amp;t=FVmG49mcqb7-9dxUA1w59n3VGDxshKmMAFiDYl-tnfg\"\/><\/p>\n<p>\n          So, while importing coal or crude is relatively straightforward, importing gas is structurally more expensive for India. We don\u2019t get the cheap, stable pipeline deals others enjoy; we get the volatile, expensive, seaborne stuff. This is why our gas power plants keep sitting idle \u2014 they take in gas which comes at highly unprofitable prices.\n        <\/p>\n<p>\n        Gas loses steam to coal and oil\n    <\/p>\n<p>\n          When you put gas side-by-side with coal and oil, its cost problem becomes obvious. But, there are other factors at play too.\n        <\/p>\n<p>\n          Coal is messy. It pollutes and chokes cities, making it India\u2019s single biggest carbon problem. But it\u2019s also abundantly present within our borders. <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fcoal%2Enic%2Ein%2Fsites%2Fdefault%2Ffiles%2F2024-02%2F14-02-2024b-wn%2Epdf&amp;urlhash=foON&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">75\u201380%<\/a> of India\u2019s coal use is met from local mines, and it powers over <a href=\"https:\/\/www.linkedin.com\/redir\/redirect?url=https%3A%2F%2Fcoal%2Enic%2Ein%2Fsites%2Fdefault%2Ffiles%2F2024-02%2F14-02-2024b-wn%2Epdf&amp;urlhash=foON&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">70%<\/a> of our electricity needs. Coal prices are also politically controlled. No matter how ugly, coal is a ready-made cheap crutch that policymakers can\u2019t \u2014 or won\u2019t \u2014 drop easily.\n        <\/p>\n<p>\n          As we\u2019ve covered <a href=\"https:\/\/www.youtube.com\/watch?v=krBiiPUMM9E&amp;trk=article-ssr-frontend-pulse_little-text-block\" target=\"_blank\" data-tracking-control-name=\"article-ssr-frontend-pulse_little-text-block\" data-tracking-will-navigate=\"\" data-test-link=\"\" rel=\"noopener\">before<\/a>, crude oil is our Achilles heel, importing 85% of our needs. But it fuels transport and has no large-scale substitute. More importantly, India has built one of the world\u2019s largest refining industries, which turns imported crude into petrol, diesel, jet fuel, and even exports. That turns crude into an economic (even geopolitical) benefit that we simply can\u2019t do without.\n        <\/p>\n<p>\n          That leaves gas in no-man\u2019s land. While cleaner than coal and oil, it\u2019s neither cheap nor essential. We import 50% of what we consume, but unlike oil, we don\u2019t have to. We could just as easily run fertilizer plants on more subsidies or power plants on coal. And unlike coal, gas doesn\u2019t have a strong domestic base. So it becomes the easiest fuel to sideline. Gas demand picks up when prices are low, but collapses when it spikes. Its supply can\u2019t be politically controlled, so politicians don\u2019t have incentives to back it.\n        <\/p>\n<p>\n        The Big Question: Do We Even Need Gas?\n    <\/p>\n<p>\n          So the real question isn\u2019t why hasn\u2019t India leaned on gas? The question is does India even need to?\n        <\/p>\n<p>\n          One is naturally inclined to say yes \u2014 it\u2019s too clean to be ignored. And as batteries are still only maturing, having a flexible standby fuel could smoothen the renewable journey. Even if it\u2019s expensive, maybe it\u2019s worth keeping some capacity alive for emergencies.\n        <\/p>\n<p>\n          The other argument \u2014 which India seems to be implicitly following \u2014 is that gas is an expensive detour. The idea is it\u2019s better to stick with coal as the dirty workhorse for some more time, while throwing full weight behind renewables and battery storage. If storage becomes cheap enough quickly, India could skip the gas stage entirely.\n        <\/p>\n<p>\n          Either way, natural gas in India is not the star of the show (yet).
