{"id":247099,"date":"2025-09-22T20:05:10","date_gmt":"2025-09-22T20:05:10","guid":{"rendered":"https:\/\/www.europesays.com\/us\/247099\/"},"modified":"2025-09-22T20:05:10","modified_gmt":"2025-09-22T20:05:10","slug":"pennsylvania-democrats-back-bill-creating-school-facilities-data-inventory","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/247099\/","title":{"rendered":"Pennsylvania Democrats back bill creating school facilities data inventory"},"content":{"rendered":"<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Sign up for <a href=\"https:\/\/ckbe.at\/4iCuUei\" rel=\"noopener\" title=\"https:\/\/ckbe.at\/4iCuUei\" target=\"_blank\">Chalkbeat Philadelphia\u2019s free newsletter<\/a> to keep up with news on the city\u2019s public school system.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">As Philadelphia school officials <a href=\"https:\/\/www.chalkbeat.org\/philadelphia\/2025\/09\/10\/district-releases-facilities-data-to-inform-school-closures\/\" rel=\"noopener\" target=\"_blank\">move closer to closing schools<\/a> in part to address urgent facilities needs, not even state officials know the depth of the state\u2019s school building problem. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Now, several state Democratic lawmakers are pushing to pass <a href=\"https:\/\/www.palegis.us\/house\/co-sponsorship\/memo?memoID=44112&amp;document=HB1701\" rel=\"noopener\" target=\"_blank\">a bill<\/a> that would require the state to create an inventory of school facilities data to document building conditions. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cWe need to identify the problem,\u201d said Rep. Elizabeth Fiedler at a hearing about the proposed legislation Monday in South Philadelphia. \u201cThe current state of school facilities presents both a crisis of education and a public health crisis.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Though individual districts, <a href=\"https:\/\/www.chalkbeat.org\/philadelphia\/2025\/09\/10\/district-releases-facilities-data-to-inform-school-closures\/\" rel=\"noopener\" target=\"_blank\">including Philadelphia<\/a>, have gathered some data about their schools\u2019 facilities needs, statewide information about which schools are in greatest need of repairs because of broken infrastructure, environmental hazards, and outdated technology remains severely lacking. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Jessica Sites, director of the bureau of financial operations at the Pennsylvania Department of Education, said it\u2019s obvious to the department that there are severe building problems in districts across Pennsylvania. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">During several hearings over the state\u2019s school funding formula, which a judge ruled in 2023 was unconstitutional, Pennsylvanians raised grave concerns about schools with mold, asbestos, and crumbling walls. <a href=\"https:\/\/www.chalkbeat.org\/philadelphia\/2023\/5\/23\/23735066\/philadelphia-schools-asbestos-buildings-facilities-inspection-danger-watlington-update\/\" rel=\"noopener\" target=\"_blank\">Concerns about asbestos exposure have closed several Philly schools<\/a> in recent years, and the district\u2019s approach to the issue <a href=\"https:\/\/www.chalkbeat.org\/philadelphia\/2025\/06\/26\/federal-government-criminally-charges-philly-school-district-for-asbestos\/\" rel=\"noopener\" target=\"_blank\">recently drew the attention of the U.S. Department of Justice<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">But the state does not have information on each school\u2019s square footage, let alone comprehensive information on the costs of maintenance or repairs.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cWe can\u2019t quantify it well enough \u2014 I think that\u2019s the problem,\u201d said Sites. \u201cWhat we are being is reactive to some of these issues. We are not being proactive.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Small and inexpensive building issues, like a small leak, can transform into a severe and expensive problem without proactive maintenance, said Jerry Roseman, director of environmental science at the Philadelphia Federation of Teachers. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">He urged officials at Monday\u2019s hearing to support districts in collecting better building data so they can make small repairs before they become costly, full-building issues.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The legislation would require school districts to submit detailed information about their facilities to the department every three years, including building square footage, age, and brief descriptions of any major renovations. It would also require districts to provide plans on how they would modernize school buildings. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The legislation states the department would provide technical assistance to districts to repair infrastructure when funding is available. It would also support schools in securing additional federal, state, and local funding for repairs. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">LeShawna Coleman, chief of staff at the Philadelphia Federation of Teachers, said the union supports the legislation as long as it\u2019s accompanied by state funding.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cWithout a dedicated and recurring appropriation in the state budget, this initiative will result in an unfunded mandate,\u201d said Coleman.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Rebecca Redelmeier is a reporter at Chalkbeat Philadelphia.
