A 5-month-old puppy is in isolation and receiving around-the-clock care after being abandoned and starved by his owners.<\/p>\n
The dog\u2019s name is Garcia, and Outcast Rescue is looking for help in funding his medical treatment.<\/p>\n
One week after being found by the rescue organization, Garcia is showing improvement while being fed and cared for at Crown Veterinary Specialists in Lebanon, New Jersey.<\/p>\n
Garcia is now able to lift his head, and he is gaining energy to at least attempt to stand on his four legs.<\/p>\n
The puppy was emaciated with ulcers in his eyes and unable to move when found in Center City, Philadelphia, last week.<\/p>\n
Those who operate Outcast Rescue say that so far, no arrests have been made in this case of animal cruelty.
\n\tBeth Hucke believes the courts need to hand out harsher punishment in animal cruelty cases in order to deter the abuse of animals.<\/p>\n
\u201cI don\u2019t think that the laws are strong enough. I think that a slap on the wrist or probation is not enough. It doesn\u2019t send a message,\u201d said Hucke.<\/p>\n
Outcast Rescue has already identified a foster family for Garcia when he\u2019s healthy and ready to leave the clinic.<\/p>\n
