Each weekday, catch up on the 5 most pressing stories to start your morning in 3 minutes or less.  <\/p>\n<p>Los Angeles County\u2019s first centralized dispatch center to quickly connect unsheltered people with housing, treatment and other services will start taking requests from the public on Tuesday, according to officials.<\/p>\n<p>The county\u2019s <a class=\"Link\" href=\"https:\/\/homeless.lacounty.gov\/emergency-centralized-response-center\/#:~:text=Emergency%20Centralized%20Resource%20Center&amp;text=The%20center%20coordinates%20the%20operations,governmental%20agencies%2C%20and%20outreach%20teams.\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Emergency Centralized Response Center (ECRC)<\/a> started operating in January to centralize intake to the various services and programs for unhoused individuals run by a host of county and city departments, agencies and outreach teams.<\/p>\n<p>Since opening, the center has responded to 436 referrals, according to county officials. One referral can include multiple unsheltered people, they said.<\/p>\n<p>So far, the center has only taken referrals from elected officials and governmental agencies.<\/p>\n<p>But that\u2019s changing on Tuesday, when the public will be able to submit reports to the center <a class=\"Link\" href=\"http:\/\/la-hop.org\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">through LA-HOP<\/a>, a homeless outreach portal that was previously run by the Los Angeles Homeless Services Authority. Based on county data, this could lead to a significant increase in the number of requests to the new dispatch center.<\/p>\n<p>Officials gave a tour on Thursday to reporters and took questions.<\/p>\n<p>Before the center was created, \u201cyou would have all of these outreach teams descending upon this one site [of an encampment], which is not a good use of resources,\u201d said Elizabeth \u201cLibby\u201d Boyce, who oversaw the implementation of the dispatch center.<\/p>\n<p>As a centralized information hub, officials say the dispatch center can now coordinate across several agencies and teams to receive requests for services and direct a group of 150 outreach teams to help provide timely interim housing and necessary support to unsheltered people.<\/p>\n<p>When county supervisors decided to pull hundreds of millions of dollars of homeless service spending from LAHSA \u2014 a joint city-county agency \u2014 and instead have the county directly oversee it, <a class=\"Link\" href=\"https:\/\/laist.com\/news\/housing-homelessness\/la-county-supervisors-lahsa-vote-homeless-spending-accountability\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">city leaders expressed concern<\/a> that the city and county would lose coordination of their efforts.<\/p>\n<p>During Thursday\u2019s tour, officials pointed to the expanding dispatch center as a place where both governments work closely together.<\/p>\n<p>L.A. City Councilmember Nithya Raman, who chairs the council\u2019s Housing and Homelessness Committee, said she\u2019s hopeful the coordination will lead to better outcomes.<\/p>\n<p>\u201cBy establishing an Emergency Centralized Response Center we will be able to expand our access to data, increase both accountability and coordination, and ensure that every dollar we are spending as a city \u2014 and by extension we as a region \u2014 is going further,\u201d Raman said.<\/p>\n<p>    <img decoding=\"async\" class=\"Image\" alt=\"A man sits in an office chair facing two computer screens and a shelf with a blue hat.\" data-image-size=\"articleImage\"  width=\"792\" height=\"594\" src=\"https:\/\/scpr.brightspotcdn.com\/dims4\/default\/3966bb6\/2147483647\/strip\/true\/crop\/4032x3024+0+0\/resize\/792x594!\/quality\/90\/?url=http%3A%2F%2Fscpr-brightspot.s3.us-west-2.amazonaws.com%2F1a%2Faa%2Fba2f49b94f94b7e41a4e0823755c%2Fimg-0224.JPG\" loading=\"lazy\" bad-src=\"data:image\/svg+xml;base64,PHN2ZyB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciIHZlcnNpb249IjEuMSIgaGVpZ2h0PSI1OTRweCIgd2lkdGg9Ijc5MnB4Ij48L3N2Zz4=\"\/><\/p>\n<p> ECRC teams working on processing homeless service referrals and dispatching outreach teams.<\/p>\n<p>How it works<\/p>\n<p>At the ECRC, four teams are responsible for processing referrals \u2014 or requests for services \u2014 dispatching and supporting teams and updating referrals, county officials said. Each team handles requests for two of the county zones known as <a class=\"Link\" href=\"http:\/\/publichealth.lacounty.gov\/chs\/SPAMain\/ServicePlanningAreas.htm\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">service planning areas<\/a>.<\/p>\n<p>There are also representatives on site every day from the county\u2019s departments of Mental Health, Health Services, Public Health, Substance Abuse Prevention and Control, Military and Veteran Affairs and Social Services, as well as LAHSA and L.A.\u2019s City Administrative Officer, according to the county.<\/p>\n<p>The dispatch center also helps coordinate encampment solution efforts such as <a class=\"Link\" href=\"https:\/\/mayor.lacity.gov\/InsideSafe\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Inside Safe<\/a> and the county\u2019s <a class=\"Link\" href=\"https:\/\/homeless.lacounty.gov\/pathway-home\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"nofollow noopener\">Pathway Home<\/a> program, as well as teams that conduct cleanups in unincorporated areas, officials said.<\/p>\n<p>Together, all of these departments, agencies and individuals combine their resources to provide relief efforts, officials say.<\/p>\n<p>The new dispatch center has recently been providing their services in Whittier Narrows, a large park in the San Gabriel Valley.<\/p>\n<p>\u201cThere are so many entities that have a footprint there,\u201d Boyce said. \u201cYou have [state] Fish and [Wildlife], you have the Army Corps of Engineers, you have unincorporated [county], you have this city\u2026 you have Caltrans \u2014 somebody\u2019s got to facilitate a discussion with all those people, which we\u2019ve been doing.\u201d<\/p>\n<p>The dispatch center\u2019s director, Donald Holt, also pointed to the multi-jurisdictional Ballona Creek in West L.A. He said the dispatch center coordinated meetings with multiple local law enforcement agencies, which were able to move unsheltered people from the area while connecting them with services.<\/p>\n<p>Before the center\u2019s creation, the various government entities would have received separate calls and enacted separate operations in Ballona Creek. This lack of communication would leave pockets of the area uncleared, with unsheltered people moving from jurisdiction to jurisdiction.<\/p>\n<p>Ultimately, Donald said they were able to engage with about 45 people and get 15 indoors in Ballona Creek in one day by coordinating with multiple agencies.<\/p>\n<p>Boyce said the center now collect information information daily about available beds across the county from publicly-funded interim housing providers \u2014 which she said hovers at around 30 to 50 beds \u2014 allowing the dispatch center to provide unsheltered individuals with interim housing options even when there are no available beds in the specific jurisdiction they\u2019re located in.<\/p>\n<p>And unlike previous intake approaches, county officials say the new dispatch center updates the person who requested a referral. Officials say that\u2019s part of their effort to build a \u201cfeedback loop\u201d that builds trust.<\/p>\n<p>For instance, instead of getting an automated response informing them when their LA-HOP ticket is closed, people will receive real-time information about what resolution programs are being planned in response to their request, officials say.<\/p>\n<p>    <img decoding=\"async\" class=\"Image\" alt=\"Three people in an office are facing a grey computer. Four days later, wildfires erupted across Southern California.<\/p>\n<p>\u201cWe had to jump in,\u201d Boyce said. \u201cWe\u2019re an emergency entity \u2014 if there\u2019s a natural disaster, if there\u2019s any emergency, we can be the conduit to the unsheltered, we can be the messenger. And that happened with the wildfires.\u201d<\/p>\n<p>Ultimately, in January the dispatch center worked to evacuate 17 interim housing shelters, supplied more than 6,000 N-95 masks and relocated 500 people, Boyce said.<\/p>\n<p>L.A. County Supervisors Lindsey Horvath and Kathryn Barger proposed the ECRC in a motion approved by the Board of Supervisors in September.<\/p>\n<p>\u201cWe\u2019ve gone from a motion in September to a space that was operational in December and then responding to the county\u2019s largest-ever disaster by January,\u201d Horvath said. \u201cI cannot really stress enough how unprecedented [this is].\u201d<\/p>\n<p>    <img decoding=\"async\" class=\"Image\" alt=\"A woman stands at the head of a conference table. A TV camera is pointing towards her.\" data-image-size=\"articleImage\"  width=\"792\" height=\"594\" src=\"https:\/\/scpr.brightspotcdn.com\/dims4\/default\/3c2d0a3\/2147483647\/strip\/true\/crop\/4032x3024+0+0\/resize\/792x594!\/quality\/90\/?url=http%3A%2F%2Fscpr-brightspot.s3.us-west-2.amazonaws.com%2Fd6%2Ffb%2Fe35407e44ef9a84a6153b2e2b8ff%2Fimg-7405.jpg\" loading=\"lazy\" bad-src=\"data:image\/svg+xml;base64,PHN2ZyB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciIHZlcnNpb249IjEuMSIgaGVpZ2h0PSI1OTRweCIgd2lkdGg9Ijc5MnB4Ij48L3N2Zz4=\"\/><\/p>\n<p> Supervisor Horvath speaking to reporters at a panel on Thursday.<\/p>\n<p>Looking to the future<\/p>\n<p>As the dispatch center expands, officials there say they aim to focus on building trust through engagement.<\/p>\n<p>\u201cMost of the individuals that are experiencing homelessness in [an] area, they have ties in that area\u2026 and so they\u2019re very reluctant to leave,\u201d Holt said. \u201cThere are just some areas where the resources are extremely scarce, and so you have to continue to try to build that rapport, and hopefully they\u2019ll be receptive to relocate.\u201d<\/p>\n<p>Officials say they\u2019d welcome additional government agencies to send staff to the center.<\/p>\n<p>\u201cIf any city or municipality wants to come and join us, they may, and then we can help be a little bit more direct with helping them with their unsheltered issues,\u201d Boyce said.<\/p>\n<p>With the anticipation of a surge of new requests when the dispatch center opens to the public, Boyce said she is confident their team is prepared to respond.<\/p>\n<p>\u201cWe have room for more, and we\u2019re ready to take it on.\u201d<\/p>\n<p>[Have you had an experience with the county\u2019s new dispatch center?
