{"id":252654,"date":"2025-09-25T03:35:11","date_gmt":"2025-09-25T03:35:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/252654\/"},"modified":"2025-09-25T03:35:11","modified_gmt":"2025-09-25T03:35:11","slug":"dallas-approves-7-8-million-in-contracts-to-continue-homelessness-services","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/252654\/","title":{"rendered":"Dallas approves $7.8 million in contracts to continue homelessness services"},"content":{"rendered":"<p class=\"body-text-paragraph\">The Dallas City Council voted Wednesday to approve $7.8 million in contracts for homelessness services, including a $5.9 million renewal for The Bridge Homeless Recovery Center, <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/09\/23\/two-dallas-council-members-say-four-of-their-counterparts-violated-texas-open-meetings-act\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/09\/23\/two-dallas-council-members-say-four-of-their-counterparts-violated-texas-open-meetings-act\/\">one of the city\u2019s largest shelters<\/a>.<\/p>\n<p class=\"body-text-paragraph\">The council also agreed to accept $1.3 million in additional funding from Dallas County \u2014 pending final approval by the County Commissioners Court on Oct. 7 \u2014 an increase from the $1 million the county has provided annually since at least 2020.<\/p>\n<p class=\"body-text-paragraph\">The funding renews existing agreements with six organizations: The Bridge, Austin Street Center, Salvation Army, Catholic Charities, The Stewpot and Harmony Community Development Corporation.<\/p>\n<p class=\"body-text-paragraph\">The vote comes <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/09\/23\/two-dallas-council-members-say-four-of-their-counterparts-violated-texas-open-meetings-act\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/09\/23\/two-dallas-council-members-say-four-of-their-counterparts-violated-texas-open-meetings-act\/\">after four council members were accused Tuesday of violating the Texas Open Meetings Act<\/a> by discussing proposals related to the city\u2019s homelessness efforts, including an idea to relocate The Bridge from downtown to Dallas Executive Airport, in a closed-door meeting. The $5.9 million funds The Bridge\u2019s annual operations and go into effect Oct. 1.<\/p>\n<p class=\"body-text-paragraph\">He noted the shelter has aided more than 6,300 people over the last year, which he said would be 1,000 more than the prior 12 months. He also said the shelter houses 400 people nightly and has helped 900 people secure housing this year. <\/p>\n<p class=\"body-text-paragraph\">\u201cYour leadership and approval of these items will sustain the momentum we\u2019ve created as we aspire to attain our mission: empowering adults experiencing homelessness in Dallas with the tools for recovery as they move into sustainable housing,\u201d Woody said. <\/p>\n<p class=\"body-text-paragraph\">Other approved contracts include:<\/p>\n<p class=\"body-text-paragraph\">-$686,740 for emergency shelter services through The Salvation Army, The Bridge, and Austin Street Center.<\/p>\n<p class=\"body-text-paragraph\">-$250,000 for Catholic Charities to support people experiencing homelessness who are 55 years old and up with housing and case management.<\/p>\n<p class=\"body-text-paragraph\">-$575,000 for Austin Street Center\u2019s recovery services for people with mental illness or substance use disorders.<\/p>\n<p class=\"body-text-paragraph\">-$255,000 for homeless diversion programs through Harmony Community Development Corporation, Catholic Charities, and The Stewpot.<\/p>\n<p class=\"body-text-paragraph\">-$125,899 for The Bridge\u2019s Rapid Rehousing Program, which helps people transition into stable housing.<\/p>\n<p>Related<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"aspect-ratio:190 \/ 127\" class=\"dmnc_features-article-body-embeds-related-story-module__2UraD flex-none object-cover dmnc_images-modern-image-module__QFaG- max-w-full h-auto text-white dmnc_images-modern-image-module__9Zlll bg-gray-light object-contain dmnc_images-modern-image-module__P3kZ4 w-full\" width=\"190\" height=\"127\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/J57PQKHGBVCHHD5PZ5C7Y54L4A.jpg\" alt=\"Bobby Brown, a veteran who experienced homelessness, stands as he is mentioned during a...\"\/><\/p>\n<p class=\"body-text-paragraph\">Council member Cara Mendelsohn proposed delaying the votes to allow the council\u2019s housing and homelessness solutions committee to review the proposals and ensure clear performance metrics are reported to the City Council. None of her attempts gained traction. <\/p>\n<p class=\"body-text-paragraph\">\u201cWe have to make sure that our dollars are doing the work that are intended,\u201d she said. <\/p>\n<p class=\"body-text-paragraph\">The Bridge\u2019s $5.9 million contract was approved, along with an amendment to review its Good Neighbor Agreement \u2014a set of guidelines outlining how the shelter interacts with surrounding neighborhoods \u2014in the housing committee.<\/p>\n<p class=\"body-text-paragraph\">After the council meeting, Woody told The Dallas Morning News that he was excited about the contract renewals but was unaware of any relocation discussions until the day before. <\/p>\n<p class=\"body-text-paragraph\">\u201cI learned about all of this for the first time yesterday, like most people,\u201d Woody said. <\/p>\n<p class=\"body-text-paragraph\">Woody expressed concerns about the logistical and financial challenges of relocating, including transportation barriers for people who are experiencing homelessness getting to a location that wasn\u2019t downtown. <\/p>\n<p class=\"body-text-paragraph\">\u201cMy major concern would be the dollars and what it would take to build a new sheltering opportunity in an area where the homeless aren\u2019t right now,\u201d Woody said. \u201cAll over the country, there are unhoused folks in urban, central business districts; it\u2019s not unique to Dallas.
