(Credit: AP Photo\/Matt Rourke, File)       <img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/ywAAAAAAQABAAACAUwAOw==\" alt=\"\" loading=\"lazy\" height=\"478\" width=\"760\" class=\"yf-1gfnohs loader\"\/>     <\/p>\n<p class=\"yf-1090901\">Get ready for a game changer.<\/p>\n<p class=\"yf-1090901\">Over the next five years, the last and largest group of <a href=\"https:\/\/financialpost.com\/tag\/baby-boomers\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:baby boomers;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">baby boomers<\/a> will turn 65, bringing on the biggest <a href=\"https:\/\/financialpost.com\/category\/personal-finance\/retirement\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:retirement wave;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">retirement wave<\/a> Canada has seen yet, according to a new report from <a href=\"https:\/\/financialpost.com\/tag\/royal-bank-of-canada\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Royal Bank of Canada;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Royal Bank of Canada<\/a>.<\/p>\n<p class=\"yf-1090901\">For the past 15 years since the first boomers turned 65, an estimated 5.2 million people have left the workforce. Within the next few years, 2.7 million more Canadians, now between the ages of 60 and 64, are likely to join them. (Baby boomers were born between 1946 and 1964.)<\/p>\n<p class=\"yf-1090901\">\u201cWith unemployment rising in the last three years, it can be easy to forget that the largest (and final) baby boomer cohort is about to reach official retirement age,\u201d wrote RBC assistant chief economist Cynthia Leach.<\/p>\n<p class=\"yf-1090901\">\u201c\u2026 Canada needs to accept that, viewed from the supply side, it\u2019s headed toward an even structurally tighter labour market within a few years.\u201d<\/p>\n<p>    <img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/ywAAAAAAQABAAACAUwAOw==\" alt=\"\" loading=\"lazy\" height=\"678\" width=\"960\" class=\"yf-1gfnohs loader\"\/>     <\/p>\n<p class=\"yf-1090901\">Nor will <a href=\"https:\/\/financialpost.com\/tag\/immigration\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:immigration help stall;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">immigration help stall<\/a> this aging of the workforce, now that the federal government has clamped down on the number of newcomers.<\/p>\n<p class=\"yf-1090901\">Yesterday, Statistics Canada reported that the <a href=\"https:\/\/financialpost.com\/news\/canada-population-growth-rate-near-zero-on-immigration-curbs\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:country\u2019s population growth hasn\u2019t been this slow;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">country\u2019s population growth hasn\u2019t been this slow<\/a> since the pandemic lockdown (see chart below), and RBC expects near-zero growth in 2026 and 2027 under the government\u2019s \u201cdrastically lower targets.\u201d<\/p>\n<p class=\"yf-1090901\">Even if immigration numbers return to a more normal rate after that, RBC estimates labour force participation will decline by more than two percentage points between 2024 and 2030.<\/p>\n<p class=\"yf-1090901\">\u201cThis would exceed the drop of the prior 14 years \u2014 meaning Canada will face the peak impact of boomers on the labour force,\u201d said Leach.<\/p>\n<p class=\"yf-1090901\">So what does this mean to the economy?<\/p>\n<p class=\"yf-1090901\">Some industries and regions will be hit harder by labour supply pressures than others. Nine of 21 sectors have more than a quarter of employees now over 55, a share that tops the overall average of 21 per cent. In fishing and agriculture, the percentage of workers over 55 rises to 40 per cent.<\/p>\n<p class=\"yf-1090901\">Regionally, British Columbia, Quebec and the Atlantic provinces have a higher share of older people.<\/p>\n<p class=\"yf-1090901\">As people age annual health care costs to the state rise, from about $3,400 at age 40 to $10,000 at 70 and more than $36,000 at 90, said RBC.<\/p>\n<p class=\"yf-1090901\">So far, it estimates Canada has only seen about 11 per cent of the additional health care costs of the aging baby boomers \u2014 with the lion\u2019s share to come.<\/p>\n<p class=\"yf-1090901\">\u201cCanada\u2019s rising seniors\u2019 dependency ratio \u2014 the mirror of the falling participation rate \u2014 means there are relatively fewer workers to shoulder this burden,\u201d said Leach.<\/p>\n<p class=\"yf-1090901\">There are ways to bolster the workforce domestically such as training, better labour mobility and recruiting from demographic groups with lower participation rates, she said.<\/p>\n<p class=\"yf-1090901\">But the biggest gains could be achieved by increasing <a href=\"https:\/\/financialpost.com\/tag\/productivity\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:productivity and capital intensity;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">productivity and capital intensity<\/a> in the overall economy.<\/p>\n<p class=\"yf-1090901\">Difficult in the current environment of trade turmoil, but Leach stressed that Canada should not be lulled into complacency by the <a href=\"https:\/\/financialpost.com\/tag\/jobs\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:weak jobs market;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">weak jobs market<\/a> of the past few years.<\/p>\n<p class=\"yf-1090901\">\u201cStructurally tighter labour markets are coming and measures to address it will have benefits that outlive the last of the boomer wave,\u201d she wrote.<\/p>\n<p class=\"yf-1090901\"><strong>\u00a0<a href=\"https:\/\/view.ceros.com\/postmedia-network\/posthaste-newsletter-signup\/p\/1\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Sign up here;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Sign up here<\/a> to get Posthaste delivered straight to your inbox.<\/strong><\/p>\n<p>   <a href=\"https:\/\/smartcdn.gprod.postmedia.digital\/financialpost\/wp-content\/uploads\/2019\/02\/subhead_leading.png\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/ywAAAAAAQABAAACAUwAOw==\" alt=\"\" loading=\"lazy\" height=\"114\" width=\"838\" class=\"yf-1gfnohs loader\"\/><\/a>     <img decoding=\"async\" src=\"data:image\/gif;base64,R0lGODlhAQABAIAAAAAAAP\/\/\/ywAAAAAAQABAAACAUwAOw==\" alt=\"\" loading=\"lazy\" height=\"609\" width=\"960\" class=\"yf-1gfnohs loader\"\/>   <\/p>\n<p class=\"yf-1090901\">Canada\u2019s population growth hasn\u2019t been this slow since the country went into lockdown in the first year of the pandemic.<\/p>\n<p class=\"yf-1090901\"><a href=\"https:\/\/www150.statcan.gc.ca\/n1\/daily-quotidien\/250924\/dq250924a-eng.htm\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Statistics Canada reported Wednesday;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Statistics Canada reported Wednesday<\/a> that growth in the second quarter was the lowest outside of 2020 since records began in 1946. The population gained 47,098 people, or 0.1%, compared with quarterly growth of almost 1 per cent last year.<\/p>\n<p class=\"yf-1090901\">Reduction of the temporary resident population appears to be going to government plan.
