Regarding Project Marvel, Jones said she wants the city to listen to community meetings and be smart about future investments.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>June 27: <\/b>Jones and the newly elected City Council held <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/06\/28\/what-does-san-antonio-need-least-city-needs-budget-cuts-no-matter-what-we-do\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/06\/28\/what-does-san-antonio-need-least-city-needs-budget-cuts-no-matter-what-we-do\/\">their first discussion of the city\u2019s budget<\/a>. Jones said she would prioritize San Antonio\u2019s most vulnerable communities and minimize long-term risks.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>July 1:<\/b> Jones <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/07\/04\/mayor-gina-ortiz-jones-proposes-san-antonio-as-host-for-2028-democratic-national-convention\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/07\/04\/mayor-gina-ortiz-jones-proposes-san-antonio-as-host-for-2028-democratic-national-convention\/\">submitted a formal request for the 2028 Democratic National Convention to be held in San Antonio<\/a>. She mentioned the Alamodome and Henry B. Gonz\u00e1lez Convention Center as potential locations for the event.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>July 7:<\/b> Jones named <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/07\/07\/san-antonio-mayor-announces-new-chief-of-staff-less-than-three-weeks-into-term\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/07\/07\/san-antonio-mayor-announces-new-chief-of-staff-less-than-three-weeks-into-term\/\">Jenise M. Carroll as her new chief of staff<\/a>. Carroll took over the duties from Jordan Abelson, who departed from the role less than three weeks into Jones\u2019 term.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>July 10<\/b>: Jones <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/07\/10\/mayor-jones-lobbies-in-washington-to-keep-san-antonio-central-to-us-defense-amid-potential-army-relocation\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/07\/10\/mayor-jones-lobbies-in-washington-to-keep-san-antonio-central-to-us-defense-amid-potential-army-relocation\/\">led a delegation to Washington D.C.<\/a> to discuss keeping U.S. defense missions an integral part of San Antonio. The discussions occurred after an April 30 memo from the Secretary of Defense called for a move that would relocate some active-duty soldiers from JBSA-Fort Sam Houston to Fort Bragg in North Carolina.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">\u201cWe will continue to position San Antonio and our unique civil-defense ecosystem to attract additional missions and contribute to the defense industrial base,\u201d Jones said in a news release.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>July 14:<\/b> Jones outlined desired changes to the policy proposal process, known as Council Consideration Requests (CCR), in a memo to council members called \u201cCCR Process Efficiencies.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">These changes included requiring an initial legal screening and the city manager\u2019s signature. In her memo, Jones told council members that her changes \u201cwill apply.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>July 25:<\/b> Hours after District 8 Councilwoman Ivalis Meza Gonzalez was released on bond in her misdemeanor DWI case, <a href=\"https:\/\/www.ksat.com\/news\/ksat-investigates\/2025\/08\/05\/bexar-county-leaders-clap-back-at-mayor-jones-over-claim-that-councilwomans-jail-booking-video-was-unprecedented-leak\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/ksat-investigates\/2025\/08\/05\/bexar-county-leaders-clap-back-at-mayor-jones-over-claim-that-councilwomans-jail-booking-video-was-unprecedented-leak\/\">Jones emailed Bexar County Judge Peter Sakai<\/a> about footage that showed the councilwoman making her first appearance before a jail magistrate that morning. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">She requested the judge\u2019s office investigate footage she believed was leaked. Sakai told Jones the video was not a leak and was publicly accessible.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Aug. 1:<\/b> According to a LinkedIn post made by Gary Cooper, an assistant to the mayor who handled media inquiries, he left her office and moved into a different role in city communications. According to Cooper\u2019s post, he was in the position for approximately a week. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">\u201cOne helluva week, though!\u201d Cooper said in the post, before replying to a comment, \u201cNot a good fit is what I was told.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Aug. 6:<\/b> During <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/07\/despite-mayors-call-for-strategic-pause-san-antonio-pushes-ahead-negotiating-a-funding-deal-for-spurs-arena\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/07\/despite-mayors-call-for-strategic-pause-san-antonio-pushes-ahead-negotiating-a-funding-deal-for-spurs-arena\/\">a council meeting<\/a>, Jones said she did not believe the council had enough information on Project Marvel funding to complete their \u201cdue diligence.\u201d <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">\u201cI think we need to take a strategic pause on this entire effort,\u201d Jones said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">At that same meeting, at least seven of the other 10 city council members expressed their support for moving ahead with negotiations.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Aug. 11:<\/b> Jones doubled down on comments from the previous council meeting, <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/11\/san-antonio-mayor-gina-ortiz-jones-to-hold-news-conference-monday\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/11\/san-antonio-mayor-gina-ortiz-jones-to-hold-news-conference-monday\/\">requesting an independent economic analysis<\/a> for Project Marvel.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Aug. 13:<\/b> Council members Teri Castillo (D5), Marina Alderete Gavito (D7) and Marc Whyte (D10) <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/13\/power-struggle-between-mayor-jones-and-san-antonio-city-council-to-be-hashed-out-in-wednesday-meeting\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/13\/power-struggle-between-mayor-jones-and-san-antonio-city-council-to-be-hashed-out-in-wednesday-meeting\/\">forced a City Council discussion<\/a> on the policy proposal process. The group argued Jones had improperly inserted hurdles into the process for policy discussions. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">Whyte told reporters after the meeting, \u201cas far as I\u2019m concerned, and it sounds like the majority of my colleagues are concerned, we are still operating under the process as set forth (in) the CCR ordinance that was fully adopted by council last year.&#8221;<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Aug. 14:<\/b> In <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/15\/mayor-gina-ortiz-jones-backs-off-attempt-to-change-policy-proposal-process-in-new-memo\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/15\/mayor-gina-ortiz-jones-backs-off-attempt-to-change-policy-proposal-process-in-new-memo\/\">a memo sent to council members<\/a>, Jones backed off on her attempt to unilaterally change the policy proposal process. While she still expressed an intention to change the process, she said she would take input from the council in doing so. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">\u201cI would target a collective review of the CCR process after the new year, so that we can implement improvements and add to the CCR ordinance as necessary,\u201d Jones said in the memo.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Aug. 18:<\/b> Jones <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/18\/san-antonio-mayor-gina-ortiz-jones-to-hold-news-conference-on-project-marvel\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/18\/san-antonio-mayor-gina-ortiz-jones-to-hold-news-conference-on-project-marvel\/\">held a news conference<\/a> on the steps of City Hall where she called for the city to hold off on approving a non-binding set of terms for a new Spurs arena ahead of an Aug. 21 vote. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">Jones said the only information on an arena\u2019s possible benefits had come from a study commissioned by Spurs Sports &amp; Entertainment. She was joined by council members Jalen McKee-Rodriguez (D2) and Ric Galvan (D6).<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Aug. 20:<\/b> The day before City Council\u2019s vote on funding terms for a new Spurs arena, <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/20\/prominent-san-antonio-business-owners-rally-for-spurs-arena-term-sheet-approval\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/20\/prominent-san-antonio-business-owners-rally-for-spurs-arena-term-sheet-approval\/\">Jones made an unexpected appearance<\/a> at a rally organized by business leaders who supported passing the term sheet. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">Jones spoke for 10 minutes and called for support of her resolution, which would include multiple community feedback meetings and an economic study by a firm unaffiliated with the Spurs.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Aug. 21:<\/b> A 7-4 majority of council members <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/21\/council-shoots-down-mayor-jones-request-for-strategic-pause-on-spurs-funding-deal\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/21\/council-shoots-down-mayor-jones-request-for-strategic-pause-on-spurs-funding-deal\/\">voted in favor of the term sheet<\/a>, approving the funding deal for the estimated $1.3 billion Spurs arena. Leo Castillo-Anguiano (D2), Teri Castillo (D5) and Ric Galvan (D6) voted with the mayor in requesting a pause and then against approving the terms.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Sept. 2:<\/b> <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/09\/03\/ksat-qa-mayor-gina-ortiz-jones-discusses-city-budget-project-marvel-terms\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/09\/03\/ksat-qa-mayor-gina-ortiz-jones-discusses-city-budget-project-marvel-terms\/\">During a KSAT Q&amp;A<\/a>, Jones supported a \u201cstrong public campaign\u201d to help San Antonio residents understand the approved terms and bills associated with the new Spurs arena.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Sept. 3:<\/b> According to sources and a city website, <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/09\/04\/gina-ortiz-jones-delays-fines-for-abandoning-animals-process-issue-or-continuing-power-struggle\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/09\/04\/gina-ortiz-jones-delays-fines-for-abandoning-animals-process-issue-or-continuing-power-struggle\/\">Jones delayed a proposal regarding fines for pet abandonment ahead of a City Council vote<\/a>.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">The proposal, which would fine people between $500 to $2,000 for abandoning any animal within the city, was a part of the consent agenda, which is used for items that aren\u2019t expected to draw any resistance.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">A spokesperson for the mayor\u2019s office told KSAT that \u201cItem 11 was pulled from the City Council agenda yesterday evening by the City staff, as the expired CCR had not been reviewed by the Governance Committee. As has been communicated, expired CCRs from the previous council may be resubmitted, and the Governance Committee will decide how best to move forward once received.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Sept. 5:<\/b> Council members Teri Castillo (D5), Marina Alderete Gavito (D7) and Marc Whyte (D10) filed a <a href=\"https:\/\/library.municode.com\/tx\/san_antonio\/codes\/code_of_ordinances?nodeId=PTIICO_CH2AD_ARTIICICO_DIV2ME_S2-28SPME\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/library.municode.com\/tx\/san_antonio\/codes\/code_of_ordinances?nodeId=PTIICO_CH2AD_ARTIICICO_DIV2ME_S2-28SPME\">three-signature memo<\/a> that forced a City Council vote on the pet abandonment fines proposal. The proposal was added to the council\u2019s Sept. 11 agenda.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">In a joint news release, the council members wrote that, \u201cDespite the Mayor\u2019s attempt to obstruct our legislative process, this policy will move forward. She argued that the proposed abandonment policy would be difficult to enforce and that she wanted to address the issue with due diligence. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">\u201cWe have received a lot of feedback from those animal rights activists that are very concerned about how that CCR, in particular, will be implemented,\u201d Jones told KSAT. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In a memo sent to council members, Jones stated her intention to require policy proposals filed before she and the other new council members were sworn in to be resubmitted.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Jones also visited more than half of the 14 flood mitigation projects listed on the state\u2019s Flood Mitigation Plan. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThere are significant infrastructure needs throughout the city, including flood prevention and mitigation projects from Rock Creek to Huebner Creek that can help protect the safety of residents, curb long-term costs, and enable economic development,\u201d Jones said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Sept. 10:<\/b> <a href=\"https:\/\/www.ksat.com\/news\/ksat-investigates\/2025\/09\/10\/taxpayers-paying-10k-a-month-for-san-antonio-mayor-jones-outside-pr-help\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/ksat-investigates\/2025\/09\/10\/taxpayers-paying-10k-a-month-for-san-antonio-mayor-jones-outside-pr-help\/\">Internal city records obtained by KSAT Investigates<\/a> showed that an outside media consultant, brought on by Jones, was imposing a $10,000 per month burden on taxpayers.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">The contract between Washington, D.C.-based Frontwood Strategies and the city was finalized in August and has an end date of Nov. 30, 2026. In a written statement, Jones told KSAT that the agreement was needed to bridge the gap until she has a dedicated communications person in place. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">During an afternoon budget work session on that day, Mark Whyte (D10) questioned Jones about the KSAT Investigates story. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">Jones said it was the \u201csame level of support, same level of funding\u201d as what previous mayors have had, \u201cand it\u2019s a bridge until we can bring someone full-time on.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">A spokesperson for the mayor\u2019s office also confirmed that Events Services Director Rory Vance had resigned. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In an emailed statement on Sept. 12, Vance said, \u201cIn consultation with my family, I have decided to seek other positions that allow me to rebalance my work and family life.\u201d <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Vance\u2019s LinkedIn profile showed he also worked on Jones\u2019 mayoral campaign as a community engagement manager.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Sept. 11:<\/b> City Council passed a motion to censure District 8 Councilwoman Ivalis Meza Gonzalez <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/07\/25\/district-8-councilwoman-arrested-on-suspicion-of-driving-while-intoxicated-records-show\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/07\/25\/district-8-councilwoman-arrested-on-suspicion-of-driving-while-intoxicated-records-show\/\">after her arrest on suspicion of driving while intoxicated (DWI) in July<\/a>. Eight council members voted in favor of the motion. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\">Jones said that her vote, which was in favor of the motion, was her statement. Teri Castillo (D5) abstained and Meza Gonzalez recused herself from the vote. Councilwoman Phyllis Viagran (D3) was not present at the meeting. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">City Council also approved the new set of pet abandonment fines in a 10-1 vote. They also proposed that the process not be altered without a City Council vote.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 kNAFkD cuqaEv article-text\"><b>Sept. 18:<\/b> City Council <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/09\/18\/san-antonio-passes-4-billion-budget-as-it-tries-to-close-deficit\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/09\/18\/san-antonio-passes-4-billion-budget-as-it-tries-to-close-deficit\/\">approved a $4 billion budget<\/a> and voted to amend an ordinance for the policy proposal process.
