Andrew Cuomo is mounting a last-minute push to elevate an issue that has received scant attention: education.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">For much of the race, candidates have <a href=\"https:\/\/www.nytimes.com\/2025\/04\/24\/nyregion\/nyc-mayor-education.html\" rel=\"noopener\" target=\"_blank\">barely touched on<\/a> how they would improve New York City\u2019s schools, even though the Education Department is the largest city agency and the mayor wields enormous power over it.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Cuomo, who is running as an independent, trails frontrunner Zohran Mamdani by double digits in the <a href=\"https:\/\/www.nytimes.com\/interactive\/polls\/nyc-mayoral-election-polls-2025.html\" rel=\"noopener\" target=\"_blank\">latest polls<\/a>. But Mamdani, a Queens assemblyman and Democratic Socialist, has <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/09\/05\/zohran-mamdani-nyc-mayor-race-public-school-improvement-policy\/\" rel=\"noopener\" target=\"_blank\">yet to articulate a clear vision<\/a> for improving the nation\u2019s largest school system \u2014 giving Cuomo an opening. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cDeciding our education policy \u2014 the future of 1 million students \u2014 is perhaps the most important job of a Mayor,\u201d Cuomo <a href=\"https:\/\/x.com\/andrewcuomo\/status\/1965477191921144160\" rel=\"\">posted on X<\/a> earlier this month. \u201cWhat\u2019s his plan?\u201d he said in a jab at Mamdani.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">In recent weeks, the former governor has promoted his education agenda in the conservative-leaning editorial pages of the <a href=\"https:\/\/nypost.com\/2025\/09\/08\/opinion\/andrew-cuomo-my-plan-to-deliver-for-nycs-1-million-schoolkids\/\" rel=\"noopener\" target=\"_blank\">New York Post<\/a> and <a href=\"https:\/\/www.wsj.com\/opinion\/andrew-cuomo-ill-fight-for-charter-schools-new-york-city-mamdani-00f35cfa\" rel=\"noopener\" target=\"_blank\">Wall Street Journal<\/a>. He has promised prekindergarten seats for 3-year-olds, vowed a push to raise a state cap limiting the growth of charter schools, and <a href=\"https:\/\/www.andrewcuomo.com\/press\/cuomo-announces-innovative-plan-replace-chronically-underperforming-schools-strengthen-nys\" rel=\"noopener\" target=\"_blank\">proposed<\/a> replacing the city\u2019s lowest-performing schools with charters or other models \u2014 an eyebrow-raising plan, as school closures are often deeply unpopular.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">And on Thursday evening, he headlined a virtual education town hall for an audience of close to 100 people organized by Parent Leaders for Accelerated Curriculum and Education, or <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/05\/09\/backlash-culture-wars-brings-energy-parent-council-elections\/\" rel=\"noopener\" target=\"_blank\">PLACE<\/a>, an influential group that favors expanding selective admissions.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Cuomo largely aligned himself with PLACE\u2019s agenda and spoke in favor of expanding selective programs that often track higher-performing students in separate classrooms, including adding more specialized high schools that <a href=\"https:\/\/www.chalkbeat.org\/2019\/4\/1\/21121082\/how-much-does-attending-one-of-these-elite-high-schools-matter-not-as-much-as-you-might-think\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.chalkbeat.org\/2019\/4\/1\/21121082\/how-much-does-attending-one-of-these-elite-high-schools-matter-not-as-much-as-you-might-think\/\">admit students based on a single test<\/a> and <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/07\/31\/nyc-specailized-high-school-admissions-data-eric-adams-segregation\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/07\/31\/nyc-specailized-high-school-admissions-data-eric-adams-segregation\/\">enroll few Black<\/a> and Latino students.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cYou want to educate every child, but you want to make sure the children who can excel can excel,\u201d he told the group, which has <a href=\"https:\/\/placenyc.org\/2025\/06\/02\/place-nyc-2025-democratic-primary-election\/\" rel=\"noopener\" target=\"_blank\">endorsed his bid for mayor<\/a>. \u201cYou don\u2019t want to hold back the extraordinary because you don\u2019t want to separate them from the pack.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Cuomo said he would consider reintroducing standardized tests and attendance as criteria for <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2024\/10\/16\/nyc-high-school-admissions-sorts-students-by-race-poverty-and-disability\/\" rel=\"noopener\" target=\"_blank\">middle and high school admissions<\/a>. Those measures were removed during the pandemic in favor of students\u2019 course grades, a change that some education advocates argue is fairer.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The former governor described the <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2024\/09\/04\/class-size-deadline-looms-september-2025-preparations-still-piecemeal\/\" rel=\"noopener\" target=\"_blank\">state\u2019s class size mandate<\/a>, signed into law by Gov. Kathy Hochul, as \u201creckless\u201d because the state did not properly fund it. PLACE has also criticized the class size law, in part, because it could require capping enrollment at popular schools. Cuomo suggested those schools should get exemptions from the law. <\/p>\n<p>Cuomo\u2019s education focus fills void left by Mamdani<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Cuomo\u2019s new education push draws attention to one of Mamdani\u2019s biggest policy weaknesses, said Jonathan Collins, a professor of political science and education at Columbia University Teachers College.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cThere have been constant questions aimed at Mamdani that they haven\u2019t really answered in terms of what an education policy agenda would look like,\u201d Collins said. \u201cCuomo potentially sees blood.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">A Mamdani spokesperson did not respond to a request for comment about Cuomo\u2019s criticisms of his education platform. Mayor Eric Adams, who is running for reelection as an independent, has largely not made education a central issue. However, he recently <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/09\/18\/nyc-mayor-eric-adams-targets-transgender-student-bathroom-access\/\" rel=\"noopener\" target=\"_blank\">grabbed headlines<\/a> for criticizing policies meant to protect transgender students after the Trump administration threatened to <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/09\/24\/trump-administration-cancels-funding-nyc-schools-transgender-eric-adams\/\" rel=\"noopener\" target=\"_blank\">cancel $36 million in grants<\/a> to the Education Department if the city did not alter those policies. Republican nominee Curtis Sliwa recently supported a <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/09\/18\/charter-advocates-march-for-school-choicefunding-mamdani\/\" rel=\"noopener\" target=\"_blank\">pro-charter march across the Brooklyn Bridge<\/a>.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Collins noted that Cuomo\u2019s bid to focus on education policy could resurface some <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2021\/8\/10\/22618933\/cuomo-resign-new-york-school-legacy\/\" rel=\"noopener\" target=\"_blank\">elements of his record<\/a> that could pose some political downsides. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">When he was governor, Cuomo pushed for reforms that tied teacher evaluations to standardized test scores, sparking intense backlash from educators and their unions that led many families to boycott the state tests. The governor also routinely sparred with advocates who accused Cuomo of failing to fully fund a formula that sends more money to high-need schools. Many of those ideas line up with the teachers union\u2019s priorities, a group Cuomo courted during the primary. After the United Federation of Teachers <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/07\/08\/teachers-union-endorses-zohran-mamdani-for-nyc-mayor-general-election\/\" rel=\"noopener\" target=\"_blank\">endorsed Mamdani in the general election<\/a>, the former governor has grown more hostile toward the union.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Asked at the PLACE town hall how he would preserve the mayor\u2019s authority over the school system, which must be periodically renewed by the state legislature, Cuomo indicated he would battle the teachers union, which has criticized mayoral control.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cHow do you beat them? You beat them with parents,\u201d Cuomo said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">For his part, Mamdani has devoted just a few sentences on his campaign website to K-12 education and has said little about how he would improve the city\u2019s highest-need schools. His biggest proposal is to <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2025\/07\/01\/zohran-mamdani-give-upmayoral-control-nyc-public-schools-mayor-race\/\" rel=\"noopener\" target=\"_blank\">end mayoral control of the city\u2019s schools<\/a> in favor of a system that is more responsive to parents and educators, though he has not offered details about how that might work. He has also vowed to tackle school segregation and <a href=\"https:\/\/www.nytimes.com\/2025\/09\/24\/nyregion\/zohran-mamdani-10-questions.html\" rel=\"noopener\" target=\"_blank\">root out wasteful spending<\/a> at the Education Department.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cI take very seriously the responsibility of leading the largest school system in the United States,\u201d he told Chalkbeat during a campaign event last weekend.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">During Thursday\u2019s town hall, Cuomo took direct aim at Mamdani\u2019s proposal to give up control of the city\u2019s schools, arguing it would return the system to an era of patronage and corruption.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cThe unions and Mamdani want to go back,\u201d Cuomo said. \u201cMayoral control was the best education reform in this nation in 50 years.\u201d<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Political observers said it\u2019s unclear whether Cuomo\u2019s education push is bearing fruit, especially in an election dominated by questions of affordability and public safety.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cIf I\u2019m Mamdani, I\u2019m thinking there\u2019s no evidence this is moving the needle,\u201d Collins said.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Alex Zimmerman is a reporter for Chalkbeat New York, covering NYC public schools.
