{"id":260002,"date":"2025-09-28T00:23:23","date_gmt":"2025-09-28T00:23:23","guid":{"rendered":"https:\/\/www.europesays.com\/us\/260002\/"},"modified":"2025-09-28T00:23:23","modified_gmt":"2025-09-28T00:23:23","slug":"fair-parks-community-park-in-south-dallas-faces-uncertainty-amid-management-turmoil","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/260002\/","title":{"rendered":"Fair Park\u2019s community park in South Dallas faces uncertainty amid management turmoil"},"content":{"rendered":"<p class=\"body-text-paragraph\">Dallas leaders are debating whether the embattled nonprofit, Fair Park First, should go forward with creating a long-promised 10-acre community park after it <a href=\"https:\/\/www.dallasnews.com\/news\/2025\/09\/22\/dallas-officials-say-former-fair-park-operator-ovg-didnt-turn-over-key-records-in-handoff\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/news\/2025\/09\/22\/dallas-officials-say-former-fair-park-operator-ovg-didnt-turn-over-key-records-in-handoff\/\">lost its contract<\/a> to manage the fairgrounds.<\/p>\n<p class=\"body-text-paragraph\">Earlier this year, the city <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/06\/18\/dallas-terminates-contract-with-fair-park-first-and-oak-view-group\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/06\/18\/dallas-terminates-contract-with-fair-park-first-and-oak-view-group\/\">ended its agreement<\/a> with Fair Park First and venue management company Oak View Group after more than $5 million in misspent donor funds were revealed. Tensions between the city and OVG have <a href=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/09\/11\/dallas-officials-say-ousted-fair-park-operator-falsely-told-events-contracts-were-over\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/news\/politics\/2025\/09\/11\/dallas-officials-say-ousted-fair-park-operator-falsely-told-events-contracts-were-over\/\">become evident as the company ended<\/a> its management role and left Fair Park last week.<\/p>\n<p class=\"body-text-paragraph\">Fair Park First has <a href=\"https:\/\/www.dallasnews.com\/news\/2025\/06\/27\/amid-fight-for-survival-fair-park-nonprofit-announces-new-funding-for-community-park\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/news\/2025\/06\/27\/amid-fight-for-survival-fair-park-nonprofit-announces-new-funding-for-community-park\/\">more than $30 million raised<\/a> to create the green space, which has been expected to start construction after the World Cup next year and open in 2027. On Thursday, several park board members were briefed on the status of the park and said they needed time to assess Fair Park First and explore alternatives. City officials...\"\/><\/p>\n<p class=\"body-text-paragraph\">\u201cIt would be very challenging to find another entity that could take this on because there are existing donor agreements directly to Fair Park First,\u201d said Ryan O\u2019Connor, deputy director of the park department. He added that the nonprofit had less than $6 million left to raise to reach its goal of about $39 million.<\/p>\n<p class=\"body-text-paragraph\">While some park board members said the community didn\u2019t deserve to see yet another delay on the project, others said the choice felt rushed. They are waiting to receive a completed audit of how money was spent at Fair Park. Others said that they needed to gain insight on legal vulnerabilities, considering how the previous contract with Fair Park First ended.<\/p>\n<p class=\"body-text-paragraph\">Arun Agarwal, park board president, said the desire from the community and donors means having \u201cdue diligence.\u201d<\/p>\n<p class=\"body-text-paragraph\">\u201cI don\u2019t think there\u2019s one person in this city who is going to say to not build this community park,\u201d Agarwal said. \u201cIt is deserved. \u2026 We need to give it to them, but we need to do it the right way. We don\u2019t have a second chance.\u201d<\/p>\n<p class=\"body-text-paragraph\">He added that there were other partners to explore and questioned why the board should move forward without an audit amid \u201call this nonsense happening.\u201d<\/p>\n<p class=\"body-text-paragraph\">In June, Dallas officials ended the city\u2019s contract with Fair Park First and OVG360, which was brought on as the day-to-day operator. The company exited the park last week, but officials have said the company didn\u2019t turn over key information in the handoff.<\/p>\n<p class=\"body-text-paragraph\">On Thursday, O\u2019Connor listed measures Fair Park First has taken to provide financial transparency, including bringing on the Dallas Foundation to oversee restricted funds. He said the nonprofit had assembled a credible and committed team to create the park as board members asked about the organization\u2019s finances, experience and what happens next.<\/p>\n<p class=\"body-text-paragraph\">Several park board members were hesitant, wanting to avoid potential issues and deliver on the park\u2019s promise.<\/p>\n<p class=\"body-text-paragraph\">Scott Goldstein, a park board representative, said he wasn\u2019t placing blame, but he wasn\u2019t comfortable with getting into another agreement so quickly. He said as he was leaving that the nonprofit was still hopeful. The questions will allow the organization to shore up any issues and continue working.<\/p>\n<p class=\"body-text-paragraph\">\u201cI don\u2019t like the process,\u201d Brown said. \u201cIt\u2019s like, what are we doing? Are you really ensuring that we\u2019re doing our due diligence or are you exercising your power?\u201d<\/p>\n<p class=\"body-text-paragraph\">Several people were in support of moving forward with the nonprofit, pointing to its record of raising funds and commitment to the park. <a href=\"https:\/\/www.dallasnews.com\/opinion\/commentary\/2025\/09\/04\/park-board-member-fair-park-first-never-had-a-chance\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.dallasnews.com\/opinion\/commentary\/2025\/09\/04\/park-board-member-fair-park-first-never-had-a-chance\/\">Tim Dickey, who is departing the board<\/a>, said that now that Fair Park First has come out of the \u201cnightmare\u201d situation and is no longer involved in the fairground operations, its focus is on finishing the park.<\/p>\n<p class=\"body-text-paragraph\">Dickey said to change course now would be to \u201cchange horses toward the end of the race.\u201d He added that developing the park had already been a years-long ordeal.<\/p>\n<p class=\"body-text-paragraph\">Daniel Wood, who represents District 7 where the park is located, said the park has already been delayed for generations in South Dallas. <\/p>\n<p class=\"body-text-paragraph\">\u201cI hear it often that South Dallas doesn\u2019t get this, and South Dallas doesn\u2019t get that \u2026 I would hate to see a delay of any sort,\u201d Wood said.<\/p>\n<p class=\"body-text-paragraph\">The community park is part of the city\u2019s vision to undo the harm and neglect caused by municipal policies, including razing homes of Black residents using eminent domain to expand parking for the State Fair of Texas. Several board members asked about potential legal issues that could arise, like with bringing the nonprofit back to Fair Park after removing OVG.<\/p>\n<p class=\"body-text-paragraph\">John Jenkins said there are risks both with moving forward or the potential for future dissolution of the nonprofit. Thursday was a time for board members to be briefed and give feedback, meaning no vote had been planned on the matter. Jenkins added that more discussion around Fair Park is expected in October.<\/p>\n<p class=\"body-text-paragraph\">According to the current timeline, a groundbreaking for construction is expected in August next year. It would then take about 15 months for the park to be ready.<\/p>\n<p class=\"body-text-paragraph\">The park could see a ribbon-cutting as soon as November 2027.
