a Social Security spokesperson told <a aria-label=\"CBS News (opens in a new tab)\" href=\"https:\/\/www.cbsnews.com\/news\/social-security-paper-checks-ending-september-30-electronic-payments\/\" target=\"_blank\" rel=\"nofollow noreferrer noopener\">CBS News<\/a>.<\/p>\n<p>The move comes under an executive order signed by President <a href=\"https:\/\/www.the-sun.com\/who\/donald-trump\/\" target=\"_blank\" aria-label=\"Donald Trump (opens in a new tab)\" rel=\"noreferrer noopener nofollow\">Donald Trump<\/a> in March, mandating federal agencies to phase out paper-based payments.<\/p>\n<p>The Social Security Administration insists electronic transfers are more secure than paper checks, which it says are 16 times more likely to be lost or stolen.<\/p>\n<p>Checks also cost the government more to process &#8211; about 50 cents each, compared with 15 cents for electronic payments.<\/p>\n<p>Beneficiaries who still receive <a href=\"https:\/\/www.the-sun.com\/money\/15242893\/social-security-payment-september-paper-checks-rule\/\" target=\"_blank\" aria-label=\"paper checks (opens in a new tab)\" rel=\"noreferrer noopener nofollow\">paper checks<\/a> are being urged to switch immediately to avoid delays in their October benefits.<\/p>\n<p><a href=\"https:\/\/www.the-sun.com\/topic\/direct-payment\/\" target=\"_blank\" aria-label=\"Direct deposit (opens in a new tab)\" rel=\"noreferrer noopener nofollow\">Direct deposit<\/a> can be set up through a personal \u201cmy Social Security\u201d account.<\/p>\n<p>The agency has confirmed that Social Security technicians are on hand to assist with the transition and answer questions from the public.<\/p>\n<p>Notices have also been sent to households still receiving paper checks to alert them of the looming change.<\/p>\n<p>Americans have just weeks left to get $3k checks from $3.75m banking settlement \u2013 just show receipt and file online form<\/p>\n<p>Temporary checks for new claims have already been discontinued, and anyone seeking an exemption must file a waiver with the US Treasury.<\/p>\n<p>Officials stressed that in rare cases, paper checks will still be available for people with no other way to receive payments.<\/p>\n<p>\u201cThe US Department of the Treasury will grant exceptions to the rule for qualifying circumstances,\u201d the agency spokesperson said.<\/p>\n<p>Advocates for seniors have warned that many of the 600,000 people who still rely on checks are \u201cunbanked,\u201d meaning they do not have access to traditional <a href=\"https:\/\/www.the-sun.com\/topic\/us-banking\/\" target=\"_blank\" aria-label=\"bank (opens in a new tab)\" rel=\"noreferrer noopener nofollow\">bank<\/a> accounts.<\/p>\n<p>Filing a waiver with the SSA<\/p>\n<p><img decoding=\"async\" class=\"lazyload\" alt=\"\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/social-security-benefits-claim-form-892572130.jpg\"\/><\/p>\n<p class=\"article__content--intro\">Those who cannot afford to pay back the overpayment amounts noted by the SSA or feel they should not have to can file a specific form.<\/p>\n<ul>\n<li>The\u00a0<a href=\"https:\/\/www.ssa.gov\/forms\/ssa-632-bk.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">form<\/a>\u00a0is identified as SSA-632 on the SSA\u00a0<a href=\"https:\/\/www.ssa.gov\/forms\/ssa-632.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">website<\/a>\u00a0and can be filled out and submitted at a local office.<\/li>\n<li>&#8220;If you agree that you have been overpaid, but you feel you should not have to pay it back because you did not cause the overpayment and you cannot afford to repay it, you should file Form SSA-632,&#8221; the SSA notes on its website.<\/li>\n<li>It also lists multiple repayment options.<\/li>\n<li>Recipients with additional questions are urged to call 1-800-772-1213.<\/li>\n<\/ul>\n<p>According to Bankrate, 4.6 percent of Americans are unbanked, often relying instead on check-cashing services to manage their finances.<\/p>\n<p>Senator <a href=\"https:\/\/www.the-sun.com\/who\/elizabeth-warren\/\" target=\"_blank\" aria-label=\"Elizabeth Warren (opens in a new tab)\" rel=\"noreferrer noopener nofollow\">Elizabeth Warren<\/a> and others have raised concerns that these vulnerable groups could be left behind.<\/p>\n<p>Still, the Social Security Administration is pushing forward, saying electronic payments ensure monthly benefits are delivered \u201cpromptly, securely, and without delay.\u201d<\/p>\n<p>President Franklin D. Roosevelt signed the Social Security Act into law in 1935.<\/p>\n<p>The first Social Security check was issued in 1940 to a retired Vermont teacher named Ida M.
