{"id":265956,"date":"2025-09-30T07:41:12","date_gmt":"2025-09-30T07:41:12","guid":{"rendered":"https:\/\/www.europesays.com\/us\/265956\/"},"modified":"2025-09-30T07:41:12","modified_gmt":"2025-09-30T07:41:12","slug":"as-trump-congress-debate-budget-extension-pa-health-insurance-costs-hang-in-balance","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/265956\/","title":{"rendered":"As Trump, Congress debate budget extension, Pa. health insurance costs hang in balance"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"EDTBTP5MI5FLRLOS3NIOJKY764\">Nearly half a million Pennsylvanians are on track to see their health insurance premiums double, triple, or even quintuple in price starting next year \u2013 and it remains unclear if there\u2019s the political will in Washington to address it.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6APNSJRI3JFHREWOX6JZ7LR6DA\">The federal government\u2019s 2021 COVID relief legislation created extra tax subsidies for health plans purchased through Affordable Care Act (ACA) insurance exchanges, cutting patients\u2019 monthly costs and keeping them low through the pandemic.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7AMS7S6KYFB4DBDVI7V6ZDJD24\">But as PennLive <a href=\"https:\/\/www.pennlive.com\/news\/2024\/11\/pa-health-insurance-overseer-warns-of-big-cost-spike-if-subsidies-arent-renewed.html\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.pennlive.com\/news\/2024\/11\/pa-health-insurance-overseer-warns-of-big-cost-spike-if-subsidies-arent-renewed.html\">reported last year<\/a>, the enhanced healthcare assistance will abruptly go away in January unless Congress acts within the next few weeks to extend it.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6NWMVLRY4BEFPF4Y2XZBCGT6OY\">The issue has now become wrapped up in negotiations to pass a federal budget extension and avoid a government shutdown. President Donald Trump met with Congressional leaders Monday afternoon in an attempt to hammer out a deal, but little progress was reported.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VFMDOXF5VVEAVKEL6ASQ4B6MKI\">Most Democrats have said they\u2019re willing to withhold their votes and risk a shutdown in order to stabilize insurance markets \u2014 although this notably does not include Pennsylvania\u2019s Democratic Senator, John Fetterman. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FNVKFBF2I5DLZGVF577TNH5X3Q\">Conversely, hardline conservatives have suggested they won\u2019t vote for anything that keeps the expanded subsidies alive. In an <a href=\"https:\/\/www.newsweek.com\/house-freedom-caucus-covid-obamacare-subsidies-opinion-10771613\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.newsweek.com\/house-freedom-caucus-covid-obamacare-subsidies-opinion-10771613\">op-ed over the weekend<\/a>, the House Freedom Caucus \u2014 of which Harrisburg-area Rep. Scott Perry is a prominent member \u2013 said the subsidies have <a href=\"https:\/\/www.washingtonpost.com\/politics\/2024\/05\/13\/did-obamacare-massively-increase-cost-health-care\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.washingtonpost.com\/politics\/2024\/05\/13\/did-obamacare-massively-increase-cost-health-care\/\">\u201cdistorted\u201d insurance prices<\/a> and are standing in the way of free markets.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WCOTTPVRRFDFVMU5Q3SYMQV3MQ\">In a <a href=\"https:\/\/radio.wpsu.org\/2025-09-09\/pa-health-insurance-commissioner-rising-rates-end-of-federal-tax-credits-pennie\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/radio.wpsu.org\/2025-09-09\/pa-health-insurance-commissioner-rising-rates-end-of-federal-tax-credits-pennie\">radio interview earlier this month<\/a>, Pennsylvania Insurance Commissioner Michael Humphreys described the anticipated subsidy losses as part of a \u201cperfect storm\u201d that will lead to higher costs and losses of coverage. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XLYLWPD4WZD5LKIUAJ3C4DRP7U\">Under the ACA \u2014 popularly known as \u201cObamacare\u201d after the former president who signed it into law \u2014 residents who don\u2019t qualify for Medicare or Medicaid, and who don\u2019t receive health coverage through their employer, can purchase subsidized insurance plans through a brokerage run by their state.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QYGNG5YWPVG57AO3LZ4RU4B7EI\">In Pennsylvania, this system is called Pennie, which <a href=\"https:\/\/agency.pennie.com\/pid-pennie-remind-pennsylvanians-to-explore-health-coverage-options-before-the-january-15-open-enrollment-deadline-2\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/agency.pennie.com\/pid-pennie-remind-pennsylvanians-to-explore-health-coverage-options-before-the-january-15-open-enrollment-deadline-2\/\">enrolled nearly half-a-million commonwealth residents<\/a> this year, according to agency data. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2NIAQKPMTVDJTKAICUYXQNJDKA\">Roughly 90% of them receive some type of subsidy. Per the ACA, this is calculated by capping the portion of household income an individual or family must pay in health insurance premiums, with the remainder of the cost picked up by federal tax credits that are paid forward and then reconciled every April.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JZ4ASAYOUBE43DRCYBVZ7KM3LA\">Not only did the 2021 COVID stimulus bill lower the premium caps for every income bracket, it also extended assistance to households making more than 400% of the federal poverty line, which had been the cutoff point for subsidies under the original Obamacare rules. For the last four years, households making over 400% of the poverty line \u2014 about $84,000 per year for a family of two \u2014 had their premiums capped at 8.5% of their income. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7V6UBVIVEBCYFMKQUBWRQYJLMU\">Without an extension, the 400% cliff would go back into effect. The average 60-year-old couple making just over the cutoff would see the price of a mid-tier Obamacare plan balloon five-fold to nearly $3,000 per month, according to Pennie estimates.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4S5IQDN7L5AUZCX3VPJW64CRKU\">This is in addition to the overall rise in healthcare costs that have caused insurers to raise rates. Insurance companies that participate in Pennie are asking for a 19% increase, on average, in the premiums for their Obamacare plans in 2026.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SL6SMLYTFNHSNOOSAP7Y4TTLYA\">As Humphreys noted, rising costs and declining subsidies cause a spiraling effect in which healthier Pennsylvanians choose to simply forego insurance due to the expense, leaving the remaining patient pool less healthy on average and placing further upward pressure on rates.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WZIZ6OJO3JAG3I4PXXDO5TEMMY\">The additional subsidies were explicitly excluded from Trump\u2019s \u201cOne, Big Beautiful Bill\u201d that was passed in July. The bill also changed how the ACA benchmarks plans\u2019 benefits, increasing deductibles and out-of-pocket costs. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MQVW374EBZB6TLHDDSPYUYDQAU\">How much of these cuts Trump may be willing to add back in order to forestall a shutdown remains unclear. The July fiscal deal will increase the federal deficit by $3.4 trillion over ten years \u2014 a number which would\u2019ve been even higher if not for $174 billion in savings from changing the Obamacare benchmarking, <a href=\"https:\/\/www.jct.gov\/publications\/2025\/jcx-31-25\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.jct.gov\/publications\/2025\/jcx-31-25\/\">according to the Joint Committee on Taxation<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JDIPW6IKMRD2PAOPM5PG7B6VLI\">This will cause aggregate taxes for the lowest-income Americans to actually increase as a result of Trump\u2019s signature tax-cutting bill, <a href=\"https:\/\/www.jct.gov\/publications\/2025\/jcx-33-25\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.jct.gov\/publications\/2025\/jcx-33-25\/\">according to JCT estimates<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VM2GSYFZVZCT7OQ2QQQDOHFWPY\">Democrats have offered legislation that would fund the federal government through Oct. 31 in exchange for extending the extra ACA subsidies and reversing some of the Medicaid cuts that were made in July, <a href=\"https:\/\/www.washingtonpost.com\/business\/2025\/09\/29\/shutdown-democrats-republicans-funding\/?_pml=1\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.washingtonpost.com\/business\/2025\/09\/29\/shutdown-democrats-republicans-funding\/?_pml=1\">according to the Washington Post<\/a>. Trump described those demands as \u201cunserious and ridiculous\u201d last week. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FQHF4Q3EAJDDJANCFQ7E5RDKSI\">Likewise, in their op-ed, Perry and other Freedom Caucus members said the ACA subsidies \u201ccamouflage skyrocketing premiums without addressing the root causes of the healthcare affordability crisis\u201d \u2014 although this hypothetical alternate path forward remains murky after Republicans failed to come to an agreement on an Obamacare replacement during Trump\u2019s first term.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PLSLGQ7ZDRGQ3LDLOOAN2UVYPE\">Fetterman is the only Democratic Senator who has supported a budget continuance without any ACA provisions, saying that\u2014 while he supports extending the subsidies \u2014 he does not believe that shutdown brinksmanship will be overall helpful.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AJMMWW4EFJBZXCROU3BKWAG5RE\">\u201cI am unwilling to vote to shut down our government and unleash massive, national chaos,\u201d Fetterman said in a statement earlier this month.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HG5NXUVVXJEK7H3BK2ZBEC62CQ\">Federal spending authority ends Tuesday night, leaving Trump and Congressional leaders only 24 hours to finalize a deal after Monday\u2019s meeting, which looks increasingly unlikely with no breakthroughs being reported.<\/p>\n<p>If you purchase a product or register for an account through a link on our site, we may receive compensation.
