I then found that the city had another delivery scheduled for a rental unit at my address that doesn\u2019t even exist!<\/p>\n<p>What will all the elderly who don\u2019t have a computer or who don\u2019t use the internet because of scams do on Oct. 1 (Wednesday) when they are automatically given the biggest and most costly of these bins?<\/p>\n<p>It seems to me this entire project is designed to bill thousands of people for trash bins they don\u2019t want or need.
