On Tuesday, <a href=\"https:\/\/x.com\/AGPamBondi\/status\/1973000379185938582\" target=\"_blank\" rel=\"nofollow\">Attorney General Pam Bondi<\/a> posted on social media that a federal task force to tackle crime was operational in Memphis, Tenn., but she didn&#8217;t say whether it included National Guard troops.<\/p>\n<p><a href=\"https:\/\/x.com\/GovPritzker\/status\/1972794423424532560\" target=\"_blank\" rel=\"nofollow\">Illinois Gov. Jeff Landry requested up to 1,000 troops to help with &#8220;high crime rates&#8221; in cities like New Orleans, Shreveport and Baton Rouge. And Missouri Gov. Mike Kehoe authorized his state National Guard to assist with &#8220;administrative, clerical, and logistical duties&#8221; at Immigration and Customs Enforcement processing facilities after a request from the Department of Homeland Security.<\/p>\n<p>Trump has also namechecked cities like Baltimore, where Maryland Gov. Wes Moore pushed back on the idea of troops in the streets and <a href=\"https:\/\/governor.maryland.gov\/news\/press\/pages\/Governor-Moore-Reinstates-State-Resources-to-Support-Baltimore-City-Law-Enforcement-and-Public-Safety-Coordination-Efforts.aspx\" target=\"_blank\" rel=\"nofollow noopener\">announced more state resources<\/a> to combat crime.<\/p>\n<p>   Are these deployments legal?   <\/p>\n<p>There are two laws that come up repeatedly when that question is raised.<\/p>\n<p><a href=\"https:\/\/www.npr.org\/2025\/08\/20\/nx-s1-5505987\/trump-dc-takeover-timing-national-guard-police\" target=\"_blank\" rel=\"nofollow noopener\">The Home Act Rule<\/a> gives the president command of Washington, D.C.&#8217;s National Guard, where troops remain.<\/p>\n<p>            <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/1759326792_326_\" data-template=\"https:\/\/npr.brightspotcdn.com\/dims3\/default\/strip\/false\/crop\/4320x2880+0+0\/resize\/{width}\/quality\/{quality}\/format\/{format}\/?url=http%3A%2F%2Fnpr-brightspot.s3.amazonaws.com%2Fd4%2Fea%2Fc4dfd8314d53a1d43b1a626cd5ce%2Fap25196802830728.jpg\" class=\"img\" alt=\"California National Guard are positioned at the Federal Building, June 10, 2025, in downtown Los Angeles.\" loading=\"lazy\"\/><\/p>\n<p>\n                California National Guard are positioned at the Federal Building, June 10, 2025, in downtown Los Angeles.<br \/>\n                <b class=\"credit\" aria-label=\"Image credit\"><\/p>\n<p>                    Eric Thayer\/AP<\/p>\n<p>                <\/b><br \/>\n                <b class=\"hide-caption\"><b>hide caption<\/b><\/b>\n            <\/p>\n<p>            <b class=\"toggle-caption\"><b>toggle caption<\/b><\/b><\/p>\n<p>        Eric Thayer\/AP<\/p>\n<p>But that&#8217;s not the case in other states. And <a href=\"https:\/\/www.brennancenter.org\/our-work\/research-reports\/posse-comitatus-act-explained\" target=\"_blank\" rel=\"nofollow noopener\">The Posse Comitatus Act<\/a> prohibits the military from engaging in domestic law enforcement without permission from Congress. And U.S. District Judge Charles R. Breyer ruled that the troop deployment in Los Angeles violates that act, although the ruling only applies to California.<\/p>\n<p>Oregon and Portland are seeking a restraining order against the deployment, saying Trump overstepped his legal authority, OPB reported.<\/p>\n<p>Deployments in states run by Republicans, however, may be more legally sound, say experts.<\/p>\n<p>&#8220;If the governor wants to invite troops from other states in \u2014 it may or may not be pointless \u2014 but legally speaking it&#8217;s not necessarily problematic, as long as they&#8217;re respecting people&#8217;s constitutional rights,&#8221; says Rosa Brooks, a Georgetown University law professor previously told NPR.<\/p>\n<p>   Is there a pattern developing?   <\/p>\n<p>One clear pattern is the partisan divide. Democratic governors like California Gov. Gavin Newsom, Pritzker of Illinois and Oregon Gov. Tina Kotek have opposed the deployments.<\/p>\n<p><a href=\"https:\/\/www.npr.org\/2025\/06\/09\/nx-s1-5428342\/per-california-gov-newsom-trump-order-to-send-in-guard-affects-all-states\" target=\"_blank\" rel=\"nofollow noopener\">Newsom previously told NPR<\/a> Trump&#8217;s order to send Marines alongside National Guard troops in his state was &#8220;illegal&#8221; and &#8220;immoral.&#8221; <a href=\"https:\/\/x.com\/GovPritzker\/status\/1973040364333535538\" target=\"_blank\" rel=\"nofollow\">And Pritzker on X<\/a> called on Trump to &#8220;Stop using military troops and ICE to invade and disrupt American cities.&#8221;<\/p>\n<p>                  <a class=\"imagewrap\" id=\"featuredStackSquareImagenx-s1-5553536\" href=\"https:\/\/www.npr.org\/2025\/09\/27\/nx-s1-5553536\/npr-ipsos-law-enforcement-poll-national-guard\" data-metrics-ga4=\"{&quot;category&quot;:&quot;recirculation&quot;,&quot;action&quot;:&quot;story_recirculation_click&quot;,&quot;clickType&quot;:&quot;inset box&quot;,&quot;clickUrl&quot;:&quot;https:\\\/\\\/www.npr.org\\\/2025\\\/09\\\/27\\\/nx-s1-5553536\\\/npr-ipsos-law-enforcement-poll-national-guard&quot;}\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/1759326793_406_\" data-original=\"https:\/\/npr.brightspotcdn.com\/dims3\/default\/strip\/false\/crop\/4000x4000+795+0\/resize\/100\/quality\/100\/format\/jpeg\/?url=http%3A%2F%2Fnpr-brightspot.s3.amazonaws.com%2F49%2F49%2Fc940e9da41dcb6c6c2df6eb3424a%2Fgettyimages-2233819410.jpg\" data-template=\"https:\/\/npr.brightspotcdn.com\/dims3\/default\/strip\/false\/crop\/4000x4000+795+0\/resize\/{width}\/quality\/{quality}\/format\/{format}\/?url=http%3A%2F%2Fnpr-brightspot.s3.amazonaws.com%2F49%2F49%2Fc940e9da41dcb6c6c2df6eb3424a%2Fgettyimages-2233819410.jpg\" data-format=\"jpeg\" class=\"img lazyOnLoad\" alt=\"The U.S. Capitol is seen as members of the National Guard patrol the National Mall in Washington, D.C. earlier this month.\" loading=\"lazy\"\/><\/a>         <\/p>\n<p>Republican governors, meanwhile, welcome the interventions.<\/p>\n<p>And then there&#8217;s a larger pattern that legal experts say is the <a href=\"https:\/\/www.npr.org\/2025\/09\/18\/nx-s1-5544549\/memphis-national-guard-trump\" target=\"_blank\" rel=\"nofollow noopener\">normalization of armed uniformed troops<\/a> on US streets that is challenging the long history in the US of limiting the role of the military domestically.<\/p>\n<p>&#8220;It continues to get Americans used to the idea that that&#8217;s a normal thing, and that as you go about your daily business, you should just get used to it, and that&#8217;s the way it&#8217;s going to be. And is that intimidating? Is that chilling to most ordinary people?
