The government of Alberta will lean on the expertise of Trans Mountain in its application for a new pipeline.Candace Elliott\/Reuters<\/p>\n<p class=\"c-article-body__text text-pr-5\">The Alberta government plans to head up an application for a new oil pipeline to the B.C. coast, leveraging the expertise of Enbridge Inc. <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/ENB-T\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/ENB-T\/\">ENB-T,<\/a> South Bow Corp. <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/SOBO-T\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/SOBO-T\/\">SOBO-T<\/a> and Trans Mountain Corp. to help develop the plan, according to three sources. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The idea is to hammer out an application and an early estimate that can be sent to the federal government\u2019s new Major Projects Office, the sources said, but a final route has not yet been decided. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The Globe and Mail is not naming the sources as they were not authorized to speak publicly about Alberta\u2019s plans.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The three companies will work with the government and the Alberta Machine Intelligence Institute to hammer out the backbone of the models of a potential route, one source said. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-trans-mountain-capacity-provinces-industry-push-new-pipelines\/\" target=\"_blank\" rel=\"noopener\">As provinces and industry push for new pipelines, regulator says expanded Trans Mountain still has capacity<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">While there is a small financial risk to the province to file an application, the sources said it\u2019s nowhere near the <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-keystone-xl-pipeline-project-scrapped-in-blow-to-alberta\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-keystone-xl-pipeline-project-scrapped-in-blow-to-alberta\/\">$1.3-billion Alberta put up<\/a> to back the Keystone XL pipeline project, which was scrapped in 2021 after Joe Biden pulled its permit as one of his first official acts as U.S. President. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The idea is not for the province to own a pipeline, they said, it\u2019s about developing a plan and a route, and letting private capital take over. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Alberta Premier Danielle Smith\u2019s office said the Premier will announce today \u201ca new project that aims to strengthen Canada\u2019s energy infrastructure and drive future economic growth.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ms. Smith said after a recent Calgary Chamber of Commerce event that she expects to see a bitumen pipeline on the federal government\u2019s next list of major projects. <\/p>\n<p class=\"c-article-body__text text-pr-5\">But first, she said, Ottawa must address laws that she says are preventing investment in the oil and gas sector, including the emissions cap and Bill C-48, which prohibits oil tankers from carrying more than 12,500 metric tons of oil from stopping or unloading the cargo at ports along British Columbia\u2019s north coast. <\/p>\n<p class=\"c-article-body__text text-pr-5\">That law, passed in 2019, has ruled out a new oil pipeline to Prince Rupert, B.C., which has long been the focus of a potential route to allow Alberta oil to export to Asia.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The ban has made it illegal for pipeline companies to head up an application, one source said, so the Alberta government has agreed to take that on to reduce the legal risk. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Ms. Smith said the province was working with the federal government to come up with some \u201ccommon understanding\u201d when it comes to the rules with which she takes issue.<\/p>\n<p class=\"c-article-body__text text-pr-5\">British Columbia Premier David Eby poured cold water on the Alberta pipeline proposal, saying it is not a viable project and is being driven for political reasons by Premier Smith.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThere is no project proponent. This is a taxpayer-funded initiative by the taxpayers of Alberta currently and proposed to also be the taxpayers of Canada through the publicly owned Trans Mountain project as well,\u201d he said, adding: \u201cThis pipeline project requires a tanker ban off the coast to be lifted, if hypothetically a proponent was ever found.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Premier Eby said the tanker ban is \u201cfoundational\u201d for his province, including First Nations whose consent \u201cwe have sought and obtained for literally tens of billions of dollars of major projects that are real and are not taxpayer funded.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Federal Internal Trade Minister Dominic LeBlanc would only say that the federal and Alberta governments have been in discussions on projects to help the provincial economy.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI\u2019ve been participating and the Prime Minister\u2019s been leading very constructive discussions with Premier Smith and the Government of Alberta about the importance of the Alberta economy to Canada\u2019s economic strength, including the energy sector, including conventional energy sources,\u201d he told reporters Wednesday. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe\u2019re always interested in things that would strengthen the Canadian economy and provide growth to Canada\u2019s GDP and at the right time, the government will have something to say.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ms. Smith has made no secret that her government is <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-alberta-oil-companies-pipelines\/\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-alberta-oil-companies-pipelines\/\" target=\"_blank\">working with oil companies<\/a> to try to secure a proposal for a new pipeline to the West Coast, and has said she expects Prime Minister Mark Carney to \u201coperate in good faith\u201d on the pipeline issue.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Alberta has said it is prepared to pledge barrels on a new line and, <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-alberta-and-enbridge-form-working-agreement-on-oil-and-gas\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-alberta-and-enbridge-form-working-agreement-on-oil-and-gas\/\">in January<\/a>, dangled the prospect of guaranteeing a \u201csignificant\u201d volume of oil and gas for new or expanded pipelines in the hope of encouraging Enbridge to increase its transport capacity to the United States.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe\u2019d be prepared to do that here &#8230; in order to get the private proponents to the table\u201d on a new pipeline, she said last month. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The Major Projects Office is central to Mr. Carney\u2019s plans for billions of dollars in new industrial developments, serving as a single point of contact to get projects build faster. It will evaluate projects that could be deemed \u201cnation-building\u201d endeavours worthy of fast-tracking and eligible for assistance with permits and funding needs.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The office is led by former Trans Mountain chief executive<a href=\"https:\/\/www.theglobeandmail.com\/business\/article-dawn-farrell-is-leading-ottawas-effort-to-fast-track-projects-will-she\/\" target=\"_blank\" rel=\"noreferrer noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-dawn-farrell-is-leading-ottawas-effort-to-fast-track-projects-will-she\/\"> Dawn Farrell<\/a>, who headed up the corporation when the controversial pipeline system expansion came online. <\/p>\n","protected":false},"excerpt":{"rendered":"Open this photo in gallery: The Trans Mountain oil pipeline under construction in Acheson, Alta., in 2019.
