Waters<\/strong> isn\u2019t backing the Lt. Governor or the First Lady to replace DeSantis, instead endorsing Naples Republican <strong>Byron Donalds<\/strong>.<\/p>\n<p style=\"text-align: justify;\">Waters is just one of 15 sheriffs from around Florida backing the Congressman and <strong>Donald Trump<\/strong> pick.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/09\/byron-donalds-2.webp\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-755821 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/byron-donalds-2-640x360.webp.webp\" alt=\"\" width=\"640\" height=\"360\"  \/><\/a>Sheriff T.K. Waters is endorsing Byron Donalds for Governor, signaling a shift from Ron DeSantis\u2019s influence.<\/p>\n<p style=\"text-align: justify;\">The endorsement is a strong indication that Jacksonville\u2019s political establishment isn\u2019t waiting for <strong>Jay Collins<\/strong> or <strong>Casey DeSantis<\/strong> to decide, betting instead on new blood that\u2019s aligned with the White House.<\/p>\n<p style=\"text-align: justify;\">It could also offer a glimpse into how endorsements will shift when others, such as prospective CFO candidate <strong>Kevin Steele<\/strong>, enter the race.<\/p>\n<p style=\"text-align: justify;\">Word on the street is Republicans aligned with former Mayor <strong>Lenny Curry<\/strong> weren\u2019t thrilled when appointed CFO <strong>Blaise Ingoglia<\/strong> said the city spent too much money during Curry\u2019s second term, during his recent declaration that the city budget is at least $200 million (or 10%) too fat.<\/p>\n<p style=\"text-align: justify;\">This may not affect lobbyist donations.<\/p>\n<p style=\"text-align: justify;\">However, the scuttlebutt suggests a potential Trump-DeSantis proxy war may unfold in purple Duval.<\/p>\n<p style=\"text-align: justify;\"><strong>Unfriendly skies<\/strong><\/p>\n<p style=\"text-align: justify;\">The Jacksonville Aviation Authority (<a href=\"https:\/\/www.flyjacksonville.com\/jaa\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>JAA<\/strong><\/a>) seeks to ground a <a href=\"https:\/\/jaxcityc.legistar.com\/LegislationDetail.aspx?ID=7647488&amp;GUID=3C315FDC-9ED5-49A9-872B-5B7D13198C12&amp;Options=ID%7CText%7C&amp;Search=aviation\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>proposed local bill<\/strong><\/a> for state legislators to carry in 2026.<\/p>\n<p style=\"text-align: justify;\">But all indications are that it\u2019s ready for takeoff.<\/p>\n<p style=\"text-align: justify;\">JAA specifically objects to the language that would change its name to the Jacksonville Aviation and Aerospace Authority, \u201cassign authority and responsibility that already exists with JAA for the economic development of Cecil Airport,\u201d and require \u201cat least one of the Mayoral appointees and one of the Governor appointees of the JAA Board \u2018be from the aerospace or related industry.\u2019\u201d<\/p>\n<p style=\"text-align: justify;\">City Council Vice President <a href=\"https:\/\/www.jacksonville.gov\/city-council\/city-council-members\/al3\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>Nick Howland<\/strong><\/a>, who is carrying the bill, has no plans to withdraw it.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2023\/02\/jaa_building.jpg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-586748 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/jaa_building-640x208.jpg\" alt=\"\" width=\"640\" height=\"208\"  \/><\/a>Nick Howland pushes a bill to change the Jacksonville Aviation Authority\u2019s name and mission.<\/p>\n<p style=\"text-align: justify;\">The at-large Republican says, \u201cCity Council and the Duval Delegation both recognize Cecil Field\u2019s enormous potential as a job growth engine for NE Florida. JAA owns Cecil and our J-Bill simply updates the City Charter to enumerate JAA\u2019s responsibility for Aerospace industry economic development there.\u201d<\/p>\n<p style=\"text-align: justify;\">Howland believes that Otto Aviation\u2019s launch at Cecil, coupled with the independent agency\u2019s strong cash position, means JAA should be more aggressive in pursuing projects at the former Naval base.<\/p>\n<p style=\"text-align: justify;\">\u201cOur motivation here is simple: create jobs for Jacksonville families. We have yet to figure out what JAA\u2019s motivation is,\u201d he adds.<\/p>\n<p style=\"text-align: justify;\">Per the City Council bill summary, the proposed \u201cchanges reflect JAA\u2019s unique position and responsibility to look beyond just the aviation needs of the region,\u201d given its \u201cpursuit of a Federal Aviation Administration reentry license for Cecil Spaceport at Cecil Airport, along with potential development of a \u2018space vehicle facility.\u2019\u201d<\/p>\n<p style=\"text-align: justify;\">Name changes may be an <a href=\"https:\/\/floridapolitics.com\/archives\/742643-gov-desantis-approves-latest-renaming-of-st-augustine-airport\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>emerging micro-trend<\/strong><\/a> among aviation entities in Northeast Florida.<\/p>\n<p style=\"text-align: justify;\">Earlier this year, legislation (<a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2025\/4009\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>HB 4009<\/strong><\/a>) changing the former <a href=\"https:\/\/www.flynf.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>Northeast Florida Regional Airport<\/strong><\/a> branding to St. Augustine Airport became law with the blessing of the <a href=\"https:\/\/www.flynf.com\/p66-St-Johns-County-Airport-Authority-Airport-Administration-.aspx\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>St. Johns County Airport Authority<\/strong><\/a>, which pushed for the change during a meeting of the county\u2019s <a href=\"https:\/\/floridapolitics.com\/wp-admin\/edit.php?s=st.+johns&amp;post_status=all&amp;post_type=post&amp;author=21&amp;action=-1&amp;m=0&amp;cat=0&amp;post_format&amp;ad-viewability&amp;seo_filter&amp;readability_filter&amp;paged=1&amp;action2=-1\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>legislative delegation<\/strong><\/a> in January.<\/p>\n<p style=\"text-align: justify;\">Assuming this bill proceeds, it\u2019s clear JAA won\u2019t be so enthusiastic.<\/p>\n<p><a href=\"https:\/\/www.uspmi.com\/?utm_campaign=buy-US_HnB_DIS_Q3_25_Local_Regulatory\/EA&amp;utm_source=floridapolitics.com_pmisfv|lpp|nondco|tp|ros-website-banners&amp;utm_medium=paiddisplayandvideo&amp;utm_b=Heat+Not+Burn+Category&amp;utm_c=US&amp;utm_ptid=MAR&amp;utm_id=buy&amp;utm_pid=AWA_DISC&amp;utm_l=en-us&amp;utm_stid=CHN&amp;utm_cgid=(notset)&amp;utm_content=StandardDisplay_1x1_en-us_PMI_IIA_Static_728x90_V1_1_1x1&amp;utm_p=ROS_floridapolitics.com_pmisfv|lpp|nondco|tp|ros-website-banners&amp;utm_dwh_id=p01c12o03d02s3mUSk01y21z05&amp;dclid=CJ2KldbTsI8DFbGsgwgdoKUGNA&amp;gad_source=7\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-753467\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/09\/PMI_IIA_Static_600x400_V1.jpg\" alt=\"\" width=\"600\" height=\"400\"  \/><\/a><\/p>\n<p style=\"text-align: justify;\"><strong>Comeback kid?<\/strong><\/p>\n<p style=\"text-align: justify;\">Former state Rep. <strong>Jason Fischer<\/strong> is reportedly considering another campaign.<\/p>\n<p style=\"text-align: justify;\">Word on the street is Fischer, a former Duval County School Board member, may run against fellow Republican <strong>Adam Brandon<\/strong> to fill the Jacksonville City Council seat held by term-limited <strong>Michael Boylan<\/strong>.<\/p>\n<p style=\"text-align: justify;\">The could-be candidate isn\u2019t commenting, but someone connected to the Brandon campaign remarked on the \u201cinteresting\u201d rumor and wondered if Fischer would continue working as U.S. Rep. <strong>Randy Fine<\/strong>\u2019s Chief of Staff. If so, the frequent flyer miles could add up quickly.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2022\/02\/image6-1.jpg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-495133 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/image6-1-640x427.jpg\" alt=\"\" width=\"640\" height=\"427\"  \/><\/a>Jason Fischer reportedly considers running for City Council against the well-supported candidate, Adam Brandon.<\/p>\n<p style=\"text-align: justify;\">If Fischer is running, it\u2019s his first campaign since an unsuccessful run for Duval County Property Appraiser in 2023.<\/p>\n<p style=\"text-align: justify;\">He abandoned runs for Congress and the state Senate before that, raising questions about how much donors will invest should he run against Brandon, who has a strong resume of his own.<\/p>\n<p style=\"text-align: justify;\">Although Brandon is relatively new to the candidate scene, he\u2019s well-known and respected in legal and political circles statewide. Notably, Gov. <strong>Ron DeSantis <\/strong>has appointed him to the Judicial Nominating Commissions for both the 1st and 5th District Courts of Appeal.<\/p>\n<p style=\"text-align: justify;\">He\u2019s actively involved in a variety of local organizations, including serving as a Rotarian and a Board member of the American Red Cross-Northeast Florida Chapter.<\/p>\n<p style=\"text-align: justify;\">He is also a past President of the Jacksonville Lawyers Chapter of the Federalist Society and a past General Counsel of the Duval County Republican Executive Committee, as well as an alum of Leadership Florida, the James Madison Institute Leaders Fellowship, and the Jacksonville Regional Political Leadership Institute.<\/p>\n<p style=\"text-align: justify;\">House Speaker Pro Tempore <strong>Wyman Duggan<\/strong>, former Mayor <strong>Lenny Curry<\/strong>, City Council President <strong>Kevin Carrico<\/strong>, and Jacksonville Sheriff <strong>T.K. That\u2019s better than nothing.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Train in vain<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Joe Hinrichs<\/strong> is out as the head of CSX.<\/p>\n<p style=\"text-align: justify;\">And <strong>Stephen Angel<\/strong> is in, according to a Monday filing with the <a href=\"https:\/\/www.sec.gov\/Archives\/edgar\/data\/277948\/000095010325012355\/dp234871_8k.htm\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>Securities and Exchange Commission<\/strong><\/a>.<\/p>\n<p style=\"text-align: justify;\">Will this be the beginning of greater organizational changes?<\/p>\n<p style=\"text-align: justify;\">That\u2019s the open question after the blockbuster announcement.<\/p>\n<p><a href=\"https:\/\/floridapolitics.com\/wp-content\/uploads\/2025\/10\/Today-CSX-CEO-Joe-Hinrichs.jpg\" target=\"_blank\" rel=\"noopener noreferrer\" data-wpel-link=\"internal\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-758850 size-medium\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/Today-CSX-CEO-Joe-Hinrichs-640x427.jpg\" alt=\"\" width=\"640\" height=\"427\"  \/><\/a>Joe Hinrichs is out as head of CSX, with Stephen Angel now taking over leadership.<\/p>\n<p style=\"text-align: justify;\">CSX made the move Sunday, a day after Hinrich \u201cseparated from his employment as President and Chief Executive Officer of the Company\u201d and \u201cresigned from the Board effective upon his separation\u201d with \u201ca separation agreement providing for his separation benefits provided for under his employment agreement.\u201d<\/p>\n<p style=\"text-align: justify;\">The move comes as pressure has mounted on CSX to merge, an era of rail consolidation, with Union Pacific and Norfolk Southern <a href=\"https:\/\/www.freightwaves.com\/news\/rail-regulator-wants-more-time-to-review-up-ns-merger\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>planning<\/strong><\/a> <a href=\"https:\/\/www.freightwaves.com\/news\/rail-regulator-wants-more-time-to-review-up-ns-merger\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>a<\/strong><\/a> <a href=\"https:\/\/www.freightwaves.com\/news\/rail-regulator-wants-more-time-to-review-up-ns-merger\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>merger<\/strong><\/a> that has yet to receive federal approval.<\/p>\n<p style=\"text-align: justify;\">\u201cMr. Angel, 70, is an accomplished executive with over 45 years of experience leading large, public companies and generating strong shareholder returns. He has a long and proven track record of leading high-performing teams, fostering a collaborative culture, and driving operational excellence and growth, while maintaining disciplined capital allocation and attractive returns on capital,\u201d the SEC filing asserts.<\/p>\n<p style=\"text-align: justify;\">He has been the CEO and Chair of Linde, where he \u201coversaw the successful integration of Linde AG and Praxair, Inc., which created the world\u2019s largest industrial gases and engineering company.\u201d<\/p>\n<p style=\"text-align: justify;\">Before that, as head of Praxair, he helped \u201cguide Praxair through significant transformation while identifying and pursuing strategic growth initiatives.\u201d<\/p>\n<p style=\"text-align: justify;\">Marking the tail end of Hinrichs\u2019 term were <a href=\"https:\/\/www.cnbc.com\/2025\/08\/27\/as-railroad-merger-rumors-swirl-csx-ceo-says-working-with-peers-is-the-best-way-to-boost-value-.html#:~:text=According%20to%20Hinrichs%2C%20a%20merger,if%20they%20received%20an%20offer.\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>activist investors<\/strong><\/a> pushing for a merger with another company, which the now-former CEO said was unnecessary.<\/p>\n<p style=\"text-align: justify;\">Angel comes on with a base salary of $1.5 million with possible bonuses, including $10 million of stock that will vest in three years at today\u2019s common stock price, which is roughly $35 a share at this writing.<\/p>\n<p style=\"text-align: justify;\">\u201cBeginning in 2026, Mr. Angel will be eligible to receive an annual long-term incentive award (an \u2018LTIP Award\u2019) under the Company\u2019s long-term incentive plans on a substantially similar basis as other similarly situated executives of the Company, with the initial grant to be made in 2026 having a grant date target value of $13,500,000. The study compared the 75 largest population areas of the country.<\/p>\n<p style=\"text-align: justify;\">The only high-population area of Florida that didn\u2019t make the top 10 cities with high residential vacancies was the Panhandle area.<\/p>\n<p style=\"text-align: justify;\"><strong>Putnam property preserved<\/strong><\/p>\n<p style=\"text-align: justify;\">Approximately 1,000 acres of environmentally sensitive land in Putnam County are now protected by the state of Florida, following a purchase orchestrated by the North Florida Land Trust (<a href=\"https:\/\/nflt.org\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>NFLT<\/strong><\/a>).<\/p>\n<p style=\"text-align: justify;\">The land conservation organization teamed up with the <a href=\"https:\/\/putnamlandconservancy.org\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>Putnam Land Conservancy<\/strong><\/a>, <a href=\"https:\/\/www.conservationfund.org\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>The Conservation Fund<\/strong><\/a> and the state of Florida to preserve 1,086 acres of property on the First Coast. Last week\u2019s win over Baltimore was the most impressive performance of the season, and Mahomes has thrown seven touchdowns and just one interception this season.
