In exchange, the higher education institutions that sign the agreement will get \u201cmultiple positive benefits,\u201d including \u201csubstantial and meaningful federal grants,\u201d according to WSJ.\n<\/p>\n<p>A University spokesperson declined The Daily Pennsylvanian&#8217;s request for comment. A request for comment was left with the White House.\u00a0<\/p>\n<p>White House Senior Advisor for Special Projects May Mailman attributed the school\u2019s selection to their commitment to \u201ca higher quality education,\u201d adding that each has \u201ca president who is a reformer.\u201d\n<\/p>\n<p>Mailman previously told the DP that Penn set a positive tone during negotiations with the federal government this summer by recognizing it had an \u201cunavoidable need for a relationship\u201d with agencies in Washington. The University\u2019s understanding and ability to \u201chave a conversation like adults\u201d earned it a place on the government\u2019s \u201clistening side,\u201d Mailman said in July.\u00a0\n\t<\/p>\n<p>That month, Penn reached a<a href=\"https:\/\/www.thedp.com\/article\/2025\/07\/penn-title-ix-resolution-key-takeaways\" target=\"_blank\" rel=\"nofollow noopener\"> resolution agreement <\/a>with the Department of Education to settle ongoing Title IX violations.\n<\/p>\n<p>As part of the resolution, the University has removed 2022 College graduate and former Penn swimmer Lia Thomas\u2019 individual records, issued a public statement specifying that Penn Athletics \u201cwill adopt biology-based definitions for the words \u2018male\u2019 and \u2018female\u2019 pursuant to Title IX and consistent with President Trump\u2019s Executive Orders,\u201d and privately apologized to affected athletes.<\/p>\n<p>The Daily Pennsylvanian is an independent, student-run newspaper.
