\t\t\t\t\t\tThe Trump administration asked nine universities to sign onto a compact of operational principles in exchange for a federal funding advantage. This story is developing and will continue to be updated.\u00a0\n<\/p>\n Penn is one of nine schools that the White House approached on Wednesday requesting adherence to a set of principles in order to receive preferential funding treatment, according to The Wall Street Journal.\n\t\t<\/p>\n The memo<\/a> demanded that the universities “ban the use of race or sex in hiring and admissions, freeze tuition for five years, cap international undergraduate enrollment at 15%, [and] require that applicants take the SAT or a similar test,” according to WSJ. In exchange, the higher education institutions that sign the agreement will get \u201cmultiple positive benefits,\u201d including \u201csubstantial and meaningful federal grants,\u201d according to WSJ.\n<\/p>\n A University spokesperson declined The Daily Pennsylvanian’s request for comment. A request for comment was left with the White House.\u00a0<\/p>\n White House Senior Advisor for Special Projects May Mailman attributed the school\u2019s selection to their commitment to \u201ca higher quality education,\u201d adding that each has \u201ca president who is a reformer.\u201d\n<\/p>\n Mailman previously told the DP that Penn set a positive tone during negotiations with the federal government this summer by recognizing it had an \u201cunavoidable need for a relationship\u201d with agencies in Washington. The University\u2019s understanding and ability to \u201chave a conversation like adults\u201d earned it a place on the government\u2019s \u201clistening side,\u201d Mailman said in July.\u00a0\n\t<\/p>\n That month, Penn reached a resolution agreement <\/a>with the Department of Education to settle ongoing Title IX violations.\n<\/p>\n As part of the resolution, the University has removed 2022 College graduate and former Penn swimmer Lia Thomas\u2019 individual records, issued a public statement specifying that Penn Athletics \u201cwill adopt biology-based definitions for the words \u2018male\u2019 and \u2018female\u2019 pursuant to Title IX and consistent with President Trump\u2019s Executive Orders,\u201d and privately apologized to affected athletes.<\/p>\n The Daily Pennsylvanian is an independent, student-run newspaper.
